국가연구개발사업 참여기업의 경영성과에 미치는 영향 요인에 관한 연구 = A Study on the Factors Influencing the Management Performance of Companies Participating in National R&D Projects

국문 초록 (Abstract)

국가연구개발사업은 산업 성장의 기반인 중소기업에 대한 제도적지원이다. 우리나라는 국가연구개발사업에 높은 수준의 예산을 투자하고 있으나, 그에 반해 질적 성과는 높지 않게 나타나고 있다.
본 연구에서는 국가연구개발사업 참여기업의 경영성과에 미치는 요인을 분석하여 국가연구개발사업의 실효성을 파악하고자 한다. 특히, 어떤 역량 요인이 기업의 경영성과에 결정적인 영향을 미치는지 분석하여 이를 토대로 국가연구개발사업의 성과 제고를 위한 정책적 제언을 도출하고, 정책의 효율적 집행에 기여하고자 한다.
본 연구는 국가연구개발사업의 추진 배경을 고찰하고 기술혁신역량, 네트워크역량의 독립변수와 종속변수인 중소기업의 경영성과에 대해 이론적으로 고찰하였다. 이후 중소기업 경영성과 향상에 미치는 요인에 관한 기존 연구결과를 바탕으로 한국산업기술진흥원이 수행한 국가연구개발사업인 산학융합지구조성사업의 참여기업을 대상으로 참여기업의 기술혁신역량, 네트워크역량과 경영성과와의 상관관계를 다중회귀분석을 통해 분석하였다. 분석 결과, 기술혁신역량과 네트워크역량은 기업의 경영성과에 일부 정(+)의 영향을 미쳤다.
본 연구를 통해 기업은 자체적인 기술혁신역량을 강화할 뿐 아니라 국가연구개발사업에 참여함으로써 네트워크역량을 강화해 외부 조직과 정교한 네트워크 구조를 형성함으로써 혁신 성과를 창출해야 한다는 시사점을 도출할 수 있었다. 또한, 정부는 국가연구개발사업에서 기술혁신역량과 관련한 목표 제시를 통해 기업의 역량 증진을 유도하고, 기업이 갖추지 못한 역량과 자원을 외부에서 조달할 수 있도록 정책적으로 지원할 필요성이 있다는 점을 도출하였다.
본 연구를 통해 분석한 기업의 역량 요인을 바탕으로 국가연구개발사업 참여기업의 경영성과를 증진하고, 국가연구개발사업 지원의 논거와 개선의 출발점이 되기를 기대한다.

National R&D projects are institutional support for SMEs, the basis for industrial growth. Korea is investing a high level of budget in national R&D projects, but on the other hand, the qualitative performance is not high.
This study aims to understand the effectiveness of national R&D projects by analyzing the factors affecting the management performance of companies participating in national R&D projects. In particular, it aims to analyze which factors of corporate competency have a decisive effect on corporate management performance, derive policy suggestions to enhance the performance of national R&D projects, and contribute to efficient implementation of policies.
This study examined the background of national R&D projects and theoretically examined the management performance of SMEs, which are independent variables and dependent variables of technology innovation capabilities, network capabilities. Based on existing research results on improving SME management performance, the correlation between technology innovation capabilities, network capabilities, and management performance of participating companies was analyzed through multiple regression analysis. As a result of the analysis, technology innovation capabilities and network capabilities had a positive (+) effect on the management performance of a company.
Through this study, it was possible to derive implications that companies should not only strengthen their own technological innovation capabilities but also create innovation results by strengthening network capabilities with external organizations by participating in national R&D projects. In addition, the government drew the need to encourage companies to improve their capabilities by presenting goals related to technological innovation capabilities in national R&D projects and to provide policy support to procure capabilities and resources that companies do not have.
Based on the company's capability factors analyzed through this study, I expected that it will enhance the management performance of companies participating in national R&D projects and serve as a starting point for arguments and improvements in supporting national R&D projects.
