From many years the national recognition about funeral systems is replaced by the new understanding which should be changed from a burial culture to a cremation culture. These new changes result from a series of events like the washing away by a flood damage and the efforts of reform movement about the cremation culture. Therefore, a lot of reforms about funeral systems is required in that Korea has a large population in its limited area and the demand of cemeteries is steadily on the increase.
The purpose of this thesis is to examine several problems about the funeral systems and propose the reform measures of the funeral systems, this thesis was investigated through the preceding studies and literature centered in statistical data and other various collection of learned papers, especially referring to not only the policy alternative plans and development plans of executive agencies but views of various institutes like the Administrative Institute of Korea Land.
According to the findings of this research, the improvement direction and the practical proposal about the funeral systems were proposed in three aspects: (l)the social-culture, (2)the administrative-system, (3)the funeral service. 'They are as follows.
First, the social-cultural aspect emphasized that one should make efforts at the common knowledge of the real recognition about current funeral environments, the aggressive publicity on diverse cases of advanced countries and the like. Second, the administrative-systematic aspect showed that one needed to move forward with the operation center taking full charge of funeral systems, the modernization of facilities, the benefit principle and the continuous management through the expert training. Finally, the funeral service aspect proposed that the compulsory use of the credit card, the introduction of the funeral insurance and the initiatives of the upper classes were required in order to eradicate lhe illogical custom.
In conclusion, one should take all of the aspects, as stated above, into account for the reform and practice of the funeral system. That is why the efficient operation of the cemetery and the funeral system adapt to the trend of the times may not be established if the cremation facilities is not to be backed up by the rich surroundings and the national consensus of sufficient recognition about the cremation. Therefore, these efforts for the reform measures of the funeral system should go on continuously with the ceaseless education and publicity.
