질병관리본부 연구개발사업 성과제고를 위한 관리체계 구축 연구 = Korae Centers for Disease Control and prevention and development to enhance business performance management system

With recent expansion of social recognition of research outcomes, the importance of the research outcome of the National R&D Program is greatly highlighted. Judging that reasonable and comprehensive management of research outcomes is currently difficult, The Korean Center for Disease Control (KCDC) tried to imporve the governance of R&D management. With such a background, this study explored status and problems, remedial alternatives, and policy implications from the following 3 aspects. Firstly, this study recommended R&D vision․goal which enables sustainable promotion through strategic planning of top brand projects including search for investment areas more productive on research outcome of National R&D Program. Especially through the reevaluation on previous submitted 'Report on Strategic planning', it reflected the rapidly changing strategies into the previous planned researches. For that purpose, new plans and modifications are made on the following issues: the organization and management of a planning committee in the KCDC; the outcome analysis of the KCDC's research projects; research needs following future environment changes; new investment areas and top brand projects. It also suggested the vision and goals of sustainable R&D by analyzing the proper area and function of the KCDC. Composing and training an English report is executed. Secondly, this study suggested policy direction needed for constructing an effective research outcome and dissemination program which can not only evaluate fairly R&D achievements of the KCDC but also disseminate research infrastructure and research outcome to universities, companies, and private research institutes in partnership with KCDC and their researchers. It developped outcome evaluation index of the KCDC's R&D projects which meets the guideline of National R&D Program's outcome evaluation, and suggested detailed guidelines and methods for its evaluation. It suggested a plan to organize and manage a committee. on evaluation on research outcome which can manage a speedy, accurate and fair evaluation according to a research outcome index, and to develop an managing infrastructure of on-site evaluation of research outcomes. It suggested a plan to construct and manage NTIS․HT-Portal link system needed for dissemination of the outcomes of R&D projects, and a plan on a outcome dissemination program of open R&D Program. Thirdly, By comparison of the KCDC's research outcomes with those of similar institutions abroad using the keyword network analysis of research articles and reports, it clarified the KCDC's role and suggested its future direction. Judging from the fact that KNIH is making a quick transition to 'GWAS' in the Gene research area and doing related researches more actively than the US NIH, focus on that area should be highly recommended. As shown in the institution-involved keyword, it is necessary to redefine the role of the institution through agonizing over its mission. In the case of researchers, very few researchers have both leadership and partnership. In the case of research subject, as the subject shows transition of direction to translational research, improvement of research environment is required to improve research outcomes.

국문 초록 (Abstract)

최근 성과관리에 대한 사회적 인식이 확대되면서 국가연구개발사업에 대한 성과관리의 중요성이 크게 부각되고 있음. 질병관리본부는 합리적이고 종합적인 연구개발 성과관리가 어려운 현재의 문제를 진단하고 효율적인 연구성과 관리를 개 선하고자 함. 본 연구는 이러한 배경에 따라 다음의 두 가지 측면에서 현황과 문제점, 개선대안, 정책방향 등을 제시하였음. 첫째, 국가연구개발사업 성과제고에 능동적으로 기여할 수 있는 투자분야 발굴 등 핵심브랜드 사업 기획을 통해 지속 발전 가능한 R&D 비전․목표를 제시함. 특히, 기존에 관련 연구결과의 재분석을 통해 빠르게 변하고 있는 정책적 변화를 기획연구에 반영하였음. 이를 위해서 질병관리본부 내에 기획위원회의 구성과 운 영, 질병관리본부 연구 사업에 대한 성과분석 및 미래 환경변화 등에 따른 연구 수요 예측 및 신규 투자분야와 핵심브랜드사업을 수정 기획하였음. 질병관리본부가 수행해야 하는 고유영역 및 기능을 분석하여 지속성장 가능한 연구개발의 비전과 목표 등을 제시하였음. 국가연구개발사업 성과의 세계화를 위한 질병연구 분야 영문보고서 작성법 개발 및 교육의 실시 등을 수행함. 둘째. 질병관리본부의 연구개발사업 성과를 공정하게 평가하고, 대학, 기업 등 질병 관리본부가 파트너로 하는 민간 연구기관과 연구자에 연구 인프라와 연구 성과를 확산할 수 있는 효율적인 성과 관리․확산 체계를 구축하는데 필요한 정책방향을 제시하였음. 국가연구개발사업 성과평가 기준에 부합하는 질병관리본부 연구개발 사업의 성과평가 지표를 개발하고 이의 구체적 평가기준과 방법을 제시하였음. 연구성과 지표에 따른 평가를 신속․정확하고 공정하게 관리할 수 있는 성과평가 위원회의 구성과 운영방안, 현장 중심의 성과평가 관리 인프라 개발 지침을 제시 하였음. 연구개발사업 성과 확산에 필요한 NTIS․HT-Portal 연계체계 구축 및 운영에 대한 방안과 개방형 연구개발 성과확산 체계에 대한 계획을 제시하였음. 셋째. 연구논문과 보고서의 키워드 네트워크분석을 통해 질병관리본부의 연구성과 물에 대한 국내외 유사기관과의 비교로 기관의 역할규명과 향 후 나아갈 방향을 제시하였음. 국립보건연구원은 유전자 연구분야에서 GWAS로의 방향전환이 빠르 게 보이는 점에서 미국 NIH보다 연구가 활발하게 진행되고 있으며 발전시켜야 할 영역으로 보임. 또한 기관의 중심 키워드에서 보이듯 기관의 미션에 대한 고민으로 역할의 재정립이 필요할 것임. 연구자의 경우 leadership과 partnership을 모두 보이는 연구자는 소수이며 연구주제와 연구자의 특성으로 보면 연주주제는 중개임상영역으로 방향의 전환이 나타나므로 연구환경의 개선으로 성과에 대한 향상을 가시화 시켜 나가는 것이 필요할 것임
