Capable people shall be produced and in conformity with the community college and If universities don't fit the needs of communities, students and the local community will turn away college. In addition, communities will be difficult access to human resources and region's population is leaked to the exterior of the local population is reduced. Because of these stream of times, the universities seek their chances of survival with the community as well as the preservation of education and academic. The Chair of the emphasis of the distinguished accomplishments when the Utilization of Industry-University Cooperation Concentration professor at Gunsan University has been implemented, it does not appear for five years ago, at this point and cooperation between Industry-University Cooperation friendly need an overall reappraisal of the personnel system. In priority cooperation between communities and using industry-University Cooperation Concentration Professor to consider ways to connect as follows. First of all, the university is to pursue growth and sympathy with regional development and local communities establish overall direction of development and then should pursue sustained, balanced regional development with the community. Second, Gunsan and universities’ business for cooperation is impossible if there is no unity of their minds. Gunsan will be accompanied by universities and meeting for growth formula made in a collaborative agreement will also have to have more frequently these days. Third, the Gunsan University and actively implement the mutual cooperation in the region cooperation projects constitute the Bureau suggested. Bureau for win-win development and the university and regions the needs and capabilities of the local civic groups, Gunsan major groups and promoting development cooperation to college will vote in the direction of helping in regional development capabilities. Fourth, sustainable development need to insure and cooperation between various devices to maximize its physical constitution. Real cooperation between Industry-University Cooperation eco-systems is established on the rock through all these processes as university and local society is a real trust and a strong house. 지식정보화가 급격하게 진행되고 현대 사회가 점차 다변화되고 있으며, 학령인구의 감소로 인하여 2015년 이후 지역 대학의 입학생 충원율이 심각한 문제로 대두됨에 따라 대학은 과거의 상아탑에만 안주할 수 없는 상황이 되었다. 대학은 지역사회에 적합한 인재를 배출해야 하고 지역사회의 필요에 부응하지 않으면 학생과 지역사회는 지역대학을 외면할 것이다. 아울러, 지역사회는 인적자원의 확보가 어렵게 되고 지역의 인재가 외부로 유출되어 지역인구가 감소하게 될 것이다. 이러한 시대적 흐름으로 인하여 대학은 이제 교육과 학문의 보존뿐만 아니라 지역사회와 생존가능성을 모색하고자 한다. 2011년 교육부 보고서에 따르면 산학공동연구, 기술이전, 맞춤형 인력양성 등을 위한 정부 지원은 확대되었으나, 대학과 기업 간의 산학협력은 여전히 부족하여 산학연협력 경험이 대기업 중심으로 진행되고 있다고 지적한다. 또한 대학교육의 산업현장 등 사회적 요구에 대한 부합도도 낮은 수준이며, 일시적인 재정지원으로는 산학협력의 지속성 확보에 한계가 있어 현장친화형 교원인사제도를 통한 산학협력의 지속성 확보가 필요하다고 보고하고 있다. 본 논문에서는 교육부의 산학협력친화형 교원인사제도 현황과 추진결과, 군산대학교가 지역사회에 미치는 경제적 영향력 및 외국의 대학과 지역사회의 협력사례를 살펴보고, 동 제도를 통한 대학과 지역사회의 협력방안을 검토하였다. 산학협력친화형 인사제도의 핵심인 산학협력중점교수를 활용하여 지역사회와 지속적인 산학협력체계를 구축한다면 대학과 지역사회가 동반성장할 수 있는 지름길이 될 수 있을 것으로 생각한다.

