      This Paper aims to find a better way of reforming the job rehabilitation programs for the mentally retarded. For that I will show difficulties they've been through and insist some improvements on rehabilitation for them. This includes more effective programs and policy developments for the mentally disabled. Last I will let out fundamental data for encouraging job rehabilitation.
      Now, the number of the mentally retarded is increasing gradually each year. So the registration number is Known to reach over 120 thousand on "The Public Health And Welfare 2005" by the ministry of public heath and welfare of Korea. As of this, concern to job rehabilitation as a self-support is growing, but the job program is not supplied sufficiently because of little social resources and too much prejudice against the retarded. Futhermore, current job rehabilitation programs have a lot of defects.
      To fix up these problems, national inspection into operating system and political settlements by government are required. By the way we should remember that the best policy can not get rid of the problems the mentally retarded must've confronted thorough their lives. That's social prejudice against them.
      So we should not take job rehabilitation and job offering just as policy measurement any more, We should realize and think it as human rights. The National Human Rights Commission Law article 30, clause 3 took effect on 11, 2001 attest this.
      Until now the rehabilitation programs mean the separated workplace for a mild case. But in time to come, it should change into the united job system where the mentally retarded work with other not-disabled people as member of community. So they can make self-support.
      To accomplish these goals, There are many thing to do, especially government should go first.
      First of all, the government encourages an employment obligation for the retarded. Incruiting public agents it must abolish exceptional discrimination against the disabled and oblige national agencies that broke the employment rules for the disabled to pay employment allotment private corporations've paid for breaking it.
      Second, it should dissolve the discrimination and unstability in labor market by labor socialization deciding salaries and job assignment on the productivity and job ability. It should support the retarded to acquire adaptation technique, too. It should break people's prejudice against the disabled by rebuilding the understanding of employment system for the disabled. And it should institutionalize volunteering activity for the disabled by expanding national support.
      Third, it should breed up professional counsellors who can make job policies more effective by consulting the job offer and job analysis for the retarded. And it should develop objective and standardized
      measurement and support the disabled to choose their jobs on their
      aptitude by job rehabilitation plan privately analyzed and matched.
      Third, not only privately matched plan by well trained professional counsellors, but also sustainable coaching and support by constructing information service that enables job stability and social unity for the disabled after employment is needed to make rehabilitation program more substantial.
      Forth, existing job programs are operated by two separate divisions.
      That makes a lot of troubles in job process. But they doesn't have any person in charge and part to coordinate them. It results in failing to establish professional and systematic welfare services. So the combined division system is required to improve job rehabilitation programs.
      Last, it should supply the differentiated service sorted on their abilities and aptitude deprived from the interviews and initial analysis with disabled. Relying on them, it should support them systematically especially for the severe one, continuous concern is required for their independent lives. And it should grasp their aptitude and wishes,
      the mild one who can be hired, by interviewing them and their job wish analysis, so make the retarded to select their profession on making private job rehabilitation plan.
