수도권 광역교통행정체계의 문제점과 발전방향 : 수도권교통본부를 중심으로

국문 초록 (Abstract)

수도권은 지속적인 택지개발로 인한 인구 증가와 생활권의 광역화로 광역교통량이 지속적으로 증가하였다. 이에 따라 기존 행정권역과 교통권역의 불일치로 인한 이용자들의 불편은 점차 가중되었고, 대중교통서비스의 미흡에 따른 과도한 승용차 이용으로 수도권 교통문제가 심화되었다.
현재의 교통행정체계는 기관별로 분산되어 수행되고 있고, 교통정책의 차이로 인해 투자 및 운영의 비효율과 시민들의 교통 불편을 초래하고 있다.
본 연구는 우리나라 수도권 광역교통행정체계의 현황을 검토하고, 수도권교통본부가 수도권의 광역교통행정을 다루는데 핵심적인 역할을 하므로, 수도권교통본부의 운영에 대해서 중점적으로 살펴본 후, 효율적인 수도권 광역교통행정을 운영해 나가기 위한 발전방향을 제시하는데 목적이 있다.
앞으로 수도권교통본부가 더 발전하기 위해 몇 가지 방향을 제시하였는데, 그 내용으로는 중앙․지방의 공동참여 방식의 기구 확대․개편 및 시․도간 상호협력체계를 강화, 업무 영역의 정립 및 전문성 제고, 안정적인 재원의 확보 등이다.
이에 본 연구가 수도권교통본부의 발전에 도움이 되고 광역교통행정기구 고유의 비전과 전략과제를 달성하는데 이바지할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

With the continuous housing site development-oriented increase of population and broadening of life zone, the capital area has experienced continuous increase of intercity transportation volume. On this account, the inconsistency between existing administrative zone and transportation zone has aggravated users’ inconveniency all the more, and the insufficient public transportation service-oriented excessive use of cars has intensified transportation problems in the capital area.
Current transportation administrative system is dispersed in many governmental agencies, and their disparity in transportation policies has caused the inefficiency of investment and operation, and worsened citizens’ transportation inconvenience.
The purpose of this study was to examine the current status of intercity transportation administrative system in the capital area, focusing on the operation of the Metropolitan Transportation Authority, a governmental agency that playing a crucial role in the operation of intercity transportation system in the capital area, and then present development directions for the efficient operation of intercity transportation administrative system in the capital area.
As for the further development of the Metropolitan Transportation Authority in the future, this study suggested several directions, and the core contents of suggestions could be summarized into the extension and reorganization of jointly participating organizations between central and local governments; strengthening the mutual cooperative system between metropolitan and provincial governments; reestablishment of service areas and enhancement of expertise; and securing stable financial resources.
Study findings are expected to provide help to the development of the Metropolitan Transportation Authority and contribute to the achievement of inherent vision and strategic task of intercity transportation administrative organizations in the capital area.
