    본 논문은 민주시민양성을 위해 전개되고 있는 민주시민교육에 대한 사례 비교 분석과 그에 따른 발전 과제를 모색하는 것을 목적으로 하고 있다.
    87년 이후 제도적 민주주의가 확립되었지만 30년이 지난 지금도 민주주의에 대한 위기는 계속되고 있다. 한국의 민주화는 당시 시민들의 항거로 만들어졌는데 이러한 시민의 정치적 참여는 민주주의를 만든 핵심 동력이며, 향후 실질적 민주주의를 만드는 데에도 중요하다.
    민주시민교육은 민주주의 발전의 동력으로서 시민이 민주주의를 이해하고, 사회문제와 정치현상에 대한 비판과 판단 능력을 기르며, 최종적으로 민주사회를 위한 정치참여를 가능하게 하는 교육이다. 그렇기 때문에 민주시민교육은 민주주의를 유지하고 발전시키기 위한 위력한 방법일 수밖에 없다.
    한국 민주시민교육의 역사는 1945년 해방과 함께 미군정에 의해 시작되었다. 한때 군사독재정권에 의해 체제를 유지하기 위한 교육으로 활용되기도 했다. 진정한 민주시민교육은 민주화를 바라는 시민사회진영 속에서 탄생했다. 87년 민주화 이후 대중적으로 확산되었고, 공공기관, 시민사회단체, 교육기관 등에서 다양하게 진행했으며, 현재는 지방자치에서 관련 조례도 제정되었다.
    한국 민주시민교육 사례로 ‘흥사단 토론 아카데미’는 시대적 요구와 함께 ‘자기교육’적 성격을 가지고 만들어졌다. 100년의 역사적 배경을 가진 이 교육은 시민사회단체 주도의 대표적인 교육과정이다. 교육적 목표로 ‘민주시민 양성’과 함께 ‘흥사단 후계세대 조직적 육성’의 두 가지를 가지고 있다. 교육 내용은 ‘토론 프로그램’이 중심을 이루고 있으며 그에 맞게 다양한 토론 방법을 제시하고 있다.

    ‘서울시민대학 대학연계 시민대학 동국대 사례’는 서울시의 민주시민교육 관련 조례가 제정된 이후 이를 반영하여 개설된 교육과정이다. 이 교육은 민주시민에 대한 구체적인 역할과 능력을 제시하고 있으며, ‘시민교육론’, ‘시민정치론’, ‘시민실천론’으로 구성되어 있다. 또 ‘민간’, ‘교육기관’, ‘공공기관’이 협력하여 진행되고 있으며 교육 내용은 ‘보편적 개념이해’와 ‘쟁점에 대한 논쟁’으로 구성된다.
    비교분석 결과, 각 사례의 개설 배경의 차이, 교육의 구체적 경로와 방법에서의 차이, 각 사례의 교육 내용에서의 차이와 특징을 확인할 수 있었다.
    그에 따라 민주시민교육의 원칙에 대한 사회적 합의, 민주시민교육 방법의 상호보완, 민주시민교육을 위한 통합 기구 마련, 민주시민교육을 위한 법제도 마련이라는 과제를 제시할 수 있었다.

    The purpose of this study is to compare cases of democratic civil education that aims to foster democratic citizens and investigate relevant challenges related to its future development.
    Although democracy has been institutionally established in South Korea since 1987, it is constantly in crisis even today. South Korea obtained democracy by resistance of the citizens against dictatorship at that time, and such political participation is essential in both creating and maintaining democracy in practice.
    Democratic civil education aims to help citizens understand democracy, improve their abilities to criticize and judge social and political issues, and, ultimately, participate in politics for democratic society. Therefore, it is a powerful tool to maintain and develop democracy.
    In South Korea, democratic civil education was first launched by the US military in 1945 after the country's liberation from Japan, and, at one time, also used as education to maintain military dictatorship. True democratic civil education, however, was begun by citizens who wished for democracy of the country and widespread after the '87 democratic movement, from which time it was conducted in various places including public institutions, civic organizations, and educational institutions. Today, it is included in relevant ordinances of local governments.
    As an example of democratic civil education, Heung Sa Dahn Academy was created based on the concept of 'self-education.' The organization has 100 years of history and is a leading civic organization offering this type of education programs, with the goals of 'fostering democratic citizens' and 'systematically nurturing the next generation of Heung Sa Dahn.' The programs are focused on 'debate' and teach various debate techniques.
    Humanitas College of Kyung Hee University is the first democratic civil education program offered by a Korean university. The curriculum was designed from the viewpoint of 'social responsibility of universities.' Their educational goals are focused on fostering 'democratic citizens' and 'community-oriented human beings,' based on universal understanding of democracy and 'practical education.' The programs consist of 'lecture/debate,' 'field activities,' and 'envisioning.'
    Dongguk University Citizen College linked with Seoul Citizen College was established after Seoul Metropolitan Government enacted an ordinance related to democratic civil education. The curriculum proposes specific roles and abilities required for democratic citizens, and consists of ‘civil education theory’, ‘civil politics’, ‘civil practice.' Also, the education is offered based on cooperation of the private sector, education sector, and public sector, and focused on 'overall conceptual understanding' and 'debate on relevant issues.'
    The results of the analysis suggested difference in background, specific educational methods, and contents of education among the subject cases.
    Based on the results, the study proposed challenges for future development of democratic civil education, i.e., social consent to principles of democratic civil education, improvement of the educational methods, preparation of an integrated organization for democratic civil education, and establishment of a relevant legal system.
