In a knowledge-based society such as the 21st century, knowledge and information are emerging as the most important factors in leading the competitive power of nations and businesses. The textile industry is transforming from a labor-intensive to a high-value added industry using new material and up-to-date technologies. Therefore, the efforts for creating and using the intellectual property rights are required more than ever before. In addition, a new world trade order is now being settled around WTO. When the world textile trade becomes completely liberalized and the free trade area of americas is formally established in 2005, there will be a much keener inter-nations trade competition.
Therefore, in order for our national textile industry to develop competitive power, it is of utmost necessity to establish a basic technique through continued research and development and to secure a competitive power through high-value added products and services.
This research examines the changes in the technological environment, specifically the textile industry and its characteristics. This research will also conduct an investigation and analysis on the current status of new technological development and developments of intellectual property rights in each field of society. Based on the investigation and analysis, this research will suggest a direction for the domestic textile industry to follow and several alternatives for bringing technical innovations in a fabric industry and for securing the latest key techniques. The alternatives are as follows: (1) expanding R & D in the non-productive field, such as increasing promotional activities in fashion and brand recognition; (2) reinforcing strategic intellectual property rights and an administration system emphasizing the effects to the expense of the domestic textile industry; (3) appropriating and implementing government policies for supporting the strategic activities of enterprises throughout the wide-ranging fields. Ultimately, this research will give the textile industry a leverage to become a national basic industry having international competitiveness.
