농어촌 소규모 학교 통학차량 운영 실태와 개선방향 연구 = A Study on the Operation Realities and the Improvement Direction in School Bus for Small Schools in Farming and Fishing Villages

국문 초록 (Abstract)

본 연구는 강원도교육청 산하 소규모학교 통폐합 추진 정책으로 인하여 폐지학교 통학 구역 학생들의 통학편의를 제공하기 위해 제공된 통학차량에 대하여 운영 실태와 개선방향을 마련하는 데 그 목적이 있다.
이러한 목적을 달성하기 위하여 설정한 연구문제는 다음과 같다.
첫째, 통학차량의 지원 기준은 무엇인가?
둘째, 통학차량 운영에서 드러나는 문제점은 무엇인가?
셋째, 효과적인 통학차량 운용 개선방안은 무엇인가?
통학차량 운영학교의 운영현황 및 개선방안을 알아보기 위하여 교육행정실장용, 운전원용, 그리고 학부모용 등 3가지로 설문지를 작성하였다. 설문지는 통학차량 운영현황, 개선방안 그리고 예상되는 문제점의 세 영역으로 구분하여 조사내용을 구성하였다.
통학차량의 운영실태와 개선방향에 대하여 조사?분석한 결과는 다음과 같다.
첫째, 현장학습 등 교육활동에 통학차량을 지원하여 학교예산을 절감하고 학부모의 부담을 절감하여 소외되었던 농어촌 학생들에게 다양한 교육활동의 기회 제공에 활용되어야 할 것이다. 또한 인근 학교 간 중복되는 노선을 정리하여 잉여차량에 대하여 지역교육청을 중심으로 공동 활용하는 방안이 마련되어 활용도를 높여야 할 것이다.
둘째, 전세 버스 용역에 대해서는 차량 운영비, 운전원 인건비, 차량 교체비 등을 고려할 때 재정의 효율성을 기할 수 있겠지만 강원도의 지리적 여건으로 인한 비용 상승의 문제, 특정 집단의 반발 그리고 기존 이용 학생과 학부모의 반발 등 문제점이 발생 할 수 있기 때문에 신중한 여론 수렴과 시범 운영의 과정이 수반되어야 할 것이다.
셋째, 통학차량 배치가 소규모 학교의 교직원 근무여건은 물론이고 학교 재정을 악화시키는 비효율적인 면을 보여주고 있었다.
넷째, 차종별로 일률적 적용이 되어 교부되는 차량 운영 예산을 차종별, 차량 연식별 탄력적으로 교부하는 방식으로 변경이 필요함을 알 수 있었다.
이상의 연구결과를 바탕으로 농어촌 소규모학교 통학차량 운영을 위한 개선방안은 다음과 같다. 우선 통학차량의 노선 정리 등으로 잉여 차량을 기동 통학차량으로 사용하여 교육 활동 지원을 늘려야 한다. 그리고 통학차량 승하차 도우미의 채용 및 인건비의 지원과 차종별, 차량 연식별 지원 방식으로 예산이 지원되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to arrange the operation realities and the improvement direction on school bus, which was offered in order to provide convenience of attending school in students of the abolished-school district owing to the policy for pushing ahead with the Abolition and Amalgamation of Small Schools under the influence of Gangwon-do Office of Education.
The following are the research problems that were established in order to achieve this objective. First, what is the standard for supporting school bus? Second, what is a problem that is revealed in the operation of school bus? Third, what is the improvement plan for effectively operating school bus?
To examine the operation situation and the improvement plan for a school of operating school bus, the questionnaire was prepared with 3 kinds such as for educational administration section chief, for driver, and for parents. Questionnaire was formed the survey contents by being divided into three spheres such as the present status of operating school bus, improvement plan, and problem of being expected.
The following are the results that surveyed and analyzed on the operation realities and the improvement direction on school bus.
First, the support for school bus in educational activity such as the field learning will need to be applied to offering an opportunity of diverse educational activities to students in farming and fishing villages, who were neglected, by reducing school budget and by cutting down parents' burden. Also, utility level will need to be increased by being arranged a plan for joint application with the center on the local Office of Education on surplus vehicle after arranging a route of being overlapped between neighboring schools.
Second, as for the chartered-bus service, the efficiency in finances can be expected when considering bus operating cost, driver's labor cost, and vehicle-replacement cost. However, problems can be happened such as problem about a rise in cost caused by geographical conditions in Gangwon-do Province, opposition of specific group, and opposition of the existing students in use and of parents. Thus, there will be necessity for being accompanied the carefully opinion collection and the demonstrative-operation process.
Third, the distribution of school bus is showing inefficient aspect that deteriorates school finances as well as the working conditions of the teaching staff at small schools.
Fourth, it could be known that there is necessity for changing the budget of operating vehicle, which is delivered with the uniform application by vehicle model, into delivering flexibly by vehicle model and by vehicle year formula.
Based on the above findings, the following are the improvement plans for operating school bus for small schools in farming and fishing villages. First of all, the support for educational activity needs to be increased by using the surplus vehicle as the mobilized school bus through arranging a route of school bus. And, there will be necessity of employing a helper for getting on and off the school bus, of a support for labor cost, and of a support for budget with a method of supporting by vehicle model and by vehicle year formula.
