강원도 정선군의 문화예술지원 활성화 방안 연구 = Study on the revitalization of cultural and artistic support in Jeongseon-gun, Gangwon-do

국문 초록 (Abstract)

강원도 정선군의 문화예술지원 활성화 방안연구 상명대학교 일반대학원 뉴미디어음악학과 뉴미디어음악학전공 김현옥 현대사회에서 사람들은 문화예술을 통해 삶의 질을 향상하고 정서적 행 복감과 심리적 안정감을 얻으며 사회에 긍정적 효과를 미친다. 21세기 우 리나라도 경제가 성장하면서 국민 개인의 삶의 질이 향상되고 삶의 가치 와 정신적 만족을 충족시키기 위하여 문화예술에 관한 관심이 높아지고 문화예술 활동을 접하고 즐길 기회가 늘어나고 있다. 요즘 전 세계에서는 자국의 역사와 문화의 가치 및 역량을 홍보하고 관광 여행객들을 유치하 기 위하여 문화유산을 활용하여 문화예술 공연 및 축제나 관광여행 프로 그램 등의 개발사업을 위해 노력하고 있다. 최근 강원도 정선지역도 시대 가 변하고 의식주 해결이 되면서 주민들의 문화예술 관심이 높아지고 다 양한 문화예술 활동을 통해 개인의 삶을 향상하며 행복 지수도 높아지고 있다. 따라서 정선 지역도 문화유산을 활용하여 문화예술 공연과 다양한 문화유산을 바탕으로 한 문화예술 관련 콘탠츠 개발과 이를 상품화시키기 위해 노력하고 있으며 지역민들에서 다양한 문화예술 혜택을 주기 위해 문화예술 강좌프로그램 개발에도 힘쓰고 있다. 본 논문은 강원도 정선군의 문화예술을 중심으로 연구하였으며 문화예 술의 정의와 지원사업 관련 기관 및 세계의 유명한 문화예술 축제들을 조 사하고 정선지역의 문화자원 및 문화유산, 문화예술 현황 조사를 통해 활 성화 방안을 제시하고자 연구하였으며 그 결과 다음과 같은 문제점을 도 출하였다. 첫째, 공연 장소와 교통 문제 개선 및 주차 공간 확대이다. 정선읍 내에 공연장이 있지만 대중교통을 이용하기에 다소 불편하거나 대중교통 이용 시간에 제안이 있다. 둘째, 지역 특성을 갖춘 행사를 확대하고 관련된 내용의 홍보자료와 프로 그램 개발이 필요하다. 셋째, 청소년과 청년층도 고려하여 다양한 연령대의 문화예술 프로그램 개발이 필요하다. 넷째, 예산을 고루 편성하여 다양한 지역 문화예술 지원을 해야 한다. 다섯째, 문화예술 사업 및 행사 등에 있어 전문 지식이 있는 인력을 늘려 야 한다. 마지막으로, 지역축제를 적극적으로 알리는 홍보가 필요하며 홍보만 담당 하고 기획하는 체계적인 업무가 필요하다. 본 연구자는 본 논문을 통해 정선의 문화적 가치를 높이고 다양한 문화 콘텐츠 개발 및 경제적 발전에 기여하고 문화예술을 통해 정선군민의 자 긍심을 높이고 문화지역으로 성장하는 데 이바지하고자 한다.

[ABSTRACT]
In modern society, people improve their quality of life through culture and arts, gain emotional happiness and psychological stability, and have a positive effect on society. In the 21st century, as the economy grows in Korea, the quality of life of individuals is improving, and interest in culture and arts is increasing to satisfy the value of life and spiritual satisfaction, and opportunities to access and enjoy cultural and artistic activities are increasing. These days, in order to promote the value and capacity of their own history and culture and to attract tourists, efforts are being made to develop cultural and artistic performances, festivals, and tourism travel programs using cultural heritage. Recently, as the times change and food, clothing, and shelter are being resolved, interest in cultural and artistic activities among residents is increasing, and their happiness index is also increasing through various cultural and artistic activities. Therefore, Jeongseon is also making efforts to utilize cultural heritage to develop cultural and artistic performances and cultural and artistic content based on various cultural heritages and commercialize them, and is also making efforts to develop cultural and artistic lecture programs to provide various cultural and artistic benefits to local residents. This paper focuses on the cultural arts of Jeongseon-gun, Gangwon-do. It investigated the definition of cultural arts, institutions related to support projects, and famous cultural arts festivals around the world, and suggested ways to revitalize the cultural resources, cultural heritage, and current status of cultural arts in the Jeongseon region. As a result, the following problems were identified.
First, there is the improvement of performance venues and transportation issues, and the expansion of parking spaces. There is a performance hall in Jeongseon-eup, but it is somewhat inconvenient to use public transportation, and there are suggestions for public transportation use times.
Second, it is necessary to expand events with regional characteristics and develop promotional materials and programs with related content.
Third, it is necessary to develop cultural arts programs for various age groups, considering youth and young adults.
Fourth, the budget should be evenly allocated to support various regional cultural arts.
Fifth, it is necessary to increase the number of personnel with specialized knowledge in cultural arts projects and events.
Lastly, it is necessary to actively promote regional festivals, and systematic work is needed to take charge of promotion and planning.
Through this paper, the researcher aims to increase the cultural value of Jeongseon, contribute to the development of diverse cultural contents and economic development, and increase the pride of Jeongseon residents through culture and arts, contributing to the growth of Jeongseon as a cultural region.
