The Formation of the Church-community for the Realization of the Kingdom of God
- With in Wando Jeil Presbyterian Church -

Wando Jeil Church is the oldest church in Wando-eup, built on May 10, 1920. Wando Jeil Church has long history of faith and potential. It has many church members who are very active in worship and prayer. This church needs to be unitary and dynamic church to activate christianity of Wando region and preach the gospel to the whole area of Wando as the oldest church of Wando. All the church members became one in empathy with pastoral vision under the slogan, “Making church realizing the value of kingdom of God”.
The biblical source of “church realizing the value of kingdom of God”, “ But seek first his kingdom and his righteousness (Matt 6:33, New Version)”, is Lord's order. This order should be practiced within and outside church as well. Therefore, church must progress toward community with concrete mission-oriented goals and methods. Wando Jeil Church organized and activated mission committee and concentrated its energy on these activities within church and focused on missionary works through Wando Jeil Welfare agencies outside church.
This paper is to present concrete missionary work case practicing the embodiment of kingdom of God in the community through Wando Jeil Chuch where the researcher is currently in ministry. It showed how Wando Jeil church spread welfare mission for the community and how it extended gospel mission with concrete cases. This study aims to show that churches in farming and fishing villages can have influence of healthy gospel on a rural community, achieve the extension of kingdom of God and contribute to the evangelism of Korean churches.
The first one of the research methods is to look for meaning and value of "kingdom of God" in the Bible. Value and vision of kingdom of God become the driving force of making church one because it was the guideline of religious life to know God's will and achieve it. The second one is to examine how the value of kingdom of God found in the Bible had been achieved in early churches in a chapter of 'church of kingdom of God. It became a basis and great framework of establishing and managing modern church community. The third one is to define the term of mission and present its direction in a chapter of 'mission of kingdom of God', where what are changed or not changed are known, and what is changed is a variety of mission and what is not changed is kingdom of God, the essence of mission. Wando Jeil church established concrete vision for mission work to be "church realizing the value of kingdom of God" based on this theory. It oriented "worship community", "education community", "friendship community", "service community", and "mission community) and of these religion communities, "mission community" focused its energy on specializing "gospel mission", "welfare mission", "life mission", and "culture mission".
This church subdivided its concrete missions by each community and made subdivided mission committee perform professional and efficient mission to create active and dynamic church organically. In <welfare mission> of mission communities, concrete formation of 16 welfare agencies under Wando Jeil church and their welfare missions were presented. Characters and businesses of these welfare mission agencies were different and these were explained within a new analysis frame by making four systems including object system, wage system, delivery system and finance system mixing analysis frame of Gilbert and Specht with that of Pincus and Minahan.
The results of research were numerized through questionnaire. The questionnaire was distributed to Wando Jeil Elder's College students. It consists of 38 items and total 165 participants completed the questionnaire. As a result of questionnaire with Wando Jeil Elder's College students, 95.8% of the subjects answered that the image of Wando Jeil church was good and 4.2% of them answered it was normal. After all, 100% of Wando Jeil Elder's College students saw Wando Jeil church as good. And 98.2% of the subjects also introduced Wando Jeil Church to their families or community positively and 1.8% of them introduced it to their families or community as normal, and it was found that Wando Jeil church made very positive contribution to the image of local community. Their absolutely positive trust of dean (chief minister) proved high awareness and reliability of minister on local community. On the question that their conversion into Protestantism, 51% of total respondents answered they had intention to change their religion and it was judged that Wando Jeil Elder's College was positive agency to grow church.
There are a few churches that subdivided church missions and managed them systematically. And it is also rare that a church performs mission work through such various welfare mission agencies. That Wando Jeil church organized special mission committee for church missions and settled it was really meaningful in that it realized church missions. In addition, it specializes local community mission systematically through various welfare mission agencies and serves the local community by subdividing missions by the areas of welfare. Wando Jeil church's mission for local community has been a good model of welfare mission in that it uses comprehensive approaches.

국문 초록 (Abstract)

완도제일 교회는 1920년 5월 10일에 창립된 교회로 완도읍에서 가장 오래 된 교회이다. 완도제일교회는 신앙의 역사와 잠재력을 갖춘 교회였다. 경건한 예배와 열정적으로 기도생활을 하는 교인들이 많이 있었다. 완도의 장자 교회로서 완도지역을 활성화 시키며, 복음화 시키기 위해서 교회를 하나 된 교회, 또한 역동적인 교회로 만드는 것이 필요했다. 전 교인들은 “하나님 나라 가치를 실현하는 교회”라는 표어 아래 목회비전을 공감하며 하나가 되었다.
“하나님 나라 가치를 실현 하는 교회”의 성서적 근거는 “너희는 먼저 하나님의 나라와 그의 의를 구하여라(마6:33상, 새번역)”는 주님의 명령이다. 이 명령은 교회 내에서 만 아니라 교회 밖에서도 실천 되어져야 한다. 그러므로 교회는 선교지향적인 구체적인 목표와 방법을 가지고 지역사회를 향해 나아가야 한다. 완도제일 교회는 교회 안으로는 사역위원회를 조직하고 활성화 시켜서 교회의 힘을 집중 했으며, 밖으로는 완도제일복지기관을 통해서 선교에 힘을 썼다.
이 논문에서는 지역사회 속에서 하나님 나라 구현을 실천하는 구체적인 선교 사례로 필자가 직접 목회하는 완도제일교회를 중심으로 제시 하고자 한다. 완도제일교회가 지역사회에 어떻게 복지선교를 펼치고 있는지, 그리고 복음 선교를 어떻게 확장해 가고 있는지 구체적인 사례를 밝힌다. 그리고 바람은 농어촌 교회도 건강한 복음의 영향력을 나타 낼 수 있고, 하나님 나라의 확장을 실현 할 수 있으며, 한국 교회의 복음화에 기여 할 수 있다는 것을 보여주기 위함이다.

