본 연구는 ‘국사’ 교과서가 근대 학제를 매개로 편찬된 교육 매체라는 점에 유의하며 ‘국사’ 교과서의 편찬 양상을 1895년부터 1910년까지 시행된 한국 근대 학제와의 연관성 속에서 살펴보았다. 근대 전환기 ‘국사’ 교과서에 관한 기존 연구에서는 역사 텍스트로서의 ‘국사’ 교과서에 대한 풍부한 검토가 이루어진 바 있다. 본 연구에서는 선행 연구의 토대 위에서 근대 국민국가 수립이라는 시대의 과제에 부응하기 위한 당시 역사교육의 현재적 요구가 ‘교과서’를 매개한 ‘국사’ 지식의 재구성 과정에 어떻게 투영되었는가를 역사적으로 고찰하였다.
신학제 도입에 따라 ‘국민보통교육’이 추진되고 ‘국사’ 교과서가 관찬되면서 학부는 주로 전근대 史書의 군주 중심 서술 내용에 의존하여 ‘국사’ 지식을 재구성하였다. 그에 따라 군주 중심 서술 내용을 가르치기에 적합한 편년체 서술 형식이 ‘국사’ 교과서의 틀로 자리 잡았다. 이후 ‘국민보통교육’ 확충을 위한 학교급 연장에 따라 중등 ‘국사’ 교과서가 관찬되었고, 군주 중심 서술을 위한 기존의 편년체 형식도 유지되었다. 한편으로 중등 ‘국사’ 교과서를 집필한 史家들은 정통론적 ‘國史’ 서술을 변용하여 정통 군주 계보를 수립하였는데, 그 서술이 초등 ‘국사’ 교과서의 簡易한 ‘국사’ 지식으로의 재구성에 활용되는 구조도 형성되기 시작하였다. 이처럼 ‘국사’ 교과서 관찬 단계에서 정통론에 따른 군주 계보 중심의 내용은 ‘국사’ 교과서의 서술이 당시 교육법령의 규정이나 여타 교과서 편찬 경향과 조응하지 못하고 편년체 형식을 고수하게 된 요인으로 작용하였다.
그러나 일제의 학부 장악으로 관 주도의 ‘보통교육’이 축소되자 교육법령보다는 사립학교 교과과정의 ‘국민교육’ 취지에 부합하는 방향으로 ‘국사’ 교과서 사찬이 이루어졌다. 이를 계기로 중등 ‘국사’ 교과서가 처음으로 한문 전용이 아닌 국한문 혼용으로 편찬되었고 정통론 및 편년체 서술 탈피를 선도하면서 그 영향을 받은 초등 ‘국사’ 교과서에서도 국문 사용 확대, 교수 단위 적용, 당대사 비중 증가, 삽화 수록과 같은 재구성 방식의 변화가 수반되었다. 이후 일제는 ‘排日主義’ 억제를 위해 학제에서 ‘국민교육’을 배제하고 교과서 검열을 제도화하였다. 그에 대한 대처로 초등 검정 ‘국사’ 교과서는 검열의 틀 속에서 위인 전기와 삽화 수록을 확대하고 민족국가 계보를 일반화하는 방식으로, 중등 미검정 ‘국사’ 교과서는 통사 체계에 기반하여 민족의 대외항쟁사 혹은 국가 주권의 역사성을 구현하는 방식으로 내용 체계의 재구성을 실현하였다. 이처럼 ‘국사’ 교과서 사찬 단계에서 일어난 국문 사용 확대, 篇-章-節 편성, 시대구분법 도입, 삽화 수록과 같은 서술 형식의 전환은 당대사 우위의 일국 통사 체계 확립, 역사 주체로서 ‘한국인민’의 대두, 민족사 서사로의 재편 등 ‘국사’ 교과서 내용 체계의 근대적 전환을 가능케 한 토대가 되었다.
요컨대 전근대 史書의 ‘國史’ 서술 관행은 관찬 ‘국사’ 교과서의 ‘국사’ 지식 재구성 방식에 영향을 끼쳤고, 사찬 ‘국사’ 교과서 단계에서 전환된 ‘국사’ 지식의 선별·조직 방식은 ‘국사(national history)’ 지식의 근대적 전환에 영향을 주었다. 이때, 국가의 일주체가 되어야 할 일반 인민들도 ‘국사’ 지식을 향유할 수 있어야 한다는 당대의 문제의식은 ‘국사’ 지식의 선별·조직 방식에 투영되며 ‘국사’ 교과서 편찬의 단계적 변화를 불러왔다. 통치의 대상이었기에 ‘國史’를 알 필요가 없었던 民은, 이제 국민국가 수립에 기여할 주체적 구성원으로 거듭나야 한다는 점에서 ‘국사’ 지식을 반드시 알아야 했다. 근대 학제 성립 시기의 ‘국사’ 교과서 편찬은 그러한 당대 역사교육의 현재적 요구에 부합하도록 ‘국사’ 지식을 내용적·형식적으로 재편해 가는 과정이었다.

