청주·청원 행정구역 통합의 요인 및 성과 분석 = Administrative district consolidation of Cheongju and Cheongwon analyze factors and performance

국문 초록 (Abstract)

2014년 7월 1일 청주시와 청원군이 통합되어 통합 청주시로 새롭게 출범하였다. 1994년에 시작하여 2005년 주민투표 실시, 2009년 자율통합지원계획, 2012년 주민투표에 의한 통합결정까지 총 20여 년 간 3전 4기 끝에 이루어낸 쾌거였다.
청주시와 청원군의 통합의 성공요인으로는 첫째, 주민과 이해관계자의 공감대 형성, 둘째, 지역개발 효과에 대한 확신, 셋째, 민주적인 통합 절차와 방법, 넷째, 중앙정부 및 지방자치단체(도와 시·군)의 통합의지, 여섯째, 언론 및 시민단체 등이 긍정적으로 참여하고 여론 형성을 주도한 점 등이다.
그리고 통합청주시에 대한 지역주민들의 반응과 체감지수는 대체로 긍정적이고 양호했다. 시내버스와 도시가스 요금의 단일화를 시작으로 2018년 3월에 상당구청이 개청되고 3~4차 외곽 순환도로가 개통됨으로써 지역주민들의 삶의 질이 향상된 것으로 파악되었다. 또한 통합추진 과정에서 합의한 75개 상생발전 협약사항도 5-6개 사업을 제외하고는 70여 개 협약사업을 잘 추진되고 지켜졌음을 확인할 수 있었다.
이제 통합청주시는 한국은행 충북본부가 발표한 보고서와 같이 전국 8개 도의 13개 시 중 경제력(10위 → 4위), 경제성장기반(7위 → 3위), 실물경제(10위 → 3위), 재정(10위 → 6위) 등 모든 부분에서 중부권의 핵심도시로 성장하기를 기대해 본다.

다국어 초록 (Multilingual Abstract)

On the first day of July in 2014, the new consolidated Cheongju City which consists of the old Cheongju City and Cheongwon County has launched, It was a remarkable result with dogged perseverance for 20 years with the long term process as follow; the consolidation movement initiation in 1994, the local referendum has been held in 2005; the launch of the Korea government’s self-consolidation support policy has been designed in 2009; the final decision to unify after the local referendum in 2012.

The two regions, old Cheongju City and Cheongwon County, has been successfully consolidated and there are 5 key factors of this achievement. First, residents formed a consensus with interest groups. Second, people were convinced of the effect of regional development. Third, the integration procedures were democratic. Fourth, the central and the local governments had will to unify. Fifth, both the media and civic groups took the lead in positive public opinion.

The reaction and the sentiment indicators of local residents about the consolidated Cheongju City has been affirmative and satisfactory. Beginning with unification of intra-bus and city gas fares, to improve the quality life to local residents, Sangdang-gu office has inaugurated in March 2018, and the 3rd-4th beltway around the city has been opened. Moreover, approximately 70 out of 75 items of coexistent development agreement has been well driven and practiced except 5-6 details.

Chungbuk branch of the Bank of Korea announced that consolidated Cheongju City has grown in many quarters: in competitivity, in foundation of economic growth, in real economy, in finance. And by extension, it is expected to become core area in middle belt of the country.
