급격한 인구 구조의 변화와 기대 수명의 연장으로 인해 고령층의 경제활동 참여는 지속적으로 확대되고 있다. 그러나 기존의 도시 및 교통 관련 연구는 고령층을 주로 복지의 대상이나 여가·비통근 이동의 주체로 간주해 왔으며, 이들을 노동시장에 참여하는 생산적 주체로 설정하고 통근 행태를 중심으로 분석한 연구는 상대적으로 부족하였다. 특히 표본 기반 설문조사 자료에 의존한 기존 연구들은 수도권 전역에 걸친 고령 근로자의 공간적 분포와 통근 패턴을 구조적으로 파악하는 데 한계를 지녀 왔다.
이에 본 연구는 초고령사회로 이행하는 수도권에서 고령층을 단순한 복지의 대상이 아닌 ‘도시에서 노동하는 주체’로 재위치시키고, 위치기반 빅데이터를 활용하여 고령층의 통근 행태가 어떠한 도시공간 구조와 지역노동시장 조건 속에서 형성되는지를 실증적으로 규명하는 것을 목적으로 한다. 특히 초고령 사회의 통근을 주거지의 고착성, 이동성 제약, 그리고 노동시장 접근성이 중첩되어 형성되는 구조적 결과로 해석한다.
분석을 위해 2023년을 기준으로 서울·경기·인천을 포함한 수도권 시군구를 공간 단위로 설정하고, 통계청 인구통계등록부 통합분석 DB와 민간의 위치기반 통근 빅데이터를 결합하여 분석을 수행하였다. 분석은 세 단계로 진행되었다. 첫째, 기초통계와 일원배치 분산분석을 통해 고령층과 중·장년층 간 통근 거리 및 통근 패턴의 차이를 검증하였다. 둘째, 다중회귀분석을 통해 지역노동시장의 규모와 산업·사업체 구조의 다양성이 고령층의 평균 통근거리에 미치는 영향을 분석하였다. 셋째, 연령과 소득 수준에 따른 이질성을 고려한 확장 모형을 추정하여, 지역노동시장 구조의 효과가 집단별로 어떻게 차별적으로 작동하는지를 검증하였다.
주요 분석 결과는 다음과 같다. 첫째, 고령층의 통근 패턴은 중·장년층과 뚜렷한 차이를 보였다. 고령층은 전반적으로 단거리 통근 비중이 높았으나, 이는 접근성의 우위라기보다 이동성 제약과 주거지 고착성이 결합된 결과로 나타났다. 일부 지역에서는 통근거리 조정 능력이 제한된 상태에서 장거리 통근이 고착되는 양상도 관찰되었다. 둘째, 지역노동시장 구조는 고령층의 통근거리에 유의미한 영향을 미쳤다. 노동시장 규모가 큰 지역일수록 고령층의 평균 통근거리는 증가하는 경향을 보인 반면, 산업 및 사업체 규모의 다양성이 높은 지역에서는 근거리 통근이 상대적으로 촉진되었다. 셋째, 이러한 영향은 소득 수준에 따라 이질적으로 나타났으며, 특히 저소득 고령층에서 지역노동시장 구조의 제약이 통근거리 증가로 직결되는 경향이 강하게 확인되었다.
본 연구는 고령층의 통근을 개인적 선택의 결과가 아니라, 도시공간 구조와 지역노동시장 조건이 결합되어 형성되는 구조적 문제로 재위치시키고 이를 실증적으로 분석하였다는 점에서 의의를 지닌다. 이는 초고령사회에서 고령층의 지속 가능한 노동 참여를 단순한 교통 지원이나 복지형 일자리의 양적 확대로 해결할 수 없으며, 고령 인구가 거주하고 있는 지역을 중심으로 한 장소 기반의 일자리 재배치와 연계한 도시공간의 재구조화가 필요함을 시사한다.

Rapid demographic change and increased life expectancy have led to a steady expansion of labor force participation among older adults. However, existing urban and transportation studies have largely treated older populations as recipients of welfare or as agents of leisure and non-commuting mobility, while relatively few studies have conceptualized older adults as productive participants in the labor market and analyzed their commuting behavior. In particular, prior research relying primarily on sample-based survey data has faced limitations in structurally capturing the spatial distribution and commuting patterns of older workers across the Seoul Metropolitan Area.
Against this background, this study repositions older adults in a super-aged society not as passive welfare subjects but as active workers embedded in urban space, and empirically examines how their commuting patterns are shaped by urban spatial structure and local labor market conditions using location-based big data. Specifically, commuting in a super-aged society is interpreted as a structural outcome formed through the overlap of residential immobility, mobility constraints, and labor market accessibility.
For the analysis, cities and counties within the Seoul Metropolitan Area including Seoul, Gyeonggi, and Incheon were defined as the spatial units, using 2023 as the reference year. The study integrates Statistics Korea’s Population Register-based Integrated Database with private-sector location-based commuting data. The analysis proceeded in three stages. First, descriptive statistics and one-way ANOVA were employed to examine differences in commuting distance and patterns between older adults and middle-aged workers. Second, multiple regression analysis was used to assess the effects of local labor market size and industrial and establishment diversity on the average commuting distance of older workers. Third, extended models accounting for heterogeneity by age and income level were estimated to test whether the effects of local labor market structure operate differently across groups.
The main findings are as follows. First, the commuting patterns of older workers differ markedly from those of middle-aged workers. While older adults exhibit a higher share of short-distance commuting overall, this pattern reflects the combined effects of mobility constraints and residential immobility rather than superior accessibility. In some areas, long-distance commuting persists under conditions where the ability to adjust commuting distance is limited. Second, local labor market structure has a statistically significant impact on the commuting distance of older workers. Larger labor markets are associated with longer average commuting distances, whereas greater diversity in industries and establishment sizes is associated with relatively shorter commutes. Third, these effects are heterogeneous by income level, with structural constraints of local labor markets translating more directly into increased commuting distances among low-income older workers.
This study contributes by conceptualizing older adults’ commuting not as an outcome of individual choice but as a structural phenomenon shaped by the interaction of urban spatial structure and local labor market conditions, and by providing empirical evidence using large-scale spatial data. The findings suggest that sustaining labor force participation among older adults in a super-aged society cannot be achieved solely through transportation assistance or the quantitative expansion of welfare-oriented jobs. Instead, they highlight the need for a place-based restructuring of urban space, including the spatial reallocation of jobs centered on areas where older populations reside.
