with less than 50 to 300 Employees after the Enforcement of the
Act on Punishment, etc. of Severe Disasters

The purpose of this study was to examine the on-site status of
safety and health-related awareness in workplaces with 50 to 300
employees after the implementation of the Serious Accident Punishment
Act, and based on this, to examine any changes in awareness at
workplaces. In order to achieve this research purpose, the researcher used
Giorgi's phenomenological analysis method to understand the status of
safety and health in the workplace and changes in awareness. From April
to May 2022, the researcher targeted 16 people in charge of mandatory
safety and health work specified by law, including business owners or
management managers, among corporate employees in four industries with
different hazards and risk factors and corporate structure types in the
Daegu and Gyeongbuk regions. Data were collected through individual
interviews.
The results of this study are as follows. After the implementation of
the Serious Accident Punishment Act, companies first established a safety
and health system, and through this establishment, various positive
changes were seen in industrial accident prevention activities. Next, new
changes could be seen in the working environment, and at the same time,
a decrease in the rate of industrial accidents and changes in the types of
accidents could be seen. Lastly, changes in awareness surrounding safety
and health could be seen through the promotion of various safety and
health activities.
The significance of this study is as follows. After the enforcement of
the law, we were able to specifically analyze the form in which various
activities and experiences that influenced the change in awareness of
safety and health in small and medium-sized businesses were revealed. In
particular, we were able to analyze in detail the form in which the right
to life of employees at small and medium-sized businesses was
substantially guaranteed. The possibility of establishing an effective law
was explored.
