This study examines the economic security strategies of Japan and South Korea, exploring the impact of their respective policies. Under the Trump administration, the U.S.-China rivalry escalated, and amid this tension, the Russia-Ukraine conflict and COVID-19 pandemic have further destabilized economic security and global supply chains. Additionally, the rise of cutting-edge technologies has thrust economic security into the limelight. In response to these crises, nations have developed various policies, with Japan and South Korea actively promoting their approaches to economic security.
The concept of economic security is complex and lacks a universal definition. In Japan, it's often understood as “securing national interests through economic means”, while in South Korea, it's associated with “economic growth” and the “integration of economy and security”. Japan has legislated the ‘Economic Security Promotion Act’ to safeguard its economic interests. Conversely, South Korea is formulating the Supply Chain 3 Act to address economic security by sector.
Both countries are focusing on supply chain restructuring via reshoring and friendshoring. Japan incentivizes reshoring and friendshoring with substantial subsidies, whereas South Korea aims to streamline supply chain reorganization by easing existing domestic return policies. Japan's reshoring approach is broader than South Korea's, making direct comparisons challenging. However, the difference in reshoring numbers between the two is notable. Regarding Huawei, Japan aligned with the U.S. ban, with companies following the government's lead. South Korea's government has refrained from commenting on the ban, allowing companies to continue using Huawei products. In engaging with the U.S.-led IPEF and CHIP4 initiatives, Japan has been relatively cooperative early on, while South Korea has exhibited caution, given its greater economic reliance on China.
While both nations are actively pursuing economic security, supply chain reconfiguration is ultimately a corporate decision and cannot be solely dictated by government policies. For policies to succeed, they must align with business interests. Despite the risks associated with China for both countries, geographical proximity suggests that trade volumes with China will likely grow. Supply chains should be restructured by identifying critical exclusions to minimize risk-averse behavior. Additionally, as Japan and South Korea share similar positions, they could benefit from joint discussions and cooperative implementation of supply chain reorganization, leading initiatives in both nations.
