본 연구는 일제강점기(1910~1945년) 동안 조선총독부가 식민지 조선을 일본 제국의 경제 체제에 통합하고 식민 통치를 정당화하기 위해 기획한 박람회, 공진회, 품평회의 역할과 영향을 전라북도를 중심으로 분석하였다. 행사는 규모와 목적에 따라 박람회, 공진회, 품평회로 구분되었으며, 각각 다른 방식으로 일본의 식민지 정책을 강화하는 데 활용되었다. 박람회는 서구 산업화와 제국주의를 과시하는 대규모 전시 행사로, 조선에서는 일본의 식민지 정책을 선전하고 경제적·문화적 지배를 정당화하는 수단으로 활용되었다. 공진회는 박람회의 하위 단계로, 조선의 산업 발전 가능성을 강조하며 총독부의 지도와 통제를 통해 점진적 발전을 도모하는 목적을 가졌다. 품평회는 군 단위에서 농산물과 가축 등을 심사하고 경쟁을 유도하여 생산성 증대와 기술 향상을 목표로 한 소규모 행사였다.
식민지 조선에서 개최한 1915년 시정 5주년 기념 조선물산공진회, 1929년 시정 20주년 기념 조선박람회, 1940년 시정 30주년 기념 조선대박람회는 일본의 식민 통치 전략과 근대화 담론을 드러내는 주요 행사였다. 본 논문은 이들 박람회의 전반적인 구성과 전시 내용을 분석하며, 특히 전라북도관의 구성과 출품물을 중심으로 조선총독부의 지역 통치 전략을 고찰하였다. 전라북도는 농업, 임업 및 지역 특산물을 전시하며, 전북 지역의 자원을 바탕으로 한 산업 역량을 박람회를 통해 외부에 알리려는 의도가 엿보였다. 또한, 조선물산공진회의 예비 행사로서 1914년 전라북도에서 열린 전북물산공진회의 목적, 전시된 품목, 관람객 규모 등을 분석하여, 공진회가 지역 경제와 행사 운영에 어떤 역할을 했는지 파악하였다.
전라북도에서는 주로 품평회가 활발히 열렸으며, 이는 일본의 식민지 경제 전략과 밀접하게 연관되었다. 퇴비품평회와 축산품평회는 농업 및 축산업의 개량을 통해 산미증식계획을 효과적으로 구현하려는 총독부의 전략적 수단으로 활용되었다. 퇴비품평회는 일본식 개량 농법과 퇴비 사용을 촉진하여 수확량 증대를 도모하였으며, 축산품평회는 가축 품종 개량과 축산 기술의 발전을 목표로 농민들에게 근대적 축산 사상을 전파하였다. 이러한 품평회들은 농업 생산성과 축산업 증식을 통해 일본의 식량 자원 확보에 기여하면서도, 농민들에게 경제적 부담과 토양 악화와 같은 부작용을 초래하였다. 또한, 1934년 군산 개항 35주년 기념행사에서는 군산항의 중요성이 강조되었다. 기념행사에 포함된 품평회들은 군민들에게 각 분야의 발전을 독려하는 동시에, 군산 지역에서 이루어진 식민지배의 성과를 부각시키려는 의도를 담고 있음을 살펴보았다.
본 연구는 이러한 행사를 통해 조선총독부가 지역을 어떻게 통제하고 활용했는지 구체적으로 고찰함으로써, 식민지 지배 전략의 지역적 특성과 그 영향을 밝히는 데 기여하고자 한다.

The purpose of this study is to analyze the roles and impacts of Fairs, Gongjinhoe (industrial fairs), and Pumpyeonghoe (appraisal fairs) planned by the Japanese Government-General of Korea during the Japanese colonial period (1910–1945) to integrate colonial Korea into the economic system of the Japanese Empire and justify their colonial rule, with a focus on Jeonbuk-do. These economic events categorized based on their scales and purposes were used to help reinforce Japanese colonial policies in their own ways. The Fairs or the large-scale exhibition events designed to show off the Western industrialization and the Emperialism were used in the colonial Korea to publicize Japan’s colonial policies and justify their economic and cultural rules. Gongjinhoe, a kind of sub-fair was designed to highlight the potential of Korea's industrial development, which would be gradually promoted through the guidance and control of the Japanese Government-General of Korea. In contrast, Pumpyeonghoe, a small-scale event aimed at examining the agricultural products and live stocks at the unit of county was designed to enhance the agricultural productivity and technology.
The 1915 Joseon Industrial Gongjinhoe commemorating the 5th anniversary of Japanese colonial rule, the 1929 Joseon Fair marking the 20th anniversary thereof, and the 1940 Great Joseon Exposition celebrating the 30th anniversary thereof were key events that reflected Japan’s colonial governance strategies and modernization discourse in colonial Korea. This study analyzes the overall composition and exhibition contents of these events, focusing particularly on the overall structure and exhibits of Jeonbuk-do Pavilion to examine the regional governance strategies of the Japanese Government-General of Korea. Jeonbuk-do Pavilion showcased agricultural, forestry, and local specialties, revealing an intent to promote the industrial capabilities of the region based on its resources through the expositions. Additionally, this study examines the objectives, exhibited items, and visitor scale of the 1914 Jeonbuk-do Gongjinhoe, held as a preliminary event for the Joseon Industrial Gongjinhoe, to understand its role in the regional economy and event organization.
In Jeonbuk-do, Pumpyeonghoe had been the major exhibitions. These exhibitions were closely related with Japan’s colonial economic strategies. The Compost Pumpyeonghoe and Livestock one were used as the strategic means of the Government-General of Korea to implement their Rice Product Increase Plan effectively. The Compost Pumpyeonghoe was designed to urge the Japaneses type improved farming method and promote the use of the compost to increase the agricultural productivity. On the other hand, the Livestock Pumpyeonghoe was designed to improve the breeds and develop the livestock raising technology, spreading a modern livestock ideology. These events contributed to securing Japan’s food resources by boosting agricultural productivity and livestock output but imposed economic burdens on farmers and led to soil degradation. Additionally, the 1934 celebration marking the 35th anniversary of Gunsan Port's opening highlighted the port's significance. The Pumpyeonghoes included in the commemorative event aimed to encourage development across various sectors among local residents, while emphasizing the colonial achievements in the Gunsan region.
This study seeks to illuminate how the Government-General of Korea controlled and utilized regional areas through such events, contributing to an understanding of the regional characteristics of colonial governance strategies and their impacts.
