울산의 도시특성에 따른 도시개발 방향에 관한 연구 = (A) study on the urban development direction in harmony with urban characteristics of Ulsan

국문 초록 (Abstract)

이 연구는 울산의 도시 특성을 파악하여 그 특성에 맞는 도시개발의 방향을 설정하기 위한 연구로서, 울산의 도시 특성을 파악하기 위하여 네 가지 접근을 시도하였다.
㉠울산은 신구의 두 도심부를 갖는 이원적 구조를 갖고 성장한 도시라는 면에서 ‘도심부의 공간특성’으로, ㉡울산은 60년대 이후 인구·토지이용·건축활동에서 급격한 도시화가 이루어진 도시라는 면에서 ‘도시화의 특성’으로, ㉢울산은 조선시대 이래 울산읍성이라는 성곽도시로 출발한 도시라는 면에서 ‘역사적 특성’으로, ㉣울산은 1962년 시 승격 이래 두 개의 대규모 국가산업단지(공단)를 배경으로 성장한 도시라는 면에서 ‘공단개발의 특성’으로 파악하였다.
이러한 울산의 네 가지 도시 특성으로부터 도시개발의 개념을 도출하였는데, ㉠울산의 ‘도심부의 공간특성’으로부터는 도시의 구조적 ‘이원성’(duality) 개념을, ㉡울산의 '도시화 특성'으로부터는 도시의 상대적 요소간의 ‘통합성’(unity) 개념을, ㉢울산의 ‘역사적 특성’으로부터는 도시의 역사적 ‘보전성’(preservation) 개념을, ㉣울산의 '공단개발의 특성'으로부터는 도시의 지속가능한 ‘환경성’(environmentalism) 개념을 도출하였다.
이상의 4개 도시특성으로부터 도출된 4개 개념으로 도시개발의 기본방향을 6개 분야에 대하여 현황과 문제점을 파악하고 개발의 기본방향을 제시하였다.
①토지이용 면에서는, 이원적·보전적 토지이용을 전제로 발전축·성장축을 고려한 지속가능한 토지이용이 필요하며, ②생활권 설정 면에서는, 통합개념의 인간중심적 개발에 따른 생태적 기준의 필요성을 강조하고, 광역화·세분화에 대비한 광역생활권을 제시하였고, ③주거환경 면에서는, 생태적 건축과 도시 쾌적성을 기준으로 지구단위계획제도의 합리적 활용을 위한 도시의 통합밀도 관리체계가 필요하다.
한편 ④공원·녹지 면에서는, 역사적 장소의 보전·정비와, 개발제한구역의 이원적 이용과 보전 및 공원녹지와의 연계체계가 필요하며, ⑤도시경관 면에서는, 신구 도심부의 문화·역사경관의 조성·관리와 경관축(하천·도로·녹지)을 고려한 역사적 장소의 보전이 필요하다. 마지막으로 ⑥도시관리·정비 면에서는, 신구 도심부의 역사·문화적 정비를 통해 중심성을 회복하고, 전통공간의 보전·복원 프로그램과 도심가로의 문화적 재단장을 통한 환경친화적·인간주의적 도시의 관리·정비가 필요하다.
그러나 이 연구는 교통·공공시설·행재정계획 등은 다루지는 못하였으나 울산의 도시개발을 위한 방향설정이라는 포괄적 접근의 연구이므로 이러한 세부적인 연구는 후속 연구의 성과를 기대한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to set up the direction of urban development in harmony with the urban characteristics of Ulsan.
The four approaches were tried to find out the urban characteristics of Ulsan.
(1) The dual structural characteristics were derived from the fact that the city has grown with two urban centers: old and new.
(2) The rapid urbanizational characteristics has been continued in terms of population, land-use, and architectural activities since 60s.
(3) The unique historic characteristics was derived from the fact that the origin of city was the walled-town by the name of Ulsan-Eupsung.
(4) The industrial city Ulsan had grown with two big industrial complexes since 1962: the year of upgrading to city.
From the four urban characteristics of Ulsan, the four conceptual frameworks for urban development were extracted.
(1) The spatial structural DUALITY consept was extracted from the urban CBD characteristics of Ulsan.
(2) the relative spatial UNITY concept was extracted from the urbanization characteristics of Ulsan.
(3) The historic PRESERVATION concept was extracted from the the urban historic characteristics of Ulsan.
(4) The sustainable ENVIRONMENTALISM concept was extracted from the development of industrial complexes of Ulsan.
With 4 key-concepts extracted from 4 urban characteristics of Ulsan, the basic directions were proposed for urban development through the comprehension of existings urban problems.
(1) In the land-use aspect, the sustainable land-use considering the urban growth axis was proposed with the dual and conservative land-use.
(2) In the sphere of life, the sustainable standards of human-oriented unit development(united concept) are required. And the new sphere of life are proposed.
(3) In the residential development, the united density management systems are required for the reasonable urban design by the sustainable architecture and urban amenity.
(4) In the open space, the preservation and maintenance of historic sites, the dual use and conservation of green-belt, and the linkage system with the open space are required.
(5) In the urban landscape, the preservation of historic sites are needed, considering with the landscape-axes, designing and managing the cultural and historic landscape in CBD.
(6) In the urban management and maintenance, the recovery of urban centrality is needed through the historic and cultural maintenance of CBD.
And through the preservation program of the traditional spaces and the cultural renovation of urban streets, the sustainable and humanistic urban management and maintenance are strongly required.
This is the comprehensive and conceptual research for the basic direction of urban development of Ulsan. This is not the full research for urban problem-solving, but the research for the use of urban opportunity, possibility and potentiality from urban threaten factors.
This study has some limits, that is, urban transportation, public facilities and administration/economic planing were not managed. These detail studies will be accomplished by the continuing studies.
