With global environmental problems such as global warming and the depletion of natural resources emerging, the entire world makes every policy effort to address such problems. In such a trend, Korea established multiple policies in relation to eco-friendly buildings to implement the system to certify eco-friendly buildings after 2008, starting to constitute the new clause of energy of buildings in 2002. From 2012, the Korean government authorities executed 'G-SEED (Green Standard for Energy & Environmental Design)' by constituting 'Act of Green Buildings Promotion and Support' to induce the realizing of sustainable development and the constructing of resource saving and natural friendly buildings. Territorial Balance Development Policy caused the relocation of most public institutions to rural areas. In the process of doing so, all the extended buildings got to obtain more than the excellent grade of G-SEED. Since G-SEED was implemented, the problems with certification standards, evaluation categories, evaluation systems and design technique applications have come to the fore, however. In order to expand excellent green buildings, a review on green building design techniques applied to established public buildings ought to be considered above all, and problems incurred by that must be understood. The two factors have emerged as the important factors.
Accordingly, the research study meant to understand green building design techniques applied to public buildings. To do it, the study selected, as the research subjects, office buildings out of extended public buildings after 2000 due to the project of the relocation of public institutions to rural areas - the office buildings which obtained more than excellent grades of G-SEED. Understanding problems of the current status in the nation and proposing improvements were intended through analytic results of the current status of design techniques applied to those selected national buildings, and the excellent cases of international green public buildings.
The study presented the analytic standard, targeting energy, environmental pollution and interior environments, the most important and key fields out of seven professional fields of G-SEED (land use, traffic, energy, environmental pollution, material, resource and water recycling maintenance), to provide the improved methods.
In the first place, it needs to extend the scope of G-SEED of energy and environmental pollution fields. It was found that out of total four categories, saving lighting energy and establishing solar adjustment planning in order to save cooling energy were focused. In the category of new regeneration energy use, some of national building design techniques were concentrated compared with international cases. In the case of the category of energy monitoring and maintenance support system, it was considered that strengthening the institution needs in order to oblige the application of BEMS (Building Energy Management System).
In the second place, it needs to extend the scope to apply the design techniques of green buildings in interior environment fields, and to subdivide the techniques applied now or develop new techniques because in the category of natural ventilation system out of total three categories, some of design techniques of national buildings are concentrated compared with international buildings. In the case of the design category of exterior ventilating apparatus and installation standard category of automatic temperature control apparatus, the techniques applied now are limited.
The research study found that all the grade of G-SEED of national buildings out of the subjects to be analyzed are limited to the most excellent one, and had a difficulty in collecting data. Thus, such research results are expected to be used as the preliminary data for a great deal of research about buildings obtaining the grade of less than the most excellent grade.
