    The mid-ancient period from the reign of King Beopheung to that of Queen Jindeok holds very important significance in the development of Shilla history. The rule of Queen Seondeok, the 27th ruler of Shilla, was extremely important as the transformational time from the mid-ancient period to the middle period as well as the time when the foundation for the unification of Three Kingdoms was established. The rule of Queen Seondeok, however, saw no introduction of new institutions or arrangement of old ones related to the ruling system unlike the period before and after her rule, which is why previous studies mostly focused on the reality of political force. There has been poor research effort to investigate the entire reign of Queen Seondeok.
    Recognizing the problem, this study set out to examine if Queen Seondeok played her own political roles during her rule even though she had been considered merely as a transitional character. Previous studies have room to be desired in that aspect. The present study thus divided her reign into the former and latter period and investigated the political and diplomatic nature of her rule and her political roles.
    Right after ascending to the throne, Queen Seondeok ensured the sanctification of royal power by making active use of King Jeonryunseong, who represents an ideal Buddhist monarch, in the aspect of ideology and ran the government by rallying the influential figures of royal family in the aspect of politics. In the former period of her reign, she subdued the Chilsuk and Seokpum Uprising and recruited talents from the old noble force that advocated her accession to the throne. In the latter period of her reign, she tried to overcome the national crisis by rallying both the Buddhist force and the new noble force as Baekje engaged in more powerful attacks after its loss at the Daeyaseong Battle. In the aspect of diplomacy, she performed independent and practical diplomacy in relations with Tang Dynasty.
    Based on those findings, the investigator also looked into the political nature of her reign and her political roles. The findings indicate that she tried to reinforce her royal authority by claiming to support King Jeonryunseong and ran the affairs of state by rallying the force of royal family as the pivot. In addition, her independent and practical diplomacy was prominent in the relations between Shilla and Tang. Those findings demonstrate that Queen Seondeok, who used to be regarded as a transitional figure, actually performed her roles fully during her peaceful reign.
    The political roles of Queen Seondeok, however, changed after the Daeyaseong Battle. As the new noble force recruited to overcome the national crisis made excessive growth, her roles as the pivot became weak. Failing to maintain the balance between the old and new noble force, she eventually got caught up in the Bidam Uprising and killed.
