동남아시아 국가연합체(Association of South East Asian Nation, ASEAN)의 의약품 시장은 지속적인 경제성장과 더불어 연평균 7.4%로 급격히 성장하고 있지만 의학기술의 한계로 대부분을 수입에 의존하고 있다. 아세안은 의약품 규제조화를 통하여 의약품의 품질, 효능 및 안전성을 유지하고 규제·절차에 의한 기술적 장벽을 제거함으로써 의약품 시장의 성장과 발전을 촉진하고 있다. 하지만 각 국가별 전통적·사회적인 특성으로 인해 규제조화의 한계가 있다. 특히, 의약품의 표시기재사항은 각 국가별 사용언어, 종교 및 소비자의 인식과 같은 문화적인 특성뿐만 아니라 의약품 분류체계, 포장자재 및 포장단위 분류체계 등과 같은 행정적 특성의 고려가 필요하기 때문에 규제조화에 한계가 있다. 본 연구에서는 아세안 주요 6개국(인도네시아, 말레이시아, 필리핀, 싱가포르, 태국, 베트남)의 표시기재사항 규정의 비교연구를 통하여 규제조화의 필요성과 가능성을 분석하고자 한다. 또한, 포장자재 단위별 비교표와 실물 예시를 제시함으로써 비교효율과 이해도를 상승시켰다. 비교연구의 분석을 통하여, 포장자재의 단위 분류 체계를 재정립하였다. 의약품이 직접적으로 접촉하는 용기 또는 포장자재를 1차 포장자재로 정의하고 직접적인 접촉 없이 1차 포장자재들을 담을 수 있는 포장자재를 2차 포장자재로 정의하였다. 비교연구를 바탕으로 표시기재사항을 공통기재사항, 주요기재사항, 특이기재사항으로 1차 분류하고 공통기재사항에는 다시 의약품사용자 인지해야 할 사항과 의약품 관련업자가 인지해야 할 사항으로, 주요기재사항은 의약품 사용설명과 의약품 구성설명으로 2차 분류하였다. 본 연구에서 제안한 포장자재와 표시기재사항 분류는 아세안 의약품 규제조화에 높은 기여가 기대된다.

Although the pharmaceutical market of Association of South East Asian Nations(ASEAN) has been growing noticeably with an annual average growth rate of 7.4% with their continued economic growth, it is mostly dependent on imports owing to the technical limitation of ASEAN. ASEAN is promoting the growth and development of the pharmaceutical industry through the regulatory harmonization of regulations and procedures while maintaining the quality, efficacy, and safety of medicines, which is expected to eliminate the technological barriers. However, the regulatory harmonization is limited due to the traditional and social characteristics of each country. In particular, since pharmaceutical labeling items of medicines require consideration of administrative characteristics such as classification system of drug, packaging materials, and packing as well as cultural characteristics including language, religion, and consumer's perception of each country, the regulatory harmonization of labeling system is limited. Here, we report demand and the possibility of regulatory harmonization in the labeling system through a comparative study of labeling requirements of six major ASEAN countries (Indonesia, Malaysia, Philippines, Singapore, Thailand, and Vietnam). In addition, comparisons of packing materials and examples of real materials were presented to increase understanding. As a result, we re-defined a classification system of packing materials. The primary packaging material is defined as the packaging material directly contacted by the medicines, and the secondary packaging material is defined as the packaging material containing the primary packaging material without direct contact. In addition, we simplified and summarized the labeling requirement of ASEAN-6 with our new classification which consists of common items, major items, and special items. The common items are prerequisite to acquaint the drug information by the drug user and the drug-related company. The major items are strongly recommended content for the description of drug use and the organization of the drug product. Special items are what each country require separately. Our suggested new classification and summarizing labeling requirement is expected to contribute to the harmonization of ASEAN drug regulations.
