Countries in the world including U.K and Australia have been improving national human resources development system to meet the rapid shift of knowledge, technology and information that are considered as core elements for industrial development. This system has been developed on the basis of close linkage to work, education-training and qualification system.
In order to catch up with above trends, Korea has made efforts on development of the occupational standards those were standardized the required competency elements, performance criteria, range statement and assessment guidelines since 2002.
In this study, the process how to develop Occupational Standards System which is suitable for current and future demands of human resources development has been developed. Bench marking analysis of the system and application of several leading countries has been carried out for this purpose.
Following the guidelines of Occupational Standards System, the Metal Industry Occupational Standards of Metal Engineering, Metal Working Process and Metal Making Process have been developed.
The skill level of the job was classified into 4 stages following the same guidelines and the developed detail Occupational Standards. And this classification can be used to guide the detail process of the carrier development for human resource.