This study examines how "national history" (a term that, while often associated with modern nation-states, is here used to reflect the broader concept of guksa [國史] as it appeared in Korea—encompassing the historiography of one's own country even prior to the formation of a nation-state) textbooks were compiled as educational media in relation to the modern school education system established in Korea between 1895 and 1910. Previous studies on "national history" textbooks during Korea's transition to modernity have provided extensive analyses of these textbooks as historical texts. Building upon such prior scholarship, this study examines, from a historical perspective, how the contemporary demands of history education—driven by the task of establishing a modern nation-state—were reflected in the process of reconstructing "national history" knowledge through the medium of textbooks.
With the introduction of the modern school education system, general education for nation building was promoted, and "national history" textbooks began to be government-compiled by the Ministry of Education (學部). In doing so, the ministry primarily relied on premodern historical chronicles that centered on monarchs to reconstruct "national history" knowledge. As a result, the annalistic format—well suited to monarch-centered narratives—became the dominant structure of these textbooks. With the extension of schooling levels to expand general education for nation building, "national history" textbooks for secondary education were also government-compiled, and the annalistic format continued to be maintained. Meanwhile, historians who authored these secondary-level textbooks adapted the orthodox historiographical tradition to establish genealogies of legitimate monarchs. At the same time, a structure began to emerge in which these genealogies were repurposed to recast and simplify "national history" content for use in primary-level textbooks. In this way, the monarch-centered narratives based on the orthodox historiographical tradition, which were used in the government-compiled "national history" textbooks, became a factor that led these textbooks to adhere to the annalistic format, rather than aligning with the curricular regulations or other textbook compilation trends of the time.
As Imperial Japan took control of the Ministry of Education, government-run general education was curtailed, and the compilation of "national history" textbooks began to shift from government-compiled textbooks to privately-compiled textbooks, more consistent with the aims of nation-building education found in private school curricula rather than in official curricular regulations. On this basis, secondary-level "national history" textbooks were, for the first time, compiled not exclusively in classical Chinese but in a mixed script of Korean and classical Chinese, and exhibited a departure from the orthodox historiographical tradition and the annalistic format. Influenced by this, primary-level "national history" textbooks also underwent changes in their modes of content reconstruction—such as the expanded use of Korean script, the application of instructional units, the increased emphasis on contemporary history, and the inclusion of illustrations. Subsequently, to suppress anti-Japanese nationalism ("排日主義"), Imperial Japan excluded nation-building education from official curricular regulations and institutionalized textbook censorship. In response, approved primary-level "national history" textbooks expanded the use of biographies of great historical figures (偉人) and illustrations within the bounds of censorship, while unauthorized secondary-level textbooks, circumventing the official screening system, reorganized their content around a comprehensive historical structure that highlighted narratives of national resistance and the historical legitimacy of national sovereignty. These shifts—such as the expanded use of Korean script, organization into parts (篇), chapters (章), and sections (節), adoption of periodization, and inclusion of illustrations—marked a transformation in the format of privately-compiled "national history" textbooks. Ultimately, they laid the foundation for a modern content framework characterized by a unified "national history" centered on contemporary history, the emergence of "the Korean people" (‘韓國人民’) as historical subjects, and the reconstruction of national history as a narrative of the Korean ethnic nation.
In sum, the historiographical conventions of premodern "national history" (國史) shaped the reconstruction of "national history" knowledge in government-compiled textbooks, while the methods of selection and organization employed in the phase of privately-compiled textbooks contributed to the modern transformation of "national history" knowledge. The emerging view that ordinary people—now expected to become responsible members of the modern nation-state—should also have access to "national history" knowledge was reflected in how "national history" knowledge was selected and organized, prompting gradual changes in textbook compilation. Whereas those once regarded as subjects (民)—merely ruled rather than ruling—had previously had no need to know "national history" (國史), they were now expected to acquire "national history" knowledge in order to become responsible participants in the construction of the modern nation-state. The compilation of "national history" textbooks in Korea as the modern school education system was being established was, in this sense, a process of reconstructing "national history" knowledge—both in content and in form—to meet these contemporary demands of history education.
