According to the increasing number of the aged, the problems regarding old people's residence, medical service, insurance, culture, leisure etc. have been appeared as important issues through the society. In particular, the issue of developing silver towns in the point of residential area and welfare service for the aged, according to the conspicuous trend toward nuclear families, has been mainly discussed in urban problems.
Therefore, the study has been tried to find out how to effectively develop silver towns. The following is the results;
First, it is strongly needed that the government should try to male real of policies on the welfare of the aged against the aging society.
Second, and the silver works will he a prospecting one in the 21st century with potential according to the increasing number of the rich aged, and in regard to developing silver towns, various systems and laws and difficult procedures related to it have been confronted problems.
Third, it is assumed that the aged prefer suburban residential area, which allow them to easily access to medical services, cultural facilities as well as residential district.
In our country, the aged are in the increasing tendency to live independently with retirement pay, pension, insurance. So, it is desirable to encourage private organizations to investigate in silver works by loosing the conditions regarding silver works with revision of related laws, simplifying the developing procedures and tax privilege. It is required that creating social mood in which encourage public corporations with public interest and public trust and private profit-making groups to actively tale part in silver works. Publication activities for improving and promoting public awareness and interest on the silver town should be also continued.
