국제사회의 대북 인권정책이 북한체제안보에 미치는 영향 : 한·미·일 북한인권법을 중심으로 = The Effects of North Korean Human Rights Policy in International Society on North Korea's System Security : Focus on North Korean Human Rights Acts in Korea, the U.S. and Japan

This study speculated on the North Korean human rights that have been considered as one of recent important topics in international society. Human rights are basic rights to be guaranteed as humans and mean that no one is different according to nationalities, sex and ages. International society has to regulate such rights in international human rights regulations and member countries have to obey to the regulations.
North Korea has maintained its totalitarian ruling system and since Kim Jeong-Eun regime started in 2011, it has been engaged in development of nuclear weapons and reinforced control of the people to establish a new political system, which caused human rights to deteriorate.
Thus, members of international society adopted the U.N. resolution on North Korean human rights and enacted North Korean Human Rights Acts, and South Korea government also enacted the North Korean Human Rights Acts in 2016.
In the situation that North Korea government strongly reacted to international society's efforts to facilitate human rights of North Koreans, considering the efforts as a strategy to collapse North Korea system, we have a question that “what has made the North Korean government react in North Korean Human Rights policy?” Although 10 years have passed since the UN adopted the North Korean Human Rights Resolution first in 2003 to facilitate human rights in North Korean people, its human rights have deteriorated further. Therefore, it was believed that we need studies on change factors in the North Korean government in respect to North Korean Human Rights Policy.
Existing studies on North Korean human rights gave a focus on the North Korean human rights policy in the U.S. and Japan that have North Korean Human Rights Acts before South Korea, but they were confined to related organizations or human rights policies. Therefore, this study is to investigate what effects North Korean human rights policies in international society have on the North Korean system.
It is expected that more effective North Korean human rights policy will be established based on influential factors on the North Korean system suggested by this study and bases for further studies on North Korean human right policies in international society will be prepared.
This study used a literature review. As data access was limited because North Korea was conservative, this study referred to diverse data on North Korean human rights published by the Ministry of Unification, reports by international human rights organizations, and Internet data.
This study has meaning in that it identified effects that North Korean Human Rights Acts in Korea, the U.S. and Japan had on the North Korean government politically, economically and socially in consideration of the North Korean system. If we develop the North Korean human right policy in consideration of the effects, it is expected that the North Korean government will be positively changed and North Koreans' human rights will be promoted.
