주민자치위원회에 관한 연구 : 구성의 민주성과 운영의 자율성을 중심으로 = A Study on the autonomy committee for Residents:Democratic constitution and Autonomous management

국문 초록 (Abstract)

본 논문은 주민자치위원회 구성의 민주성과 운영의 자율성에 관한 연구이다. 아울러 주민자치위원회를 활성화시키고 주민자치센터의 자치기능을 높이는데 그 목적이 있다.
주민자치센터와 주민자치위원회의 도입·운영은 지금까지 동으로 대표되던 집권적이고 관리지향적인 지방행정조직의 변화를 뜻하며, 주민자치운동의 발전과 지역공동체형성의 중요한 계기라고 할 수 있다. 특히 주민자치위원회의 도입은 지역공동체를 형성하는데 핵심적인 지역리더쉽 형성, 지역운동주체 발굴이라는 점에서 그 동안의 지방자치운동의 한계를 보완하고, 토대를 마련할 수 있다는 점에 의의가 있다.
그러나 주민자치센터의 시범 실시가 완료되고 전면적 실시를 앞두고 있는 시점에서, 그 실행과정상 나타난 효용성에 대한 많은 문제가 제기되고 있다.
운영주체인 주민자치위원의 구성 문제, 지역자원을 충분히 활용하지 못하고 있는 문제, 주민자치센터와 주민자치위원회에 대한 법·제도적 한계와 행정적 지원 문제, 주민 자치의식의 제고와 주민참여 문제 등이 제기되었다.
이러한 문제의식 중, 주민자치센터의 운영 주체이자 주민자치운동의 주체인 주민자치위원회의 위원 구성의 민주성 확보 방안과 운영의 자율성 확보 방안은 매우 중요하다.
위원 구성의 민주성이란 주민으로부터 동의와 협력을 통한, 지역자원의 동원·활용의 과정이 보장되는 것이라 할 수 있다. 이는 현재 동장에 의하여 일방적으로 위촉되어 구성되는 위원회가 주민 자발성을 후퇴시켜 본래적인 자치기능 제고에 역행한다는 점을 지적할 수 있으며, 대안이 될만한 구성방식으로는 직접선출, 단체파견, 동장위촉 방식 등이 결합된 형태가 검토될 수 있을 것이다.
또, 자율적 운영이란 행정으로부터의 지원 협조와 주민의 자발적 참여를 통한 운영으로서, 이는 행정의 지시에 익숙해 있는 주민들의 자치의식을 확대시켜 지역 주민들이 주민자치의 주체로서 나설 수 있도록 한다는 것이다. 이러한 민주성과 자율성의 확보는 법률적 개정을 통한 제도적 보장과 주민자치운동의 실천을 통해서 이루어져야 한다.
주민자치센터와 주민자치위원회는 주민자치운동을 확장시키는 제도적 장치로서 지역공동체 형성에 이바지함으로서, 우여곡절을 겪고 있는 현 지방자치의 든든한 기초가 될 것으로 확신한다.

다국어 초록 (Multilingual Abstract)

The organization of autonomy committee for residents is based on the backdrops of democratic constitution and autonomous management. This study, against the background, is intended to investigate its democratic constitution and autonomous management.
This article, after all, aims at suggesting the desirable directions for promoting the community center and activating residents' autonomy committee. Through the administrative policy to transform Up, Myun and Dong office to community centers a couple of years ago, local administration systems have gone through a sea change. Those efforts provided a momentum for community movement developments.
Especially, autonomy committee for residents played an important part in creating resident leaderships and scouting main groups of community movement.
But the committees have many problems awaiting solution such as proper choice of committee members, efficient involvement of residents, legal limitations of community center, lack of administrative support and so on.
Among them, constitution of autonomy committee is by far the most significant problem. It is no doubt that principle of local community lies in autonomous participation and autonomous management. Thus, the autonomous committee should change its way of constitution by a means of combination of direct election, commission, and representation.
In addition, autonomy committee management should be driven by the residents and run democratically.
