건설사업관리에서 안전전담기술인 배치제도에 따른 안전성과 요인과 중요도 분석에 관한 연구 최상찬 안전보건융합공학과 숭실대학교 대학원 본 연구는 건설사업관리에서 안전관리 전담 건설사업관리기술인(이하 ‘안 전전담기술인’) 배치제도에 따른 안전성과 요인과 중요도에 대해 체계적으로 분석하여 건설현장 안전성과 향상과 개선방안 도출을 목적으로 하였다. 2020년 10월 6일부터 공공공사를 대상으로 안전전담기술인 배치제도가 시 행되고 있으나, 공공공사 발주공사의 사고사망자 수가 여전히 감소되지 않고 있는 실정이다. 시공사 중심의 안전관리를 지도·감독하고 있는 건설사업관리 안전전담기술인 배치제도에 대한 안전성과 실효성 향상방안과 제도개선 방 안을 도출하고자 한다. 연구는 1단계 회귀분석과 2단계 AHP(Analytic Hierarchy Process, 이하 ‘AHP 분석’)분석기법을 적용하였다. 1단계 연구에서는 안전전담기술인 배치제도의 독립변수로 제도적 요인 과 역량적 요인, 방법적 요인이 안전성과에 미치는 영향에 대해 설문을 통 해 통계적으로 실증분석하였다. 실증분석을 위하여 발주청, 건설사업관리기 술인, 시공사 기술인을 대상으로 172명의 설문조사를 실시하였다. 불성실한 응답자와 결측치 16명을 제외하고 156명의 유효설문에 대해 통계분석 하 였다. 통계분석 프로그램은 IBM SPSS 28 ver.을 사용하여 신뢰도 분석과 상관관계 분석, 회귀분석을 통해 실증적으로 통계 분석하였다. 신뢰도 분석 결과 제도적 요인의 Cronbach’s α계수는 0.706이며, 역량적 요인은 0.915, 방법적 요인은 0.672로 분석되었다. 역량적 요인이 가장 높게 나타나 발주 청 공사관계자와 건설사업관리기술인의 역량 강화가 중요한 요인으로 실증되었다. 상관관계 분석 결과 제도적 요인과 역량적 요인은 r=0.692, p=0.000으로 통 계적으로 유의하였다. 방법적 요인과 역량적 요인은 r=-0.223, p=0.005로 통계 적으로 유의하였다. 그러나 제도적 요인과 방법적 요인은 r=0.370, p=0.651로 상관관계가 통계적으로 유의하지 않아 요인 간 연관성이 크지 않았다. 회귀분석 결과에 따르면 제도적 요인은 표준계수 0.420, 유의수준 0.000이다. 역 량적 요인은 표준계수 0.266, 유의수준 0.004이다. 방법적 요인은 표준계수 0.166, 유의수준 0.013으로 나타나안전성과에긍정적영향을미치는것으로나타났다. 제도적 요인은 안전전담기술인 배치제도의 지속적인 개선과 유지가 필 요함을 시사하고 있다. 이는 민간공사 안전전담감리제도 제도적 요인이 위험제어 및 절감에 긍정적인 영향을 미친다는 선행연구 결과와 일치한 다. 배치제도는 제도적 개선을 통해 지속적인 유지가 필요함을 보여준다. 이를 위해 안전전담기술인의 배치제도 기준과 절차를 명확히 하고, 정기 적인 평가와 피드백을 통해 제도의 실효성에 대한 지속적인 모니터링이 필요하다. 제도적 요인 개선을 위해 관련 법규와 규정을 지속적으로 개 선하고 현장 조건에 맞는 유연한 제도적 접근이 필요하다. 역량적 요인은 안전전담기술인의 지속적인 교육과 훈련이 필요함을 시 사하고 있다. 이는 현장 안전관리 인적체계 효율성 개선에 관한 역량 강화 요인이 안전성과를 향상시킬 수 있음을 보여준다. 최신 안전기술과 스마트 안전관리기법에 대한 교육 프로그램을 개발하고, 정기적인 교육, 워크숍과 세미나를 통해 안전전담기술인의 역량 강화를 지속적으로 지원해야 한다. 역량 강화를 위해 안전전담기술인의 역량을 정기적으로 평가하고 피드백 을 제공하는 체계적인 관리시스템을 구축하여야 한다. 방법적 요인은 안전전담기술인의 배치 방법과 절차를 체계적으로 정립 하고 현장 상황에 맞는 유연한 배치 전략을 수립하는 것이 필요함을 시 사하였다. 이는 안전전담감리제도 제도적 요인이 위험제어 및 절감에 긍 정적인 영향을 미친다는 선행연구 결과와 일치하며 방법적 요인의 지속 적인 개선과 적용이 필요함을 보여준다. 방법적 요인의 개선을 위해 최 신 기술과 스마트 안전도구를 활용하여 안전전담기술인의 업무 효율성과 효과성을 높이는 방안을 강구해야 한다. 2단계 연구에서는 AHP 분석기법을 사용하여 안전성과 요인과 중요도 요인 을 분석하여 요인에 대한 중요도와 우선순위를 평가하였다. 연구에서는 AHP 분석을 위한 안전전담기술인 배치제도의 1계층 요인은 제도적 요인과 역량적 요인, 방법적 요인을 선정하였다. 2계층 요인은 1계층 3개 요인에 대해 각 3개 항목을 선정하여 전체 9개 항목을 선정하였다. 각각의 요인에 대해 안전성과 결정 요인의 중요도와 우선순위를 쌍대분석을 통해 통계 분석하였다. AHP 분석 연구 결과 중요도 지수 1순위는 발주청의 공사관계자 안전교육 이수제도 도입에 대한 중요도 지수가 0.258로 가장 중요한 항목으로 분석되 었다. 2순위는 안전전담기술인의 안전자격(기사) 및 경력(감리 환산경력 3년 이상) 강화가 0.190로 분석되었다. 3순위는 안전전담기술인 안전역량 강화가 0.163으로 분석되었다. 4순위는 책임 및 분야별 안전전담기술인 안전역량 강 화가 0.159로 분석되었다. 연구 결과는 공공공사 현장에서 안전전담기술인 배 치제도의 중요성을 강조하며 이를 통해 안전성과를 향상시키기 위한 구체적 인 방안을 제시하고 있다. 제도적 개선과 안전역량 교육 강화를 통해 발주청 공사관계자와 건설사업관리기술인의 역할을 강화하고 이를 통해 재해를 예방 하는 데 더욱 효과적인 방안을 마련할 수 있다. 특히 발주청의 공사관계자 안전교육 이수제도 도입과 안전전담기술인의 안전자격 및 경력 강화가 중요 한 요인으로 분석되어 이들 요인들을 중심으로 한 정책적 개선도 필요하다. 연구 결과 안전전담기술인의 배치제도를 지속적으로 개선하고 유지함 으로써 건설공사 현장의 안전성과를 높일 수 있음을 확인하였다. 이를 통해 건설공사 현장에서의 안전사고를 줄이고 안전한 작업환경을 조성하 는 역할을 할 수 있을 것이다. 이는 건설공사 현장의 안전관리 정책 수 립과 실행에 있어 후속연구 자료로 사용될 수 있다. 연구는 건설사업관 리에서 안전전담기술인 배치제도는 건설공사 현장의 안전성과를 향상시 키는 실효성 있는 제도로 나타났다. 배치제도에 대한 지속적 유지와 개 선을 통해 사고 예방과 사고비용 절감에 효과적 제도임이 확인되었다. 「중대재해처벌법」시행에 따라 사회 전반적으로 안전에 대한 책임이 강화되면서 발주청에 대한 안전 책임도 더욱 강화되고 있다. 기존의 시공 사와 근로자 중심의 안전관리 강화에서 벗어나 발주청과 건설사업관리단 의 역할과 책임을 강화하는 제도적 개선의 필요성이 연구를 통해 실증되 었다. 이를 위해 발주청의 안전교육 이수제도 도입과 책임건설사업관리기 술인의 안전역량 강화, 안전전담기술인의 자격제도 도입 등의 개선방안 등 이 입증되었다. 향후 민간공사 안전전담감리 배치제도에 대한 후속 연구 를 통해 제도가 조기에 시행되어 민간공사 건설현장의 안전사고 방지와 사고비용 절감을 기대해 본다.

A Study on the Analysis of Safety Performance Factors and Importance According to the Safety Technician Assignment System in Construction Project Management Choi, Sang-chan Department of Safety and Health Convergence Engineering Graduate School of Soongsil Universit This study systematically analyzed the safety performance factors and importance according to the construction project management safety management technician (hereinafter ‘safety technician’) assignment system in construction project management, and aimed to improve construction site safety performance and derive improvement measures. The safety technician assignment system has been implemented for public works since October 6, 2020, but the number of accidental deaths in public works projects has not decreased. This study aims to derive measures to improve the safety performance effectiveness and improve the