지역경제 활성화를 위한 말산업 육성방안에 관한 연구 : 경상북도 말산업 중심으로 = A study on the Development of the Horse Industry for the Revitalization of Local Economy : Gyeongsangbuk-do as the center of horse industry

국문 초록 (Abstract)

‘말산업’이란 말의 생산·사육·조련·유통·이용 등에 관한 산업, 말을 이용하거나 매개로 한 서비스업, 말의 산물 또는 부산물을 이용한 식품·약품, 향장품의 제조업 및 판매업, 말의 사육과 이용 등에 필요한 물품의 제조업 및 판매업과 이러한 산업에 필요한 부대산업을 말한다. 또한 말육성법에서는 말산업 성장여건을 조성할 필요가 있는 곳을 특구로 지정하여 말산업을 체계적으로 육성하고자 하는 목적을 담고 있다. 이러한 목적으로 2015년 6월 경상북도는 제2호 말산업특구로 지정되었다.
현재 경북에서는 경마공원 유치사업, 공공 및 승마장 건설 지원, 학생승마체험 지원 등 말과 관련한 사업들을 꾸준하게 이어나가고자 하며 말산업에 대한 사람들의 관심도 증대되고 있다. 앞으로 더욱더 말산업 육성·발전시키기 위해서는 말산업과 관련한 기반산업 구축 및 정비가 필요하며 말산업에 대한 소비산업 증대 및 6차산업 시대의 흐름에 맞게 말연관산업의 발전 역시 필요하다고 생각한다.
따라서 본 연구에서는 지역경제 활성화의 일환으로 추진하고 있는 경상북도 말산업 현황 및 문제점을 분석하고, 일본, 영국, 제주특별자치도, 경기도의 말산업의 현황 및 우수사례연구를 통한 경북 말산업 문제점의 개선방안을 도출하고자 한다.
경상북도 말산업의 문제점은 첫째, 용도별 전문마 생산 시스템 구축 미흡, 둘째, 말 소비산업 업체 부족, 셋째, 말산업 전문인력 관리 미흡이다.
위에서 언급 한 국내 및 외국 말 산업에 대한 사례 연구 및 선행 연구를 통해 용됴도별 전문마 생산, 말 소비 산업의 준비 및 전문가 육성이 지역 경제의 활성화에 기여한 것으로 알 수 있었다.
종합적인 결론은 전체적으로 우리나라 말산업은 아직 경마부분이 많이 차지하고 있다. 하지만 국민 소득증대와 레저 수요의 확대, FTA에 대응하여 제주, 경기, 경북 모두 역시 승마산업 증대에 대한 준비를 하고 있다. 특히 경북의 말산업 경제적 효과 창출을 위해서는 용도별 전문마 생산 체계구축 및 실내 승마 외에도 다양한 외승로 개발하여 증가하는 승마 수요에 부응하길 바란다. 또한 말의 부산물을 이용하여 경제적 이윤 창출을 할 수 있는 방안을 마련하여 농가소득 증대에 기여 할 수 있는 방안을 모색해야 한다고 제시하였다. 이와 같은 목적으로 지역 내 승마 대회 등 말관련 대회 유치 또한 농가 소득 증대에 기여할 것이라 생각된다. 마지막으로 말산업에 대한 전문인력 양성 및 공급의 적절한 대책을 마련하여 체계적으로 진행하여야 한다고 제시하였으며, 유소년기 승마인구 육성을 통하여 학생들이 자연스레 말과 친해지고 이 과정이 자연스레 말산업 전문인력 육성에 기여하는 방향이라 제시하였다.

The term 'horse industry' refers to the industries related to production, breeding, trafficking, distribution and use of horses, the service industry using or using horses, the manufacture and sale of foods and medicines using horse products or byproducts, Manufacturing and sales of goods necessary for use and other related industries necessary for such industries. In addition, in the Horse Breeding Act, Horse Industry Growth Conditions It is aimed to systematically cultivate the horse industry by designating the area where it needs to be established as a special zone.
In Gyeongsangbuk-do, we want to continue the horse-related projects such as racing park construction, public and horse riding construction support, People's interest in the horse industry is also growing.
In order to further develop and develop the horse industry in the future, it is necessary to build and maintain the infrastructure related to the horse industry, I think that the development of the horse-related industry is also necessary for the increase of the consumption industry for the horse industry and the trend of the 6th industrial age.
Therefore, this study analyzes the situation and problems of horse industry in Gyeongbuk-do which is being promoted as part of revitalization of the local economy, and suggests ways to improve the horse industry problems in Gyeongbuk-do through the case studies of the horse industry in Japan, England, Jeju Special Self-do, Gyeonggi-do.
The problems of the horse industry in Gyeongsangbuk-do include the following: First, By Use specialty horse build production base Inadequate
Second, lack of horse-consuming industry. third, lack of expert management of horse industry. Through the case studies and previous researches on the domestic and foreign horse industry mentioned above, it was found that the production system of specialty horse for each use, an increase of horse-consuming industry, and the cultivation of specialists contributed to the revitalization of the local economy.
Overall, the horse industry in Korea is still dominated by horse races. However, in order to increase national income, expand leisure demand, corresponds to FTA. Jeju, Gyeonggi and Gyeongbuk are also preparing for the equestrian industry. Especially, in order to create the economic effect of the horse industry in Gyeongbuk, I hope to build up a production system of specialty horse for each use and develop a variety of roads in addition to indoor riding to meet increasing demand for horse riding. It also suggests ways to contribute to the increase of farm household incomes by providing a way to make economic profit by using the by - products of horse. For this purpose, it is thought that attracting horse - related competitions such as horse riding competitions in the region will contribute to increase the income of farm households. Finally, it is suggested that appropriate measures for nurturing and supplying professional manpower to the horse industry should be systematically carried out. Through the nurturing of the younger generation of horse riding, students become familiar with the horse naturally and I agree this process is the direction that contributes to the nurturing of experts in the natural horse industry.
