대규모 재생에너지의 원활한 도입을 위한 방안 연구: 새만금 태양광 발전 단지를 중심으로

국문 초록 (Abstract)

1. 연구 필요성 및 목적
재생에너지의 보급은 태양광을 중심으로 일정 궤도에 오르고 있다. 또한 앞으로 대규모 태양광 사업과 해상풍력 사업들이 더 보급될 것이다. 최근 들어 대규모 재생에너지 발전사업 계획을 발표한 새만금 사례를 통해 재생에너지를 원활하게 보급하기 위해서 필요한 사항들에 대한 검토가 필요하다. 특히, 발전 사업의 특성상, 지역주민이나 커뮤니티의 동의가 꼭 필요한 상황이므로 관련된 여러 사항들에 대해 짚어보고, 이를 효과적으로 진행할 수 있는 방안에 대한 논의가 필요한 시점이다.

2. 내용 요약 및 결론
새만금 재생에너지 사업은 국내에서 재생에너지가 확대되며 나타나는 자연스러운 결과이다. 이는 재생에너지에 대한 세계적인 관심 증가, 정부의 제도적 지원, 그리고 사업 개발에 대한 비용 하락으로 재생에너지의 확대가 이루어지고 있다.
새만금 재생에너지 사업과 관련된 사항은 크게 보급을 위한 사업의 경제성 부분, 환경영향 부분, 수용성 관련 부분, 고용 및 산업 관련 부분으로 나누어 진행하였고, 이는 재생에너지 발전사업과 연계되는 부분이다. 또한 수용성 부분에 대해서 더 자세히 살펴본 내용은 재생에너지 개발에 직간접적으로 영향을 미치는 경제주체별로 주요 이슈를 설정하여 필요한 사항들을 정리하였다. 크게는 정부와 지방정부의 정책과 전략, 주변 환경과 경관(landscape, 조망권)을 포함한 주민의 행복과 생활 수준, 프로젝트에서 발생하는 비용과 이익의 분배 제도 설계, 절차적 정의를 고려한 협의와 개입, 실행 전략 등으로 내용을 나누어 분석하였다.
재생에너지 사업을 원활하게 하기 위해서는 정부, 지자체, 지역주민, 커뮤니티와 개발운영사(사업자)가 사업 과정에서 필요한 요소들과 그때마다 주어진 역할을 수행해야 할 것이다. 위에서 살펴본 내용을 정리하면 중앙 정부와 지방 정부는 구체적인 목표와 수립 계획을 세우고 추진하며 주민과의 소통을 위해서는 독립적인 기관의 도움이 필요하므로 이러한 기관의 설립이 필요하다. 환경평가를 객관적으로 실행할 수 있는 기구나, 사업자와 커뮤니티 간의 소통을 촉진하여 사업 추진에 도움을 주는 기구 설립이 필요하다. 지역 주민의 주변 환경과 경관(landscape, 조망권)을 포함한 주민의 행복과 생활 수준을 유지하기 위해서 사업자와 지역 주민 커뮤니티는 각 지역 마다의 문화적 배경, 환경적 특징을 사업 추진 과정에서 반영할 수 있는 노력이 필요하다. 프로젝트에서 발생하는 비용과 이익의 분배를 설계하는 부분은 지역 상황에 맞는 다양한 이익 공유 방안을 검토하여 적합한 모형을 설정하는 것이 필요하다. 장기간의 사업 기간이 소요되는 경우에는 계획시작부터 지역 주민과 이해관계자를 적절하게 소통하며 그 의견을 의사결정과정에 반영하는 것과 그 절차와 관련 자료를 공개하여 의사결정 과정이 투명하게 이루어지게 하는 것이 서로 간의 소통을 가능하게 하여 원활한 사업을 추진하게 하는 요소임을 살펴보았다. 또한 재생에너지 사업으로 영향을 받을 수 있는 어류 및 조류 등의 생태계 보호를 위해 필요한 사업자의 노력에 대해 살펴보았다.
대규모 재생에너지 사업을 원활하게 진행하기 위해서는 사업자, 이해관계자 및 커뮤니티 간의 신뢰를 어떻게 구축해 가느냐의 문제로 요약할 수 있을 것이다. 본문에서 제시한 내용은 이러한 신뢰를 구축하는 방안들이다. 또한 보고서에서 다룬 내용은 일반적인 사안에 대한 내용이고 개별 사업을 추진하는 과정에서 지역적인 특성과 사업 개별적인 특성을 반영하여 논의를 진행하면 수용성을 높일 수 있는 방안들이 도출될 수 있을 것이다.

2. Summary of Results
The Saemangeum renewable energy business is a natural result of the expansion of renewable energy in Korea. This is due to the increasing global interest in renewable energy, the government's institutional support, and the reduction in costs for business development.
The matters related to the Saemangeum Renewable Energy Project were largely divided into the economical part of the project for distribution, the environmental impact part, the water-soluble part, and the employment and industry part, which is connected to the renewable energy generation project. In addition, the details of the water-soluble part were set up by setting major issues for each economic entity that directly or indirectly affects renewable energy development.
