영문초록:The purpose of this study was to explore the ways to activate the elderly employment to guarantee their basic rights to live and encourage them to participate in the social activities and thereby, ensure their welfare at the time when our society is advancing into an aging society. For this purpose, the researcher reviewed relevant theories and thereupon, conducted a questionnaire survey for the elderly. As a result, it was found that most of the elderly subjects were almost ignorant of various employment programs for them in Korea, and that they could not be induced into the labor markets due to the social bias against them and poor policy alternatives rather than their personal problems. Of course, such findings may not well be generalized because the survey was conducted for the elderly living in Seoul, but the general tendency is that most of the elderly give up being reemployed due to the socio-structural problems and are being drawn into the aged population for themselves. The results of this study can be summarized as follows; First, simple labor jobs were wanted most (48.3%) by the elderly, while part-time jobs attracted them most (46.8%). They took in to consideration the job obligations most (27.9%) for their employment. The majority (55.45%) of the elderly could not find jobs suitable to them. If a variety of job opportunities should be developed for the elderly, more elderly people would be employed. Second, as a result of the survey, the elderly themselves or their spouses were financially responsible for their living in most cases (64.9%). Therefore, the government is requested to design and implement the elderly employment programs based on the precise understanding of such conditions. Third, the most hard obstacle perceived by the elderly was social bias (33.1%), followed by lack of job opportunities (29%) and poor policy alternatives (12.6%). On the other hand, 37.6% of the elderly answered that central and local government are responsible for finding job opportunities for them. Accordingly, our society is obliged not to be negative towards the elderly employment, first of all, Then, central and local governments are requested to promote smooth employment of the elderly through effective supports and policy alternatives