논문 연구의 방법으로 첫째 성서에서 “하나님 나라”의 의미와 가치를 찾는 것이다. 하나님 나라의 가치와 비전이 교회를 하나 되게 하는 원동력이 된다. 왜냐하면 하나님의 뜻을 알고, 그 뜻을 이루어 가는 신앙생활의 지침이 되기 때문이다. 두 번째로 ‘하나님 나라의 교회’에서는 성서에서 찾아진 하나님 나라의 가치가 초대교회에서 어떻게 실현 되어 졌는지 밝히는 것이다. 이것은 현대 교회공동체를 세우고 운영해 가는 근간이며 커다란 틀이 된다. 세 번째로 ‘하나님 나라의 선교’에서는 선교의 정의를 세우고 선교의 방향을 제시한다. 여기에서 변하는 것과 변하지 않는 것을 알게 하는데, 변하는 것은 선교의 다양성이지만 변하지 않는 것은 선교의 본질인 하나님 나라이다. 이러한 이론을 근간으로 하여 완도제일 교회는 “하나님 나라 가치를 실현하는 교회”가 되기 위해 구체적인 목회 비전을 정립했다. 그것은 “예배 공동체”, “교육 공동체”, “친교 공동체”, “봉사공동체”, “선교 공동체”를 지향했으며, 이러한 신앙공동체 가운데 “선교 공동체”는 “복음선교” “복지선교”, “생명선교”, “문화선교”로 전문화시키면서 교회의 힘을 체계적으로 집중시켰다.
각 공동체 별로 구체적인 사역을 체계적으로 분류하여 세분화 했다. 그리고 세분화된 사역위원회에서 전문적이고 효율적인 사역을 하게 하여 교회가 생동감 넘치고 유기체적으로 살아있는 역동적인 교회를 만들었다. 특별히 선교공동체 가운데 <복지선교>에 있어서는 완도제일교회 산하의 16개의 복지기관의 구체적인 형성과 복지선교 사역을 제시한다. 복지선교 기관의 성격도 다르고 사업 내용도 다르다. 이것은 길버트와 스펙트의 분석틀과 핀커스와 미나한의 분석틀을 혼합하여 대상체계, 급여체계, 전달체계, 재원체계라는 네 개의 체계를 만들어 새로운 분석틀 속에서 복지선교 기관 사업을 설명하였다.

연구 결과는 설문지를 통해 수치화 했다. 설문지는 완도제일 복지선교의 많은 기관가운데 완도제일노인대학생들을 상대로 설문을 작성했다. 문항은 38개 문항이며 참여한 사람은 165명이다. 완도제일노인대학생을 상대로 설문한 결과 완도제일교회의 이미지를 95.8%가 좋게 대답하고 보통이다도 4.2%로 대하였다. 결국 완도제일노인대학 어르신들 100%가 완도제일 교회를 좋게 보고 있는 것이다. 가족이나 지역사회에 완도제일교회의 이미지를 말할 때도 98.2%가 긍정적으로 소개하고 있으며, 보통이다도 1.8%로 대답하는 것으로 완도제일교회의 지역사회 이미지에 크게 긍정적인 기여를 하고 있다. 그리고 학장(담임목사)에 대한 100%의 긍정적 신뢰는 지역사회에 목회자의 인지도와 신뢰도가 높다는 것을 반증한다. 개신교 신앙으로 개종에 관한 질문에 전체 응답자중 51%가 개종할 의사가 있는 것으로 대답을 하여서 완도제일노인대학이 교회 성장에 긍정적인 기관으로 판단되었다.
교회 사역을 세분화하여 조직적으로 운영되는 교회는 그리 많지 않다. 그리고 한 교회에서 이렇게 다양한 복지선교기관을 통해서 선교하는 것도 드문 일이다. 완도제일교회가 교회사역을 전문적인 사역위원회를 만들어 체계를 잡은 것은 교회의 사역을 현실화시켰다는 점에서 매우 의의가 있다. 또한 다양한 복지선교 기관을 통해서 지역사회선교를 체계적으로 전문화하고, 복지 분야별로 세분화 하여 다양하게 지역사회를 섬기는 일을 해 나가고 있다. 교회가 지역사회를 종합적인 방법으로 선교하는 점에서 복지선
