地方自治團體의 機關構成에 關한 硏究 : 民主性과 能率性에 立脚한 韓國型의 模索

Local government administration is a field of Public Administration. So the idea of the latter can be applied to the former, although some of their criteria of practical adaptation differ somewhat each other with administrative circumstances.
This study is to try to research the relationship between the chief executive and council in local government body in view of administrative principles.
It is carried out mainly by the two leading ideas of public administration ; democracy and efficiency.
This thesis is, on the whole, composed of three main parts.
First, the contents of democracy and efficiency are discussed as a broad concept.
In the second part, merits and demerits in the composition of local government organ : and the examples of five foreign countries are presented.
In the third part, some problems in the composition of self-government body and the reform measures are suggested in the light of logic of effective positive laws and rational criteria of the two leading principles in public administration as well.
