Standish CHAOS report로 본 한국 SI project의 성공과 실패 = SI project success and failure in Korea thru standish CHAOS report

국문 초록 (Abstract)

국내 기업 및 공공기관에서는 많은 SI 프로젝트를 수행하고 있으며, 프로젝트의 수행이 중단이 되거나 실패하지만 수행결과를 신문, 방송 등 외부기관에는 성공이라고 발표하고 있다.
미국의 Standish 그룹에서는 프로젝트의 성패의 결과를 발표하고 있다. 2009년 Standish 보고서는 약 24% 이상이 아무런 성과도 내지 못하고 중도에 포기하고, 약 44% 정도의 소프트웨어 개발 프로젝트는 종료하였으나, 일정과 비용 요구사항 등이 초기조건에 부합하지 않았으며, 약 32%만이 성공이라고 연구결과를 발표하였다. 그러나, Standish 그룹의 연구결과는 프로젝트 참여자/이해관계자(CEO)에 의한 설문결과로 프로젝트의 성공과 실패에 실제 수행 데이터를 정량적으로 취합/분석한 연구사례는 찾아보기 어렵다. 따라서 본 연구에서는 실제 정보시스템 서비스를 제공하는 업체인 A사의 프로젝트 사례 분석을 통해서 Standish 보고서의 성공과 실패 기준으로 사례 분석 결과와 비교하였다.
계획단계와 종료단계 시점에서의 일정, 비용, 범위, 수행 기간, 외부투입인력비율 등 프로젝트의 성패에 대한 영향을 연구하고자 한다.
이를 위해 프로젝트 수행 관련 데이터를 수집하고, 결과 비교 분석 및 통계적 방법에 의해 각 요인들의 관계를 분석하였다. 이러한 분석 결과는 프로젝트의 예산수립, 일정계획, 범위확정 등을 수행하는 계획단계의 활동에 정량적인 데이터를 기반으로 프로젝트의 성패의 현황을 파악하고 관리함으로써 프로젝트의 성공에 이바지되고자 한다.

다국어 초록 (Multilingual Abstract)

Many SI projects are carried out in Korean companies and public institutes, and the suspended or failed projects are reported as success to external media such as newspaper or broadcast.
Standish Group in the U.S announces the success and failure of the projects. According to the Standish’s 2009 study report, more than 24% gave up the project without any outcome, around 44% of software development projects are completed but their Time schedule & Cost requirement did not meet the initial condition, and only about 32% are successful. But, the Standish Group’s study result is the survey result by project participant/ Stakeholder (CEO), and it is hard to find study report which quantitatively collect/ analyze the actual performance data of project success and failure. Therefore, this study compares the case analysis result according to the success and failure standards of Standish report through project case analysis of A company which actually provides information system service.
We are going to study the success and failure of the project influence such as schedule, Cost, Scope, conducted period, rate of external manpower input, etc. at the Time of planning and completion.
To accomplish this, we collected project performance related data, and analyze the results comparison and made statistical analysis for each factor. We expect these analysis results contribute to the project success by understanding and managing the project success/failure status based on the quantitative data for planning stage activities of project budget planning, scheduling, and to fix the project Scope.