system for the construction project management safety technician assignment system that supervises and directs safety management centered on construction companies. The study applied the 1st stage regression analysis and the 2nd stage AHP (Analytic Hierarchy Process, hereinafter ‘AHP analysis’) analysis technique. In the 1st stage study, the effects of institutional factors, competency factors, and methodological factors on safety performance as independent variables of the safety technician assignment system were statistically empirically analyzed through a questionnaire. For the empirical analysis, a survey was conducted on 172 people targeting the ordering agency, construction management engineers, and construction company engineers. Statistical analysis was conducted on 156 valid questionnaires after excluding 16 insincere respondents and those with missing values. The statistical analysis program was IBM SPSS version 28, and empirical statistical analysis was conducted through reliability analysis, correlation analysis, and regression analysis. As a result of the reliability analysis, the Cronbach's α coefficient of the institutional factor was 0.706, the competency factor was 0.915, and the methodological factor was 0.672. The competency factor was the highest, proving that strengthening the capabilities of construction officials and construction project management technicians at the ordering office was an important factor. As a result of the correlation analysis, the institutional factor and the competency factor were statistically significant at r=0.692, p=0.000. The methodological factor and the competency factor were statistically significant at r=-0.223, p=0.005. However, the correlation between institutional and methodological factors was not statistically significant at r=0.370, p=0.651, so the correlation between factors was not significant. According to the regression analysis results, the institutional factor had a standard coefficient of 0.420 and a significance level of 0.000. The competency factor had a standard coefficient of 0.266 and a significance level of 0.004. The methodological factor had a standard coefficient of 0.166 and a significance level of 0.013, indicating a positive effect on safety performance. The institutional factor suggests that continuous improvement and maintenance of the safety-dedicated technician placement system is necessary. This is consistent with the results of a previous study that the institutional factor of the private construction safety-dedicated supervision system has a positive effect on risk control and reduction. The placement system shows that continuous maintenance is necessary through institutional improvement. To this end, the criteria and procedures for the safety-dedicated technician placement system should be clarified, and continuous monitoring of the effectiveness of the system should be conducted through regular evaluation and feedback. In order to improve institutional factors, it is necessary to continuously improve related laws and regulations and have a flexible institutional approach that suits the on-site conditions. The competency factor suggests that continuous education and training of safety engineers is necessary. This shows that the competency enhancement factor regarding the improvement of the efficiency of the on-site safety management human resource system can improve safety performance. It is necessary to develop an education program on the latest safety technology and smart safety management techniques, and to continuously support the enhancement of the competency of safety engineers through regular education, workshops, and seminars. In order to enhance competency, a systematic management system that regularly evaluates the competency of safety engineers and provides feedback should be established. The methodological factor suggests that it is necessary to systematically establish the method and procedure for the deployment of safety engineers and to establish a flexible deployment strategy that suits the on-site situation. This is consistent with the results of a previous study that the institutional factor of the safety-dedicated supervision system has a positive effect on risk control and reduction, and shows