서울의 도심부는 도시의 역사와 정체성을 담고 있는 공간이자 국가 경쟁력을 견인하는 핵심적인 경제 활동의 중심지이다. 1970년대 이후 급속한 산업화와 도시화 과정에서 서울의 도심은 전면 철거 중심의 재 개발을 통해 현대적인 업무·상업 공간으로 탈바꿈하였으나, 이 과정에서 역사적 맥락의 단절과 장소성의 상실, 도심 정주 인구의 감소와 같 은 부작용을 겪기도 하였다.
이에 따라 2000년대 이후 도심재개발 정책은 물리적 환경 개선뿐만 아니라 도심의 역사문화적 가치 보존, 보행 친화적 환경 조성, 도심 기능의 융복합 등 다양한 가치를 포용하는 방향으로 패러다임이 전환되어 왔다. 그러나 이러한 정책 기조의 변화에도 불구하고, 실제 사업 현장에 서는 잦은 정책 변경과 규제 강화, 이해관계자 간의 갈등 등으로 인해 사업이 장기화되거나 중단되는 사례가 빈번하게 발생하고 있다. 또한, 정비사업이 완료된 후에도 공공기여를 통해 확보된 공간이 사유화되거나 도심의 활력으로 이어지지 못하는 등의 한계도 제기되고 있다.
이에 이 연구는 서울의 도심재개발사업 정책 변천 과정을 시기별로 구분 및 재정립하고 물리적으로 구현된 도심재개발사업들의 특성을 실증적으로 분석함으로써, 현행 제도에 이르기까지 도심재개발사업으로 인한 변화를 파악하여 도심재개발사업의 변천과정을 이론적 및 시대적 배경으로 이를 이해하고 이러한 변화가 시대적 요구에 따른 변천 과정이었음을 밝히며 장래 도심재개발사업에 요구되는 계획적 지향점에 대한 시사점을 제시하는 것을 목적으로 수행하였다.
연구에서 설정한 시간적 범위는 도심재개발사업이 본격화된 1970년대부터 현재에 이르는 2024년으로 설정하였으며, 공간적 범위는 서울시에서 시행된 도심재개발사업 대상지 전역을 중심으로 하였다. 연구 방법으로는 첫째, 문헌 연구와 법·제도 고찰을 통해 서울시 도심재개발 정책의 흐름을 도입기, 확산기, 변화기, 포용기, 혁신기 구분하여 정책 변화의 맥락을 파악하였다. 둘째, 도심재개발사업으로 사업을 추진하는 사업지구를 대상으로 사업 기간, 용적률, 주용도, 정비기반시설의 양과 종류 등 사업 특성 데이터를 구축하여 정량적 분석을 수행하였다. 이를 통해 정책 변화가 개별 사업으로 인해 도시공간에 미친 영향을 파악하였다.
분석의 결과로, 서울시 도심재개발사업은 정부와 서울시의 정책 기조 변화에 따라 사업의 방식과 내용이 크게 달라져 왔음을 확인하였다. 물리적 특성 분석에서는 과거 업무 시설 위주의 개발에서 최근에는 주거 비율이 확대되고, 개방형녹지와 같은 시민이 활용할 수 있는 공간의 확보가 강조되는 추세를 보였다. 그러나 이러한 물리적 환경의 개선이 실제 도심의 활력 증진이나 주변 지역과의 연계성 강화로 이어지는 데에는 한계가 있는 것으로 나타났다.
이 연구는 서울시 도심재개발사업의 변천을 도시계획적 관점에서 인식하여 이를 해석하고, 실증 분석을 통해 도심재개발사업을 통해 물리적으로 구현된 도시공간을 파악하였다는 것에 그 의의가 있다. 이 연구에서 제시한 시사점이 장래 서울시 도심재개발 정책 수립과 도시관리 모델 정립에 유용한 기초 자료로 활용되기를 기대한다.

The center of Seoul serves not only as a repository of the city’s history and identity but also as a core hub of economic activity driving national competitiveness. Since the 1970s, amidst rapid industrialization and urbanization, Seoul’s city center has transformed into a modern business and commercial district through wholesale demolition-based redevelopment. However, this process has entailed side effects such as the disconnection of historical context, the loss of a sense of place, and a decline in the residential population.
Consequently, since the 2000s, the paradigm of urban redevelopment policy has shifted towards embracing diverse values. These include not only physical environmental improvements but also the preservation of historical and cultural values, the creation of pedestrian-friendly environments, and the convergence of urban functions. Despite these shifts in policy direction, actual projects often face prolonged delays or suspensions due to frequent policy changes, tightened regulations, and conflicts among stakeholders. Furthermore, limitations have been raised regarding the privatization of spaces secured through public contributions and the failure to translate physical renewal into urban vitality.
In this context, this study aims to chronologically categorize and redefine the evolution of Seoul’s urban redevelopment policies and empirically analyze the characteristics of physically implemented urban redevelopment projects. By understanding the transition of urban redevelopment as a theoretical and temporal response to the demands of the times, this study seeks to identify the changes brought about by the current system and provide implications for the planning direction required for future urban redevelopment projects.
The temporal scope of this study spans from the 1970s, when urban redevelopment officially began, to 2024. The spatial scope covers all areas within Seoul designated for urban redevelopment. As for the research methodology, first, a literature review and an examination of laws and institutions were conducted to classify the flow of Seoul’s urban redevelopment policy into five periods: Introduction, Expansion, Transition, Inclusion, and Innovation, thereby identifying the context of policy changes. Second, a quantitative analysis was performed by constructing a dataset of project characteristics—such as project duration, floor area ratio (FAR), main usage, and the quantity and type of infrastructure—for districts where projects have been promoted. This allowed for an assessment of the impact of policy changes on urban space through individual projects.
The analysis results confirmed that the methods and content of Seoul’s urban redevelopment projects have varied significantly according to changes in the policy stance of the central government and the Seoul Metropolitan Government. In terms of physical characteristics, there has been a trend shifting from past office-centric development to an expansion of residential ratios and an emphasis on securing spaces usable by citizens, such as open green spaces. However, it was found that these improvements in the physical environment have limitations in leading to the actual enhancement of urban vitality or strengthened connectivity with surrounding areas.
This study is significant in that it interprets the evolution of Seoul’s urban redevelopment projects from an urban planning perspective and identifies the physically realized urban space through empirical analysis. It is expected that the implications presented in this study will serve as useful fundamental data for establishing future urban redevelopment policies and urban management models in Seoul.
