Every year, the demand for aviation increases and the aviation industry continues to develop, and the number of new and expanded the air navigational aids is also steadily increasing. Accurate maintenance and management of the air navigational aids essential for the safe operation of aircraft is essential to ensure the safe operation of aircraft.
According to changes in the external environment, various education and training methods are required in education and training. In particular, in order to maintain advanced the air navigational aids, maintainers with specialized skills are required.
Education and training is the only way to develop employees' abilities and secure professionalism. The importance of education and training is being emphasized day by day in order to develop the abilities of employees and secure professionalism. Education and training is a means of accumulating knowledge and skills necessary for job performance and changing values and attitudes by inducing motivation to satisfy needs for self-development.
If job competency and professionalism can be secured through education and training, investment should be made in education and training for technical improvement of the air navigational aids maintainers as well. Through education and training, it is necessary to secure the ability of more advanced professional maintainers to maintain not only the basic job skills required for job performance but also the complex the air navigational aids.
Accordingly, about the education and training system that can improve the job competency of the air navigational aids maintainers, a case study on education and training of similar institutions and a survey on the status of education and training conducted by Korea Airports Corporation are conducted to identify problems and a survey was conducted to understand the perceptions of employees about education and training. When examining the contents of education and training for maintenance personnel of the air navigational aids at Korea Airports Corporation, there is a lack of education on improving job competency and practical performance, and the system for nurturing the air navigational aids experts is also insufficient. It was also found that the system for securing qualified professors and instructors was insufficient.
In order to secure competent human resources, various educational approaches and training methods that can be empirical experiential learning in job training must be introduced and implemented, and a career management program that can manage careers in a self-directed manner is also required. In addition, in order to continuously improve abilities, there must be institutional supplements for continuous self-development, and the professionalism of professors is also required to improve the quality of education.
Therefore, in this study, we proposed a plan to improve an education and training system that can train maintainers who manage advanced the air navigational aids as technical experts and strengthen each individual's job competency. First all, it will be contributed to securing the safety of the the air navigational aids by improving the job performance of the air navigational aids maintainer, starting with the things that can be implemented.

항행안전시설 유지보수자 직무역량과 교육훈련체계 발전 방안에 대한 연구 (한국공항공사 중심으로)

요 약

해마다 항공수요의 증대 및 항공산업이 지속적으로 발전하고 있는 상황에서 항행안전시설의 신·증설도 꾸준히 증가하고 있다. 항공기의 안전운항에 필수적인 항행안전시설의 정확한 유지관리는 항공기 안전운항 확보에 필수적인 사항이다.
외부환경 변화는 교육훈련에서도 다양한 교육훈련 방식을 요구하고 있으며, 특히, 고도화된 항행안전시설을 유지하기 위해서는 전문기술을 갖춘 유지보수자가 필요하다. 종사원의 능력을 개발하고 전문성을 확보하기 위해서는 교육훈련만이 유일한 방법이다. 이에 교육훈련의 중요성이 날로 강조되고 있는 상황이다. 교육훈련은 조직 종사원에게 직무를 수행하는데 필요한 지식과 기능을 축적 시키고 자기발전의 욕구충족을 위한 동기유발로 가치관과 태도를 변화시키는 수단이다.
교육훈련을 통해 직무역량 및 전문성을 확보할 수 있다면 항행안전시설 유지보수자에 대한 기술향상을 위한 교육훈련에 투자가 이뤄져야 한다. 교육훈련을 통해 직무수행에 필요한 기본 직무능력만이 아닌 복잡해지고 있는 항행안전시설을 유지관리 하기 위해 더 향상된 전문가적인 유지보수자의 능력 확보가 필요하다.
이에 따라, 항행안전시설 유지보수자의 직무역량을 향상 시킬 수 있는 교육훈련체계에 대해 유사기관의 교육훈련에 대한 사례조사 및 한국공항공사에서 실시하는 교육훈련 현황 조사를 실시하여 문제점을 도출하고 설문조사를 통해 종사자들의 교육훈련에 대한 인식을 파악하였다. 한국공항공사 항행안전시설 유지보수자의 교육훈련 내용을 검토해 볼 때 직무역량 및 실무수행 능력향상에 대한 교육이 미흡한 면이 있으며 항행안전시설 전문가 양성을 위한 체계도 미비 되어 있으며 교육훈련의 질을 향상 시킬 수 있는 전문 교수 및 교관의 확보 체계도 미흡한 것으로 파악되었다.
역량 있는 인재를 확보하기 위해서는 다양한 교육 접근방법과 직무교육에 있어 실증적인 체험 학습이 될 수 있는 교육방법을 도입하여 시행해야 하며 자기 주도적으로 경력을 관리할 수 있는 경력관리 프로그램도 필요하다. 또한, 지속적인 능력향상을 위해서는 꾸준히 자기계발을 할 수 있는 제도적 보완이 있어야 하며 교육의 질 향상을 위해 교수요원의 전문성도 필요하다.
이에 이번 연구에서 첨단 항행안전시설을 관리하는 유지보수자들을 기술 전문가로 양성하고 각 개인의 직무역량을 강화할 수 있는 교육훈련체계 발전 방안을 제시하였고 우선 시행이 가능한 사항부터 시작하여 항행안전시설 유지보수자의 직무수행능력을 향상 시켜 항행안전시설의 안전성 확보에 기여할 것이다.