that continuous improvement and application of the methodological factor is necessary. In order to improve the methodological factor, it is necessary to devise a plan to increase the work efficiency and effectiveness of safety engineers by utilizing the latest technology and smart safety tools. In the second stage study, the AHP analysis technique was used to analyze safety and factors and importance factors, and to evaluate the importance and priority of the factors. In the study, the first-tier factors of the safety-dedicated technology deployment system for the AHP analysis were selected as institutional factors, competency factors, and methodological factors. For the second-tier factors, three items were selected for each of the three factors in the first tier, for a total of nine items. For each factor, the importance and priority of the safety performance determining factors were statistically analyzed through pairwise analysis. As a result of the AHP analysis study, the first-tier importance index was 0.258 for the introduction of a safety education completion system for construction workers by the ordering agency, which was analyzed as the most important item. The second-tier was analyzed as 0.190 for strengthening the safety qualifications (engineers) and careers (more than 3 years of converted supervision experience) of safety-dedicated technology personnel. The third-tier was analyzed as 0.163 for strengthening the safety capabilities of safety-dedicated technology personnel. The fourth ranking was 0.159 for strengthening safety capabilities, which is a safety-dedicated technology by responsibility and field. The research results emphasize the importance of the safety-dedicated technology deployment system at public construction sites and suggest specific measures to improve safety performance through this. Through institutional improvement and strengthening safety capacity education, the role of managers and supervisors can be strengthened, and more effective measures can be prepared to prevent accidents through this. In particular, the introduction of a safety education completion system for construction workers by the ordering agency and the strengthening of safety qualifications and careers of safety-dedicated technology personnel were analyzed as important factors, and policy improvements centered on these factors are also necessary. The research results confirmed that the safety performance of construction sites can be improved by continuously improving and maintaining the deployment system of safety-dedicated technology personnel. This will play a role in reducing safety accidents at construction sites and creating a safe work environment. This can be used as follow-up research data for establishing and implementing safety management policies at construction sites. The research showed that the safety-dedicated technology deployment system in construction project management is an effective system that improves safety performance at construction sites. Through continuous maintenance and improvement of the deployment system, it has been confirmed that it is an effective system for preventing accidents and reducing accident costs. As the responsibility for safety is strengthened throughout society due to the enforcement of the “Serious Disaster Punishment Act,” the safety responsibility of the ordering agency is also being strengthened. The need for institutional improvement that strengthens the roles and responsibilities of the ordering agency and the construction project management team, moving away from the existing safety management reinforcement centered on construction companies and workers, has been proven through research. To this end, improvement measures such as the introduction of a safety education completion system for the ordering agency, strengthening the safety capacity of responsible construction project management engineers, and introducing a qualification system for safety-dedicated engineers have been proven. In the future, through follow-up research on the private construction safety-dedicated supervision deployment system, it is expected that the system will be implemented early to prevent safety accidents and reduce accident costs at private construction sites.
