      작년 한 해 동안 주택경기 호황은 지속되기 어려울 것으로 예측된다. 정부는 작년 말부터 11.3 대책을 통해 투기수요를 억제하고 실수요자 중심으로 청약시장 재편을 추진하고 있으며 이처럼 민간 주택경기 침체가 예상된다면 건설경기 연착륙을 위해 공공건설투자 확대가 필요할 것이다. 최근 국내 민간부분 건설경기가 침체됨에 따라 공공건설시장이 건설업계에 새로운 기회의 시장이 될 것으로 예상되고 있다. 2017년 6월 통계청이 발표한 자료를 보면 공공 수주는 모든 공종에서 전년 동월 대비 82.5% 증가하였다.
      공공사업을 수행하는 건설사업관리 중에는 감독권한대행이 있고 감독권한대행 미포함이 있다. 기 제정 및 개정된 건설사업관리 업무지침은 감독권한대행 유무에 따른 업무 차이에 대하여 언급하고 있지만 실제 관련 발주자와 건설사업관리자의 인식은 낮은 편이며 업무 혼잡이 빈번하게 이루어지고 있다. 업무지침에 나오는 감독권한대행 포함 유무에 따른 업무와 권한은 분명한 차이가 있음에도 불구하고 대부분의 건설사업관리자들은 건설사업관리에서 감독권한대행 유무에 따른 업무 수행에 많은 혼란을 겪고 있다. 이런 혼동은 건설사업관리자의 업무 절차에 영향을 미치고 시공자와 발주처와의 업무 절차에도 혼동을 주어 결과적으로 신속하고 정확한 업무수행을 방해하고 있다.
      업무의 저하는 건설사업의 성과에 중요하게 영향을 미치기 때문에 기술자들에게 감독권한대행 유무에 따른 업무수행지침 가이드가 필요할 것이다. 본 연구는 감독권한대행 미포함을 수행하는 건설사업관리자의 업무 향상을 위하여 분석된 업무 절차를 바탕으로 실행연구(Action Research)를 적용한다. 실행연구는 구축된 업무 절차가 건설사업관리자의 업무 향상에 어떤 영향을 미칠 수 있는지 현장별 워크숍을 통해 비교 분석해 본다. 워크숍은 감독권한대행 미포함을 수행하는 3개의 현장을 대상으로 현장에서 수행한 업무를 바탕으로 비교 분석하고 업무 수행에 영향을 미친 건설사업관리자의심리 요소를 분석하여 건설사업관리자의 업무 향상 방안을 도출하고자 한다.
      본 실행연구는 업무 향상을 위해 새로운 업무절차서를 구축하고 워크숍을 통해 업무절차서를 일반화시켜 건설사업관리자의 업무 향상에 도움을 줄 것이다. 현장별로 워크숍을 통해 나온 결과를 바탕으로 시공사, 건설사업관리자, 공사감독자, 발주처의 업무 절차 및 업무 수행에 영향을 미치는 내적 요소를 분석하여 궁극적으로 건설사업관리자의 업무 능력을 향상시키고자 한다.
