中小企業 産業災害 및 對策에 관한 基礎調査 硏究 : 경북, 구미, 김천, 상주지구

국문 초록 (Abstract)

현대의 생활은 과거에 비해 여러 가지의 물질적 혜택과 풍요로운 삶을 누리고 있는데, 이렇게 편리한 현재 생활을 만들어 가고, 유지하기 위해서는 고도의 기술과 복잡한 기계들을 바탕으로 하는 산업활동이 수반되어야 한다. 고도로 발달된 자동화 시스템과 기계의 설비가 폭발적으로 증가하므로서 물질 문명의 혜택이 증가됨과 동시에 산업사회의 생산현장에서 일하는 노동자의 귀중한 몸을 다치거나 생명을 잃어버리는 산업재해 또한 증가하고 있다.
일반적으로 산업사회의 혜택에 대한 관심들은 많은 반면에 생업과 기타의 산업활동에 참여할 수 없는 산업재해의 피해자들에 대한 관심은 매우 낮은 편이다. 또한 지금까지의 산업재해에 대한 제도적인 모순점은 산업재해 방지의 모든 것들을 근로자가 떠맡아야 하므로 서 산업재해의 결과 역시 사용자의 면책사유에만 제공되는 것이었다. 따라서 본인은 대량의 설비 기기 파손 및 잘못된 작동으로 인하여 생기는 인명과 재산의 손해를 방지하고, 개선하는데 조금이라도 도움을 주고자 본 연구조사에 심혈을 기울여 왔다.
학계와 산업계에서 산업재해에 대한 많은 연구조사들이 진행되었는데, 그것은 드러난 재해요인을 제거하는 방안의 한 부분 실행되었으며, 현재까지도 이와 같은 사건의 해결점을 찾으려고 많은 노력을 기울이고 있다. 특히 세계의 여러 나라들 중에서 경쟁 대상국과 다른 개발도상국에 비해 우리나라 산업에서 월등히 높은 재해 발생률이 나타나는데, 논문의 자료에 따라 산업현장의 안전 사고를 조금이라도 감소시킬 수 있는 개선방안을 제시하면 다음과 같다.
첫째, 안전관리의 기본방향을 설정, 모색하여 안전대책을 이루어야 하겠다.
둘째, 안전교육의 내용과 실무의 적합성으로 현장 노동자들에게 작업에 알맞은 수칙 과 모두가 이해하기 쉬운 방법이 모색되어야 할 것이다.
셋째, 안전관리 개선을 위한 의견을 반영함으로서 재해의 위험성에서 벗어나야 한다.
넷째, 안전수칙의 철저한 준수 및 안전장치를 잘 활용하여 자신의 안전을 보호하는 것임을 인식시켜야 한다.

다국어 초록 (Multilingual Abstract)

Looking back at the turn of the century, we can find that labor, who had led industrialization process, was not appreciated due to mechanization and the lack of investment for improvement of the labor environment. despite their effort for value, they helplessly fell prey to industrial disasters and were left behind from the development of the society. co-existence of a variety of occupation, owing to the change of industrial organization and enlargement of the range of labor due to the change of employment structure, brought about prolonged working hours, accumulation of fatigue, and low wages. in particular, industrial innovations for the maximization of labor efficiency through mechanization and rigid labor control caused occupational diseases and more severe industrial disasters. these disasters afflicted labour physically and mentally, and families economically. even the companies
In which they belonged to suffered. but in fact, the general recognition of the industrial disasters has still remained low and the increase in the number of the injured laborers has become an obstacle to national economic development. taking into account comparatively much higher rates of industrial disasters compared to those of our competition and a series of disasters, prevention of industrial disasters is one of the most important tasks we should deal with.
