특수실험동 실험동물시설 관리 및 동물실험 운영 기준 연구 = Investigation on special research center management and animal research guideline

국문 초록 (Abstract)

국내 바이오 관련 연구수준이 세계적인 기술수준으로 성장함과 더불어 국제적으로 인정 받을수 있는 동물실험시설과 동물자원의 확보가 연구수준을 뒷받침해주는 중요한 자원이 되고 있다. 실험동물 및 동물실험의 적절한 관리를 통하여 동물실험에 대한 윤리성 및 신뢰성을 높이고 생명과학 발전과 국민보건 향상을 기하고자 “실험동물에관한 법률”이 제정되어 동물실험에 대한 적절한 관리체계를 마련하였고, 동물보호법 개정 과 더불어 질병관리본부 내 실험동물의 과학적 및 체계적 관리가 필요하다. 질병관리본부의 현재 실험동물관리체계를 분석하고 문제점에 대한 대안서를 작성하고, 국제적으로 표준적인 실험동물 관리 체계의 모델을 설정하여 실험동물관리에 관한 권위 있는 전문가 그룹에 의한 실험동물 시설 및 동물 실험 운영에 대한 표준작업서 및 교육자료 확보를 통해 질병관리본부의 실험동물 관리 수준의 향상 및 체계화를 정립하여 국내외적으로 손색없는 실험동물체계확립이 필요하여 본 과제를 수행하였다. 먼저, 질병관리본부 활용 가능한 실험동물실 시설 등록 및 운영을 위한 표준작업서를 시설 운영 점검, 사육환경 관리, 실험동물 모니터링을 위한 수의학적 관리를 포함하여 작성한 바, 이를 위해 먼저 국제적으로 표준적인 실험 동물 관리체계의 모델을 국제실험동물인증협회(AAALAC-I)를 설정하여, 감염동물, SPF, 질환모델 동물 관리 및 실험 가이드 라인을 제시하였다. 국내외 동물실험 및 시설 관리에 대한 법률, 권고안, 지침에 대한 분석을 시행하고, 국내외 유사기관의 동물실험 시설 관리 및 동물실험 운영 분석을 실시하여, 질병관리본부 동물실험시설 운영에 필요한 적정 예산 및 소요 인력도 제시하였다. 아울러 질병관리본부 실험동물 관리체계 운영 및 동물시설 관리 문제점을 분석하여 대안을 제시하였고, 국내 우수동물실험시설 및 국내외 인증을 위한 단계별 추진 방안을 제시하였다. 이로써 질병관리본부 실험동물시설이 실험동물관련 법적 근거에 따른 시설 등록 및 동물 실험 운영이 가능할 것이며, 질병관리본부의 실험동물 관리 수준의 향상 및 체계화를 도모할 뿐 아니라, 국내외 동물실험 시설 인증을 위한 실천적 준비사항 및 작업 수순 도출할 수 있었다. 또한 동물실험 및 실험동물 관리에 유용한 각종 표준 작업서 확보함으로써 과학적인 실험동물시설의 운영을 위한 표준화된 기준을 제공할 수 있었다. 아울러 국내 동물실험 시설운영에 대한 자료로도 활용될 수 있을 것이며, 국내 동물실험 시설 운영을 위한 예산 및 인력 요청 자료로 활용하고, 실험동물시설을 새롭게 도입하는 연구자 및 시설 관리자들에게 표준화된 가이드라인으로 활용할 수 있을 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

Bioresearch in Korea has ben growing to the global level, therefore, procurement of globaly recognized Animal Experimental Facilties and Animal Resources also have ben highlighted its importance for suporting Bioresearch. Apropriate management of laboratory animals and animal experiments can improvement the ethicality and reliabilty of laboratory animal researches, and for the development of science and advanced public health, “law on laboratory animal” was established, management system on animal experiment was prepared. Therefore, along with animal law revision, scientific and systematic management system of laboratory animals is neded in Korea Centers for Disease Control and Prevention　(KCDC). We analyzed the management system of KCDC and then proposed the alternative plan for problems. Furthermore, we set the globaly standardized model for management system of laboratory animals which had ben investigated the standard operation procedures (SOP) and the educational resources on laboratory animal facilties and animal experiments for establishment system of laboratory animal management that is concerned about improvement and systematization of laboratory animal management in KCDC by authoritative advisory commite. Standard operation procedures were established for registration and management of laboratory animal facilty including inspection of management facilty, animal environment management and veterinary treatment of laboratory animal monitoring. For this, first, global standard system model for control of laboratory animal was established as the AAALAC-I and guidelines for management and experiment of infectious animal, SPF and disease model animal were suggested. We performed the analysis of the law, recommendation and guideline on animal experiment and facilty management, analysis of animal experiment facilty management and animal experiment operation, localy and abroad, and suggested the apropriate budget and required workers in management of KCDC animal experiment facilty. Aditionaly, we analyzed the management system of KCDC and then proposed the alternative plan for problems, suggested the stepwise promotion plan for domestic superior animal experiment and internal and external certification. Laboratory animal facilty of KCDC can be registered the facilty on the basis of act on laboratory animal and operated animal experiments. Furthermore, improvement and systematization of laboratory animal management also can be anticipated, in adition deduction of practical preparation and SOPs for certification of animal experiment facilty in localy and abroad.　 Moreover, it provides standardized operation procedures for scientific management of animal experiment facilty by procurement useful guideline about animal experiment and laboratory animal management. As a conclusion, we can expect that it can be used for materials of domestic animal experiment facilty management, materials of budget and required　workers for management of domestic animal experiment facilty, and standard guideline for researchers and facilty managers who introduce laboratory animal facilty newly.
