인천경제자유구역 바이오산업 활성화 방안연구 = (A) Study on Biotechnology Industry Activation Plan of Incheon Free Economic Zone

국문 초록 (Abstract)

바이오산업은 고부가가치를 창출하는 기술집약적 지식기반산업이며, 년 평균 20% 이상의 고성장을 이루는 신성장 산업이다.
정부의 바이오산업 육성정책을 보면, 첫째, 전략기술개발 및 바이오스타 프로젝트를 통한 상업화 단계의 기술개발을 촉진을 추진하고 있다
둘째, 지역바이오 육성책으로 지역별 바이오센터를 특성화하며, 지역바이오클러스터 및 지역 바이오센터간 네트워크 및 글로벌네트워킹을 강화하는 등 통합웹포탈(Korea Bio-Hub)을 구축하고 있다.
셋째, 산학연 공동으로 바이오화학 기술실증화 지원센터(Biorefinery Pilot Plant), 시범단지 등의 실증기반 구축방안을 검토하고 있다.
넷째, 바이오기술의 사업화 및 해외진출을 지원하고 있다.
다섯째, 바이오산업 관련기업체, 대학을 연계하여 IT-NT-BT융합형 및 현장 맞춤형 인재양성을 위한 산학연 합동 특성화대학원을 개설하여 연구 인력을 양성하고 있다
인천 바이오산업은 국가 바이오산업비전을 토대로 여러 지역간 네트워크 구성을 통해서 이루어져야 한다.
국내 바이오업체에 연구개발 지원, cGMP 제조지원, 인력양성, 임상시험 컨설팅, 해외 허가등록 컨설팅, 마케팅지원, 특허컨설팅 지원을 하고, 해외기업 및 R&D Center를 지역 내에 유치하여 세계화(Globalization)시킴으로서 바이오의약품의 해외시장진출을 통한 지역경제 활성화하기위해서는 바이오산업 클러스터화를 시행하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

Biotechnology industry is a high value added, technology intensive, and knowledge-based industry, and a new growth one with more than 20% of high-growth annually.
The governmental plan to grow biotechnology industry is, first, to promote technical development in the phase of commercialization through strategic technology development and biostar project.
Second plan is to characterize local bio centers as a local bio growth plan, and intensify network and global networking between local bio clusters and bio centers, which will resulted in setup of Korea Bio-Hub.
Third, the government is reviewing an actual evidence-based setup plan such as Bio-refinery Pilot Plant and a model complex, with educational-industrial cooperation.
Fourth plan is to support commercialization of biotechnology and advance into overseas market.
Fifth, it is training research manpower by opening a specialized graduate college, for the purpose of training IT-NT-BT conversion type and field specific human resources, by connecting biotechnology industry-related companies with the universities.
Biotechnology industry of Incheon needs to be constructed through inter districts network based on the national biotechnology industry vision.
In order to activate local economy through the bio-medical supplies’ advance into overseas market, it is necessary to make biotechnology cluster by supporting R&D for domestic biotechnology companies, cGMP manufacturing, HR training, clinical test consulting, overseas licensing consulting, marketing, and patent consulting, and by means of Globalization by attracting overseas companies and R&D Center to each district.
