톰 브래들리 행정부의 인종정치 : 로스앤젤레스시 인간관계위원회를 중심으로 = The Racial Politics of the Tom Bradley Administration : A Focus on the City of Los Angeles Human Relations Commission

국문 초록 (Abstract)

본 연구의 목표는 톰 브래들리 행정부 시기(1973-1993) 로스앤젤레스시의 인종 정치와 그의 다인종 연합이 내재하고 있었던 모순을 분석하는 것이다. 이를 위해, 본고는 로스앤젤레스시의 인종 갈등 문제를 해결하기 위해서 설립된 인간관계위원회에 주목했다. 인간관계위원회의 인종적, 계층적 성격은 브래들리 행정부의 인종정치의 특성과 한계점을 잘 드러낸다. 이 시기 로스앤젤레스는 경제적으로 번영했고, 브래들리는 번영의 기반을 다인종 사회에서 찾았지만, 동시에 도시의 기저에서는 인종 갈등이 심화하고 있었다. 결국, 브래들리의 인종정치는 인종 간 갈등을 다루는 데 실패하였고, 그의 시장 임기는 1992년 로스앤젤레스 폭동(1992 Los Angeles Riots)으로 마무리되었다. 연구는 우선 브래들리의 로스앤젤레스시 세계화 전략과 함께 인간관계위원회가 부여받은 역할을 탐구한다. 이후, 인간관계위원회의 활동과 계층적, 재정적 한계를 분석함으로써, 로스앤젤레스시가 인종 간 갈등이 심화되고 있었음에도 겉으로는 조화로운 다인종 사회의 이미지를 형성할 수 있었던 과정을 검토한다. 기존 연구들은 로스앤젤레스시의 인종 갈등에 대해서 특정 인종 집단 간의 관계에만 집중하였으며, 브래들리 행정부의 인종정치와 신자유주의 경제정책과의 상관관계를 간과했다. 이러한 한계점을 극복하기 위하여, 본 연구는 캘리포니아대학교 로스앤젤레스(University of California, Los Angeles) 문서고의 톰 브래들리 문서(Tom Bradley Papers)와 서던 캘리포니아 대학교(University of Southern California) 문서고에서 보유 중인 인간관계위원회의 이사로 활동했던 워렌 스테인버그의 문서(Warren L. Steinberg Papers)를 주요 사료로 활용했다. 또한, 그 밖에 언론을 비롯한 다수의 출판 자료를 참고했다. 인간관계위원회의 활동과 한계점을 분석하는 이 연구는 궁극적으로 다인종 사회의 전형인 20세기 후반의 미국 도시에서 인종적, 계층적 불평등은 어떻게 은폐되는지, 그리고 신자유주의는 이러한 불평등을 어떤 방식으로 가속화, 그리고 영속화하는지를 보여줄 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the racial politics of Los Angeles (LA) during the Tom Bradley administration (1973-1993) and the contradictions inherent in Bradley’s multiracial coalition. To do so, the study focuses on the City of Los Angeles Human Relations Commission, established to address the city’s racial tensions. The racial and class characteristics of the Commission reveal the nature and limitations of Bradley’s racial politics. During this period, LA was economically prosperous, and Bradley believed that the city’s prosperity was grounded in its multiracial society; however, racial tensions simmered beneath the surface. Ultimately, Bradley’s efforts to address interracial tensions failed, culminating in the 1992 LA Riots. By analyzing the activities, class-based dynamics, and financial limitations of the Human Relations Commission, this study examines how LA was able to project an image of an outwardly harmonious, multiracial society despite escalating racial tensions. Previous studies of racial conflict in Los Angeles have focused on the relationships between specific racial groups and have overlooked the connection between the Bradley administration’s racial politics and neoliberal economic policies. To overcome these limitations, this study utilizes primary sources such as the Tom Bradley Papers housed in the University of California, Los Angeles Archives, and the papers of Warren L. Steinberg, director of the City of Los Angeles Human Relations Commission, at the University of Southern California Archives. Additionally, it draws upon several other published sources, including newspapers. This study analyzes the activities and limitations of the Human Relations Commission to reveal how racial and class inequalities were concealed in late 20th-century US urban areas and how neoliberalism accelerated and perpetuated these disparities.
