공론장으로서 지역 라디오 시사프로그램 연구 : 전북지역 KBS,MBC,CBS 라디오 시사프로그램을 중심으로 = A Study on Regional Radio Current Programs as a Public Sphere

국문 초록 (Abstract)

이 연구는 전북지역 라디오시사프로그램들이 지역공론장 기능을 수행하고 있는가에 대한 연구이다. 먼저, 수도권에 집중된 미디어 환경 속에서 지역방송의 한계를 극복하고, 지역공론장의 기능을 수행하기에 적합한 매체로 라디오를 주목했다. 이런 근거는 매체 이용자의 라디오 선호도, 선호 이유, 한국사회의 라디오시사프로그램에 대한 신뢰도 조사에서 알 수 있다. 지역공론장의 기능을 살펴보기 위해 전북지역 라디오시사프로그램 3개(KBS,MBC,CBS)를 선정해 형식과 내용에 대해 내용분석을 실시했고, 내용분석 결과만으로는 한계가 있어 사례분석을 통해 이를 보완했다.
분석 결과, 각 방송사마다 형식의 차이는 있었지만 지역에서 공론장의 기능을 일정부분 수행하고 있었다. 특히 방송사들은 공통적으로 지역 정가소식을 비중 있게 다뤘고, 지역문화, 지역NGO(환경,여성,복지등)에 관심이 높았다. 그러나 주제 표현방식에서 이슈 관련자의 일방적 인터뷰, 단순 정보 전달을 선호하고 있어, 논쟁, 토론, 청취자 적극 참여등의 다양한 공론장으로서 기능을 수행하기 위한 과감한 시도가 부족했다. 특히 각 방송사들의 출연자들을 살펴보면, KBS는 공무원, MBC는 지역언론인, CBS는 지역NGO활동가의 출연 빈도가 높음을 알 수 있는데, 이는 각 방송사들의 경영 철학이 프로그램에도 반영되고 있다는 걸 유추할 수 있었다.
지역방송의 열악한 제작 여건속에서 각 방송사들은 지역공론장의 기능 수행에 대한 고민과 공감대는 어느 정도 형성되어 있었다. 그러나 지역방송의 한계를 극복하기 위해 주제 발굴, 주제표현방식의 다양성, 지역청취자의 참여율을 높이는 방법에 대한 고민을 해야 한다는 결론에 이르렀다. 이런 한계를 극복한다면 지역 라디오시사프로그램은 보다 충실한 지역공론장 기능을 수행할 수 있는 훌륭한 매체로 성장할 수 있으므로 이 연구가 지역 라디오시사프로그램의 공론장 기능에 대한 기본적인 연구 자료로 활용될 수 있을 것으로 기대한다.

다국어 초록 (Multilingual Abstract)

This study is aimed at an investigation on how Jeonbuk regional radio current programs function as a public sphere. First, this study gave an attention on radios appropriate to recover the limitation of regional broadcasting and function as a regional public sphere in media circumstances centralized in Seoul territory. It is based on media users' preference for radios, reason of preference, and investigation on radio current programs in the Korean society. This study intended to look into the function as a regional public sphere, selected three Jeonbuk regional radio current programs(KBS, MBC, CBS), and analyzed their forms and contents. But there was a limitation because it was insufficient to attain the aim with only the result of analysis, and made up for it with a case study.
As for a result of analysis, respective broadcasting companies had a difference in forms, but functioned as a public sphere in regions in part. Especially, broadcasting companies dealt with the news on politic affairs in regions and had deep concernments on regional NGO(circumstance, woman, welfare). But, they preferred for one-sided interviews with the persons concerned on issues and information transference, in subject expression method, and was insufficient in bold trial for functioning as a various public sphere such as disputes, discussions, and listeners' positive participation. Especially as for guests or respective broadcasting companies, public servants were invited frequently in KBS, regional journalists in MBC, and regional NGO activists in CBS, which means that broadcasting company management philosophies are reflected on programs.
Respective broadcasting companies formed agony and common we-feelings on functioning as a regional public sphere, but they must make an effort to find various subjects, express subjects with many ways, and enhance participation ratio of regional listeners to recover the limitation of regional broadcasting companies. With the limitation recovered, regional radio programs can grow to a great kind of media which can function as a more faithful regional public sphere. This author expects that this study would be useful for a basic research material on the function of radio current program as a public sphere.
