보건관리전문기관 산업위생기사 업무에 대한 사업장 보건담당자의 만족도 = Satisfaction with visiting service of industrial hygienist belonging to occupational health agency

국문 초록 (Abstract)

대구(권역) 및 경상북도(영천, 경산, 경주, 포항 등) 보건관리전문기관 한곳을 통해 위탁업무를 제공받는 사업장(제조업 156개소, 비제조업 47개소)을 대상으로 산업위생기사가 제공하는 서비스에 대한 만족도를 조사하였으며 2018년 3월 2일부터 2018년 3월 30일까지 이 연구 목적을 이해하고 연구 참여를 수락한 보건담당자 230명을 조사하여 불성실하게 응답한 설문지 27부를 제외하고 203명에 대해 조사하였다.
사업장 보건담당자는 40대 미만이 57.6%로 과반수이었고, 근속기간은 5년 미만이 46.8%로 대부분, 직책은 대리급 이하가 57.7%로 과반수를 넘었으며, 사업장 보건담당자의 업무 담당기간은 5년 미만이 71.5%, 산업위생기사가 사업장별로 보건업무담당을 맡은 기간은 5년 미만이 70.4%였다.
보건관리 위탁업무에 대한 포괄적 만족도는 평균 4.08점으로 높게 나타났다.
부서에서 사무직과 생산직 집단이 사무직 외 집단보다 작업환경 관리지도에 따른 만족도가 높은 것으로 나타났다.
보건담당자의 업무담당기간에서 1년 미만 집단이 산업보건 정보관리 지도 만족도가 가장 높았으며, 10년 이상 집단이 산업보건 정보관리 지도 만족도가 가장 낮은 것으로 나타났다.
보건관리 업무에 대한 만족도 하위영역의 상관관계에서는 보건관리 위탁업무에 대한 포괄적 만족도와 산업보건 정보관리 지도에 따른 만족도가 가장 큰 양의 상관이 나타났으며, 다음으로 작업환경 관리지도에 따른 만족도, 작업관리 지도에 따른 만족도순으로 양의 상관이 나타났다. 그리고 제조업 보건담당자의 작업환경 관리지도에 따른 만족도, 작업관리 지도에 따른 만족도, 산업보건 정보관리 지도에 따른 만족도가 증가할수록 보건관리 위탁업무에 대한 포괄적 만족도가 높아지는 것으로 나타났다.
보건관리 업무에 대한 요구도는 유해·화학물질 관리(MSDS), 법적 서류관리, 지도조언의 역할보다는 실질적인 개선사례 제시가 대부분을 차지하였다.
이 연구를 통해 보건관리 위탁업무시 산업위생기사가 사업장 보건담당자에 대한 만족도, 요구도 향상을 위해 업종에 따라 어떤 업무에 대해 중점적으로 지도해야 되는지에 대해 적극 활용될 것으로 추정된다.

다국어 초록 (Multilingual Abstract)

A survey was conducted with business establishments (156 manufacturing and 47 non-manufacturing businesses) located in the city of Daegu (region) and Gyeongsangbuk-do Province (Yeongcheon, Gyeongsan, Gyeongju, Pohang, etc.), which are provided with consigned management service by industrial hygiene management engineers from one specialized healthcare management agency. A total of 230 people in charge of health tasks, who understood the objective of the study and agreed to participate in it, answered the questionnaire between March 2 and March 30, 2018.
Analysis was conducted with the copies of the questionnaire from 203 respondents, excluding 27 who answered insincerely.
Among the health staff of the surveyed business establishments, 57.6% were aged below forties. Those with the position of deputy manager or lower occupied the majority at 57.7%. Among them, 71.5% had been in charge of the health duty for less than five years, while 70.4% of the industrial hygiene management engineers of each business establishment had been performing the duty for less than five years.
The level of comprehensive satisfaction with the consigned healthcare management task was high at 4.08 points on average.
The group of office workers and production workers showed a higher level of satisfaction with the guidance on work environment management than did the group of other workers.
Health management staff who had been in the charge for less than one year had the highest level of satisfaction with the guidance on industrial health information management, while those who had been in the charge for 10 years or longer showed the lowest level of satisfaction.
Regarding the correlation among subdomains of the health management task, the greatest positive correlation was demonstrated between the comprehensive satisfaction level for the consigned health management task and the guidance on industrial health information management. The next greatest positive correlation was shown for the level of satisfaction with guidance on work environment management and on work management. In addition, higher the levels of satisfaction with guidance on work environment management, on work management, and on industrial health information management among the health staff of manufacturing businesses, the higher was the comprehensive level of satisfaction with the consigned health management.
The most prominent necessity for the health management task was indicated by the suggestion for practical improvement cases, rather than harmful/chemical substance management (MSDS), management of legal documents, and guidance and consultation.
The result of this study will be helpful for industrial hygiene management engineers, who are assigned the work health management