      • 中小病院의 敎育訓練 改善方案에 關한 硏究 : 忠南 西部地域을 中心으로

        본 연구는 급격한 경영환경변화를 겪고 있는 지방중소병원이 경영활로를 모색하는데 필수적인 병원종사자들의 역할과 능력에 관한 관심에서 비롯되었으며 문헌연구와 조사연구를 병행하였다. 문헌검토를 통하여 병원조직과 인사관리의 특성과 교육훈련에 대한 일반적인 이론, 그 동안 교육훈련의 실태와 문제점을 알아보고, 실제 충남서부지역 소재 11개 중소병원 종사자 300명을 대상으로 2003년 4월 29일부터 5월 17일까지 최근 1년간 자신이 받은 교육훈련 현황과 교육훈련에 대한 인식조사를 실시하여 이중 회수된 225부중 유효표본 202부를 분석하였다. 문헌연구결과와 조사분석 결과를 토대로 중소병원 교육훈련의 개선방향을 제시하였다. 문헌연구와 조사연구 결과에 나타난 문제와 시사점을 종합하여 중소병원 종사자 교육훈련 개선 방안으로 종사자 인식·태도변화와 교육훈련 방향개선, 자기주도적 학습분위기와 성과지향형 교육훈련 실시, 교육훈련 필요성 분석과 경영전략 연계, 교육훈련의 전문성확보 및 실시체계 개선, 교육훈련 평가 및 보상체계 마련을 제시하였다. 본 연구의 한계 및 제한점은 다음과 같다. 본 연구에 있어 중소병원에서 정말 교육훈련이 필요한 내용이 무엇인지를 찾아내는 필요성 분석 단계가 생략된 점과 자기 기입식으로 이루어진 설문조사 내용이 구체적이지 않아 교육실태에 대한 경향정도 밖에 파악할 수 없었던 점, 그리고 표본추출에 있어 조사대상 병원의 지역별, 운영규모별, 설립형태별, 대상자별 균등분포가 이루어지지 않아 연구결과의 일반화에 한계 등 제한점을 가지고 있다. 그러나 지방중소병원 특히 군 단위 소재 병원을 대상으로 한 교육훈련에 대한 실제조사연구라는 의의를 찾을 수 있으며, 본 연구의 한계와 제한점을 토대로 추가적인 연구가 필요한 영역으로 다음과 같이 제언하고자 한다. 첫째, 중소병원의 교육훈련을 실무담당자나 담당부서의 바람직한 역할에 대한 연구 둘째, 중소병원의 교육훈련 평가 및 사후관리 시스템 개발에 관한 연구 셋째, 중소병원 경영전략과 교육훈련 연계방안에 관한 연구 넷째, 이러한 연구결과를 포괄하여 중소병원에 적합한 교육훈련 모형개발에 관한 연구 The present study intended to call our attention to the roles and capabilities of employees working in the medium and small-sized hospitals, which are necessary to find a way out of difficulties of the hospitals being now experiencing a rapid change in their business environments. The study was performed by both literature review and questionnaire survey. In literature view study, the features of hospital organization and personal administration, the general theory on education and training, and the actual condition and points at issue of the existing education and training practices in the hospitals were defined. And In questionnaire study, investigation into the recognition and present status of education and training was carried out In 300 employees working in the eleven medium and small-sized hospitals from April 29, 2002 to May 17, 2003, which are located in South Chung-Nam Province. From 225 of the 300 employees, questionnaires samples were recovered, of which 202 samples were analyzed as effective ones. On the basis of these results, several recommendations for the improvement plans of educational and training in the medium and small-sized hospitals were suggested. According to the points at issue and suggestion to be shown in the results of the present study, the plans for improving of education and training in employees of the medium and small-sized hospitals were suggested as follows; (1) the change in the consciousness and attitude of employees (2) the improvement of the education and training courses (3) the promotion of the self-directed learning atmosphere (4) the execution of the performance-oriented education and training (5) the connection between business strategy and education strategy (6) the insurance of expertism in education and training (7) the improvement of execution system (8) the management of assessment and incentive systems. The limitations of this study are as follows: The present study had no choice but to understand only the tendency of education status in the medium and small-sized hospitals. Because the need analysis on what contents are really necessary for education and training was omitted, the self-administered answers of questionnaire were not concrete, and uniform distributions in the aspects of regions, operational sizes, types of ownership and study subjects of the analyzed hospitals were not achieved. Therefore it will be difficult to generalize the results of this study. But this study has some significance in that it was performed in the medium and small-sized hospitals, especially in the hospitals located in a county unit. In spite of the above-mentioned limitations, I suggest that the further studies be performed as follows: Firstly, a study on the desirable roles of persons or departments in charge of education and training in the medium and small-sized hospitals. Secondly, a study on development of the education and training assessment and post-management systems Thirdly, a study on plans connecting between business strategy and education strategy Fourthly, a study on development of the education and training models suitable to the medium and small-sized hospitals on the basis of the whole results of those studies.

        As the world economy takes a new order under the formation of the WTO, the Korean economy can take an advantageous stand through the free trade and investment of APEC. Since the free trade system supported by APEC has a voluntary characteristic, this will reduce the loss of the domestic economy in opening its market and speed up the Korean economy as a whole. Recently, the world economy is regionalizing into economic blocs. With a single currency in EU since January 1999, it has been on its way building a stronger regional economic cooperation. In the case of North America, the North America Free Trade Agreement(NAFTA) and the Free Trade American Area(FTAA) are under way led by the United States. A trade maintenance agreement has also been accorded with Europe. South American countries are also seeking ways for a free trade investment among its nations as well as considering to sign on a Regional Trade Agreement. Asian countries have also formed the Association of Southeast Asian Nations(ASEAN). As a regional community, their goal is to increase its members in order to unite the markets into a big power. In such an environment, Korea will be able to contribute to the development of APEC by appeasing and controlling conflicts between developing and advanced countries. Korea must put efforts to cooperate with the developing countries, sharing the experience and know-how acquired during its economic growth. By doing so, Korea will be able to open the markets of the developing countries diversifying its own export markets which will help Korean companies to find new foreign markets. This will also enable sufficient natural resources and raw materials which means a great deal at a time like this. Trade disputes can also be prevented by discussing problems such as the transfer of high technology or the pressure of trade via the APEC.
