한국어 교육 정책의 정책환경 분석 연구 = An Analysis of Policy Environment of Korean Language Education Policy

국문 초록 (Abstract)

한국어 교육 정책의 정책환경 분석 연구 본 연구는 그동안 한국어 교육 정책에 영향을 준 환경 요인을 살펴보 고 현시점 환경 요인을 분석하여 미래 한국어 교육 정책의 방향성을 제시 하는 데에 목적이 있다. 일반적으로 환경은 정책 결정의 투입 요소로 작 용하는데 그동안 한국어 교육 정책의 결정에 영향을 준 요인은 사회 전반 의 광범위한 요인들과 관련이 있음은 여러 연구를 통해서 확인할 수 있 다. 그러나 어떤 요인이 어떻게 영향을 끼쳤는지에 대한 본격적인 논의는 찾기가 어렵다. 이러한 상황에서 본 연구는 정책환경 연구의 분석틀을 활 용하여 그동안 한국어 교육의 정책환경으로 작용한 요인들을 정리하고 현 시점 환경 요인을 분석하여, 미래의 한국어 교육 정책의 방향성 모색에 시사하는 바를 도출하고자 하였다. 이러한 연구의 목적과 방법을 가지고 진행된 본 연구는 아래와 같이 구성된다. 1장에서는 연구의 필요성과 목적, 연구의 범위와 방법을 제시하고 선 행 연구로서 정책 관련 연구와 정책환경 관련 연구를 살펴보았다. 2장은 이론적 논의로서 정책과 정책환경의 개념, 정책 산물과 정책환 경 요인 등의 개념을 정리한 뒤 정책환경 분석틀 정립을 위한 논의를 진 행하였다. 3장에서는 먼저 한국어 교육 정책이 어떠한 전개 과정을 거쳐 형성되 었는가를 주요 정책 산물을 통해 살펴보고, 그 과정에서 영향을 준 주요 한 정책환경 요인을 분석하였다. 이러한 정책환경의 분석에 2장에서 논의 한 PEST 분석틀을 활용하였으며, 이를 통하여 한국어 교육 정책환경이 사회 전반에 폭넓게 걸쳐 있음을 확인할 수 있었다. 4장에서는 현시점의 한국어 교육 정책의 주요 사례와 정책환경을 분 석하였다. 3장과 마찬가지로 PEST 분석틀을 활용하였는데 한국어 교육 정책환경은 과거에 비하여 더욱 광범위하게 사회 전반에 걸쳐 있으며 정 책에 영향을 주는 수준 역시 전에 비하여 훨씬 커지고 있음을 확인할 수 있었다. 한국어 교육 정책환경과 관련하여 현시점의 이러한 특성은 미래 의 한국어 교육 정책과 관련을 갖는 것으로, 본 연구에서는 이와 관련한 몇몇 시사점을 도출하여 제시하였다. 5장에서는 앞서 진행한 연구의 내용을 바탕으로 하여 한국어 교육 정 책의 방향성을 제시하였는데, 이는 다음과 같다. 첫째, 한국어 교육 정책 의 비전과 목표를 분명히 제시하여 정책의 지향점과 실행 과제의 도출이 가능하도록 해야 한다. 둘째, 한국어 교육 정책 환경의 특성상 사회 전반 과 관련이 있고 국내외를 아우르고 있는 만큼 관련 부처가 다양해질 수밖 에 없는 상황에서, 거버넌스 구축을 통한 정책 결정 및 추진의 효율성을 제고해야 한다. 셋째, 정책 추진 성과를 분석할 수 있는 모듈을 개발하여 성과 분석과 함께 정책 개선이 효율적으로 진행되어야 한다 넷째, 한국어 교육의 질적 도약을 위해 교육 전문성을 제고해야 한다. 6장은 결론으로서 이상의 연구 내용을 종합 정리하고 본 연구의 의의 와 한계를 제시하였다. 한국어 교육 정책환경과 관련한 본격적인 연구가 거의 없는 상태에서 진행한 본 연구는 여러 면에서 논의 진행에 한계를 가지고 있다. 특히 정 책환경 분석 및 정책 개발의 방향성 논의를 위한 전문가 의견 등이 요구 되었으나 현실적으로 이러한 의견 수렴의 절차를 진행하지 못했다. 후속 연구에서 이러한 논의가 활발하게 진행되기를 기대한다.

An Analysis of Policy Environment of
Korean Language Education Policy

This study aims to explore the environmental factors influencing Korean language education policy and analyze current factors to propose directions for future policy.
In general, the environment acts as an input factor in policy decisions, and it can be confirmed through several studies that the factors that have influenced decisions on Korean language education policy are related to a wide range of factors in society as a whole. However, it is difficult to find a full-scale discussion about what factors influenced how. In this situation, this study used the analytical framework of policy environment research to summarize the factors that have acted as the policy environment for Korean language education and analyze current environmental factors to derive implications for seeking the direction of future Korean language education policy. . This study, conducted with these research purposes and methods, is structured as follows.
Chapter 1 presents the necessity and purpose of the research, the scope and method of the pilot study, and selects As a pilot study, we looked at policy-related research and policy environment-related research.
Chapter 2 delves into theoretical discussions, organizing concepts related to policy, policy environment, policy products, and environmental factors. The chapter establishes an analytical framework for policy environment analysis.
Chapter 3 examines the development process of Korean language education policy, analyzing major policy products and environmental factors shaping the policy formation. The PEST analysis framework discussed in Chapter 2 was used to analyze this policy environment, and through this, it was confirmed that the Korean language education policy environment is widespread throughout society.
Chapter 4 analyzes major cases and policy environments of the current Korean language education policy. As in Chapter 3, the PEST analysis framework was used, and it was confirmed that the Korean language education policy environment is more widespread throughout society than in the past, and the level of influence on policy is also much greater than before. Regarding the Korean language education policy environment, these current characteristics are related to future Korean language education policy, and this study derived and presented several implications related to this.
Chapter 5 presents the direction of Korean language education policy based on the content of the previous research, which is as follows. First, the vision and goals of the Korean language education policy must be clearly presented to enable the derivation of the policy direction and implementation tasks. Second, due to the nature of the Korean language education policy environment, it is related to the overall society and encompasses both domestic and foreign countries, so in a situation where related ministries are bound to become more diverse, the efficiency of policy decision-making and implementation must be improved through governance establishment. Third, policy improvement should be carried out efficiently along with performance analysis by developing a module that can analyze policy implementation results. Fourth, educational expertise should be improved to make a qualitative leap in Korean language education.
Chapter 6 concludes the study by summarizing research contents and highlighting the significance and limitations. Despite the study's limitations, including the absence of extensive research on the Korean language education policy environment and challenges in collecting expert opinions, the findings contribute to advancing discussions in the field. The study encourages further research to build upon its insights.
