This study attempts to explore the immediate and long-term impact of regional wars on war participants. The main concern is to determine whether the economies of war participants are directly and severely affected by regional wars, whether those counties can recover war damages, and whether the recovery patterns are systematically associated with the levels of war damages. There are three propositions (positive, negative, and no-net effect) regarding the relationship between war and economic change. First, the positive proposition, by emphasizing war-induced gains, advocates that despite the immediate outcome of war, war stimulates the postwar economic performances of all war participants and even neutrals. Second, the negative proposition postulates that war hinders the postwar economic performances of all war participants because of its tremendous costs. Third, the no-net effect proposition contends that in the long run, war does not affect the economic performances of war participants because war induced
economic losses are compensated for by the different pace of the postwar economic performances of the war participants. The pace of recovery is determined by the outcome of war. The losers and the more damaged countries recovered faster than the winners and the less damaged. Among those, the no-net effect proposition is tested with the analysis of the impact of regional total wars. This study will use the simple trend-fitting methodology to evaluate the consequences(costs) of the regional total wars for individual war participants. Empirical analysis of regional total wars, the Korean War and the Vietnam War, supports the no-net effect proposition. Although the economic damages are different among war participants immediately after war, most war participants recovered from their economic losses within twenty years following war. In general, the growth rates of total output(GNP) are inversely related to the economic outcome of war. Thus, the immediate impact of war does not affect the relatively long-range economic performance of countries which fought in war. This result remains constant over the analysis of economic impact of regional total wars and major wars on the developing and developed countries. The conclusion is that in the long run, economic performances of the countries involved in war are not altered by war itself. Further, the postwar recovery patterns are systematically related to the level of destruction in&rred by war. The postwar recovery is tended to be determined by the policy priority of the war-tom countries and favorable conditions in international system.
