지속적 경기 침체와 저조한 고용의 수준을 개선하기 위한 경제환경 변화에 능동적으로 대응하여 국가 경제 질적 성장을 유도 가능케 하는 경제 주체로 중소기업 역할이 주목받고 있다. 그리고 정부는 창업 활성화를 위한 정책으로 예비창업자를 육성하고 창업을 장려하고 있다.
본 연구에서는 기업에 관한 관심이 대기업에서 창업기업 중심으로 변하는 현상과 창업에 대한 인식의 변화에 대해 살펴보고 경남지역의 창업보육센터 입주기업을 대상으로 창업자의 정보와 애로사항, 자금조달 방법 등의 실태조사를 하였다.
경남지역의 창업기업 실태조사를 통해 경남지역의 창업 정책에 대한 수요자의 애로를 파악하여 경남지역의 기술창업 기업에 대한 지원정책의 개선 방향에 대한 시사점을 도출하고자 하였다.
분석에 활용한 자료는 창업진흥원의 “한눈에 보는 창업 동향” 자료와 도내 창업보육센터 입주기업 367개에 대한 설문조사(2019년 6월)를 기반으로 하였다. 자료 분석 결과를 바탕으로 다음과 같은 시사점을 도출하였다.
단기정책으로 첫째, 비대면 방식의 창업지원 체계구축이 필요하고, 둘째, 기업의 생애 전 단계 성장단계별 맞춤식 경남형 창업 트랙 구축과 고도화가 필요하며, 셋째, 온/오프라인 국내 판로개척 지원시스템과 글로벌 창업지원 체계구축이 필요하며, 인력난 문제 해소를 위한 청년-스타트업 인력지원 매칭 프로그램 확대가 필요하다.
중기정책으로 첫째, 경남형 컨트롤 타워와 창업 지원기관의 집적화가 필요하고, 둘째, 경남지역의 Post-BI 공간 마련이 필요하며, 셋째, 경남창조혁신센터 서부센터 기능의 확대가 필요하고, 넷째, 창조경제혁신센터의 인력 재구조화가 필요하다.
장기정책으로 첫째, 도내 대기업, 공공기관과 스타트업과의 연계 협력사업 강화를 위한 경남도의 주도적 역할이 필요하며, 둘째, 경남 액셀러레이터 확대와 독자적 창업 투자 지원기관 확충과 고도화가 필요하며, 셋째, 퇴직자 및 고숙련 기술자 등의 창업 연계 방안의 마련이 필요하고, 넷째, 도내 창업지원 기관들의 연계 프로그램 추진이 필요하다.
본 연구를 통해 경남지역 기술 창업기업의 성공을 위한 정책지원에 대한 여러 방안을 제시하였다. 이러한 연구 결과에서 본 연구의 한계점으로는 분석 범위를 경남 도내 창업보육센터 입주기업을 대상으로 선정하면서 특정 시점 기준으로 한정된 데이터를 이용한 부분이 연구의 한계라고 할 수 있다. 따라서 향후 추가적 분석 기간 연장을 통해 더 명확한 기술창업의 성공과 정책과의 관계에 관한 연구가 필요하다.

다국어 초록 (Multilingual Abstract)

A great deal of attention to the major business entity to cope with the continuous economic recession and the low level of employment rate has been increased the role of small and mediums enterprises(“SMEs”). Korean government facilitate pre-startups and develop post startups as the policy to vitalize the startups.
This paper studied the current situation on the basis information, general predicament and the method of raising funds of startups in the business incubation centers of Gyeongsangnam-do Province. We also investigated the changing trend on the recognition to startups as well as the changing attention to startups from big companies.
From the research on the actual condition of startups, we understand the bottleneck problems of the potential startups on the startup supporting policy by Gyeongsangnam-do and give any policy implication in order to develop the startup programs.
Our study is based on the startup develop institutes’s “startup trend at a glance” and the survey materials by the 367 companies which is moved into the business incubator centers of Gyeongsangnam-do Province as of June, 2019. The major research results are as follows;
As the short-term policy, First, we think a startup supporting system based on the on-line method is necessary. Second, Gyeongsangnam-do startup track based on the companies’ life cycle and growth stage should be developed and advanced. Third, to set up a new local on/off line supporting system and a global startup supporting system to cultivate a new market is needed. To solve the human resources shortage, it is necessary to expand the young-startup personel matching program.
As the mid-term policy, First, Gyeongsangnam-do’s control tower and startup supporting institutes’ cluster are necessary. Second, a Post-BI system in Gyeongsangnam-do Province should be built up. Third, the function of CCEI’s west center must be expanded. Fourth, a human resources’ restructuring of the CCEI is required.
As the long-term policy, First, Gyeongsangnam-do’s role and leadership to build up the cooperative projects among big private company, public company and startup should be strengthened. Second, the expansion of Gyeongsangnam-do’s accelerator and the scale-up of the independent startup investment supporting institution are necessary. Third, the operation of a startup cooperative program with retired and high level engineers is required. Fourth, the startup aiding program among the Gyeongsangnam-do’s startup supporting institutes should be implemented.
This study suggested several policy ideas for the success of technology startups. The limitation of this paper is in the usage of Gyeongsangnam-do BI companies data at a specific time. Therefore it is necessary to expand the sample period and companies in order to give a concrete policy implication for the success of technology startups in the further research.
