이 글의 목적은 김정은 시기 열병식과 열병식에서의 무기 공개의 특징을 파악하고 그 의도를 분석함으로써 김정은 시기 사회주의강국 건설에 있어서의 중요한 한 축인 국방력 강화의 방향과 의미를 밝히고자 함이다. 김정은 시기에는 총 11번의 열병식이 실시되었다. 김정은 시기의 열병식에서는 화성-12/13/17형, 북극성-2/4ㅅ/5ㅅ형, 자행고사로케트, 초정밀무인타격기, 300mm 방사포 등 지금껏 본적 없는 새로운 무기들이 김일성-김정일 시기에 비하여 적극적으로 공개되었다. 국방공업의 성과인 무기 장비들을 공개하는 무대로서의 역할을 한 것이다. 열병식과 무기 공개는 대내외적으로 여러 가지 성격을 모두 내포하고 있지만 시대적 상황에 따라 그 성격은 조금씩 달라진다. 열병식과 그 핵심이라고 할 수 있는 무기 공개의 의도가 김일성-김정일 시기에는 대내적으로 내부 결속, 대외적으로 외교적 압박의 의미가 컸다면, 김정은 시기에는 대내적으로 안보우려 해소, 대외적으로는 군사적 억지의 의미가 더욱 컸다. 냉전이 한창이던 김일성 시기에 북한은 열병식을 기본적인 국가기념일 행사로서 주로 인민들에게 체제의 성과와 우월성을 과시하였다. 탈냉전에 접어든 김정일 시기에도 열병식은 기본적으로 체제의 우월성을 과시하며 동구 사회주의 국가들의 붕괴 후 고난의 행군을 거치면서도 자신들만은 사회주의 체제를 고수하면서 인민들을 결속하는 역할을 하였다. 또한 열병식과 무기 공개를 통해 억지력을 과시하면서도, 세계 유일 초강대국인 미국에 체제의 안전보장이 달려있다는 인식하에 무기 공개를 억지력 보다는 외교적 타협을 압박하는 수단으로서 활용하려는 의도를 갖게 되었다. 김정은 시기에는 인민생활의 향상을 목표로 하였지만 거듭되는 핵실험과 미사일 발사로 대북 제재가 강화되고 경제발전이 더뎌지게 되었다. 김정은이 인민들에게 내세울 수 있는 성과가 없는 상황에서 자신의 실패와 부진을 어느 정도 인정하며 인민들에게 고개를 숙이고, 국방력 강화의 성과를 내세워 인민들이 생산활동에 힘쓸 수 있게 고무추동하는 것 외에 방법이 없게 되었다. 핵무력의 발전과 신냉전의 도래, 미국 국력의 상대적 약화 등 국제정치적 상황의 변화에 따라 열병식과 무기 공개의 성격도 외교적 압박 보다는 군사적 억지력을 강화하는데 초점이 맞춰지고 있다. The purpose of this article is to identify the characteristics of the military parade as well as the intention behind the showcasing of the weapons during the parade in the Kim Jong Un era. This study also aims to reveal the direction and the meaning of strengthening national defense, an important axis in building a powerful socialist country. A total of 11 military parades have been held under Kim Jong Un. At the military parade with Kim Jong Un as the leader, more new weapons(such as Hwasong-12/13/17, Pukguksong-2/4ㅅ/5ㅅ, self-propelled rocket, ultra-precision unmanned strike aircraft and 300mm multiple rocket launcher) were unveiled compared to the Kim Il Sung or Kim Jong Il era. The parade served as a stage to showcase weapons which are considered to be achievements of the national defense industry. Although the military parade and the showcasing of weapons have various characteristics both internally and externally, they vary depending on historical circumstances. If the intention of the military parade and the showcasing of weapons at its core were used as a means to internally unite the country and externally put diplomatic pressure onto the international community during Kim Il Sung and Kim Jong Il era, under Kim Jong Un, it was to internally settle national security concerns and externally perform military deterrence. During the Kim Il Sung era and the height of the Cold War, the DPRK used the military parade as a basic national commemorative event to mainly show off the achievements and superiority of the system to its people. Even with Kim Jong Il as the leader, during which the world entered the post-Cold War period, military parade was used as a channel to show off the superiority of the system and unite the people even while suffering from the March of Hardship, as a country that adheres to their own socialist system even while other socialist countries in Eastern Europe collapsed. In addition, while demonstrating deterrence through military parades and showcasing of weapons, the DPRK had an intention of putting pressure for diplomatic compromise rather than deterrence, onto the United States, the world's only superpower. While the country aimed to improve people's living standards under Kim Jong Un’s regime, economic development showed slow progress due to repeated nuclear tests and missile launches, which in turn intensified sanctions against North Korea. In a situation where Kim Jong Un has no achievements he can present to the people, there was no way but to bow his head, acknowledge his failures and sluggishness to some extent, and promote accomplishments made in strengthening the national defense so to encourage the people to focus on production activities. As the international political situation constantly changes with the development of the DPRK‘s nuclear forces, the advent of the New Cold War, and the relative weakening of American national power, the nature of military parades and the showcasing of weapons has become to focus on strengthening military deterrence rather than diplomatic pressure.
