한국군 군수지원체제 변화요인에 관한 연구 = A Study on the change factors of ROK Armed Forces logistics support system(LSS) based on the CIPP Evaluation Model

The purpose of this study is to present the role and significance of the system in consideration of the beginning of history and development of the ROK Armed Forces Logistics Support System, and to suggest the future direction of the LSS. The subject of this study is focused on the ROK Army's LSS. In order to achieve this purpose, analysis of the changes in LSS has been undertaken, using Stufflebeam’s CIPP evaluation model, to evaluate the context, input, process, and the product, which can help with the characteristics and changes of the LSS. The results are as follows.
First, the LSS was operated based on the U.S. Army system since the liberation of Korea(1945), and being changed constantly and evolved to establish a system suitable for the characteristics of ROK Army. Second, the factor of changes in LSS is greatly influenced on the field of logistics not only domestic and international security environment but also the defense environment. It is currently developed interaction of organizations, personnel, systems, and information systems in the field of logistics with supply, maintenance, transportation, and procurement support systems. Third, the principle of logistics support, which affects LSS, was mainly focused on integration, but recently be focused on efficiency. Lastly, advancement of industry and IT technologies, change of weapons systems, and continuous efficiency of defense management will be expected to develop into a LSS focusing on timely and efficiently. So, this thesis suggest that a policy study on the LSS is needed.
This study could provide basic data how to prepare a new LSS to cope with future environment.

국문 초록 (Abstract)

본 연구의 목적은 한국군 군수지원체제의 역사적 태동과 시대적 발전에 관한 고찰을 통해 그 역할과 의미를 밝혀보고, 미래 군수지원체제의 방향을 제시하는데 있다. 본 연구의 대상은 육군 군수지원체제를 중점으로 하였으며, 시기적으로는 창군기로부터 최근까지이다. 연구의 목적을 달성하기 위하여 군수지원체제의 특성과 변화를 규명하고 의사결정에 도움이 될 수 있는 Stufflebeam의 CIPP 평가모형을 활용하여 상황평가, 투입평가, 과정평가, 산출평가를 통해 시기별 군수지원체제의 특성과 영향요인을 분석하였다. 분석을 통해 다음과 같은 결론을 제시할 수 있다.
첫째, 군수지원체제는 해방(1945) 이후 미군의 제도를 기초로 병과중심으로 운영되었다가 한국군 특성에 적합한 지원체제를 정착하기 위해 끊임없이 변화하고 발전하였다. 둘째, 군수지원체제의 변화요인은 국내외 안보환경 뿐만 아니라 국방환경이 군수분야에 지대한 영향을 미치고 있었다. 이는 군수분야 조직 및 인력과 제도, 정보체계가 보급·정비·수송·조달지원체계와 밀접한 상호작용을 하면서 발전의 원동력 되었다. 셋째, 군수지원체제에 영향을 미치는 군수지원 원칙은 주로 통합성에 중점을 두었다가 최근에는 효율성을 중시하는 것으로 확인할 수 있었다. 넷째, 미래전의 양상과 산업기술 및 정보통신기술의 발달, 무기체계의 변화, 지속되는 국방경영효율화는 예측과 적시성, 효율성에 중점을 둔 군수지원체제로 발전될 것으로 전망하였으며, 이를 위해 군수지원체제에 대한 보다 심층적인 정책적인 연구가 필요하다고 사료된다.
본 연구의 결과는 향후 미래 환경에 대처하기 위한 새로운 군수지원체제 마련을 위한 기초적 자료를 제공해 줄 수 있을 것이다.
