The Road Safety Audit, which started in the UK and was introduced by most countries around the world, is recognized as the most efficient system to improve road traffic safety in terms of engineering. Korea has been applying road safety audit since 2008 under the Traffic Safety Act. In this study, road safety audit were reviewed in terms of history, definition, purpose, scope, and audit stage. In addition, the structure of the checklist provided by the guidelines of Korea, Asia Development Bank (ADB), Australia, and the UK was compared and analyzed including the audit items of a roundabout.
The summary of this study is following. The RSA guideline in Korea provides a checklist for RSA, however, the detailed audit items are numerous, design and pre-opening stages are not divided, and some audit items are not related to safety or are just asking for the satisfaction of design criteria are included. The above-mentioned matters are the causes of the inefficiency of RSA in Korea. In the case of the roundabout, there is no distinction between audit stages during the design period, there are no mentions of the splitter islands, pedestrians, and cyclists. Some of the audit items, for instance, "Review the existence of permanent obstacle in the center island", could be confused for auditors. In this regard, the checklist needs to be improved. In this study, a roundabout is analyzed into 10 categories in terms of road safety to extract the audit items. this study proposes a checklist for a roundabout based on the extracted audit items, and the audit items are allocated into 1) feasibility study and/or preliminary stage, and 2) detailed design stage.
