      본 연구는 민자고속도로와 재정고속도로간 연계노선, 비연계노선 확대에 대비하여 통행료관리 측면에서 차이가 발생하는 제도, 기준, 시스템을 살펴보고, 연계성 향상을 위한 전략 마련을 목적으로 한다.
      이를 위해, 첫째, 민자고속도로와 재정고속도로간 통행료관리 측면에서 차이가 발생하여 이용자의 불편을 초래하거나, 공공성 및 형평성 측면의 개선이 필요한 주요 쟁점 사항을 분석하고, 연계성 개선을 위한 본 연구의 분석대상 항목을 도출하고자 한다. 둘째, 도출된 검토항목에 대하여 문헌검토, 실증·사례분석을 수행하여 개선방안을 마련하고자 한다.

      The expressway network in South Korea comprises both publicly and privately funded and operated highways. As the physical integration of these networks advances, the use of interconnected routes spanning publicly and privately funded expressways is becoming increasingly prevalent. However, disparities in toll collection and delinquency management systems between the two types of highways have caused user confusion and raised concerns regarding fairness and consistency.
      In particular, the application of additional charges for unpaid tolls (surcharges) varies significantly not only between publicly and privately funded routes but also among individual private operators. This inconsistency continues to inconvenience users and underscores the need for comprehensive institutional reform. Furthermore, the plan to introduce Smart Tolling Systems on public highways signals a significant transformation in toll collection practices, necessitating proactive institutional and technical preparation on the part of privately financed highway operators.
      This study aims to develop a strategy to enhance the interoperability of toll management systems between publicly and privately funded highways. It also proposes policy improvements and institutional responses to help private operators prepare for Smart Tolling implementation. The overarching goal is to promote fairness in toll administration, improve user convenience, and support the sustainable operation of privately funded expressways.
      The study’s key outcomes include: (1) recommendations to improve toll refund procedures and standardize surcharge policies; (2) strategic guidance and infrastructure readiness plans for Smart Tolling implementation on private highways; and (3) proposed amendments to the relevant toll road legislation and enforcement regulations.
      Specifically, the study advocates for amendments to Article 21-3 of the Toll Road Act to allow private operators legal access to the personal information necessary to notify users of toll refunds. In terms of surcharge policy, the study suggests revising the maximum multiplier (currently up to 10 times the unpaid toll) and adopting a differentiated approach based on the type and frequency of non-payment. Improvements to the toll settlement system between publicly funded and privately financed highways are also proposed, as current systems fail to automatically reflect surcharge data for private routes.
      To support Smart Tolling implementation, the study presents a step-by-step adoption plan tailored to each privately funded expressway’s operational context. This includes analysis of installation costs, anticipated benefits, increased delinquency risks, and the financial capacity of each operator. A phased rollout- starting with routes demonstrating the greatest benefit- is recommended to prevent unnecessary investment. For non-connected privately financed highways, the study stresses the importance of including these routes in future policy discussions to ensure service quality consistency across the national network.
      In conclusion, this study contributes to the rationalization of toll administration, the enhancement of user experience, and reinforcement of payment equity for privately financed highways. It also provides foundational policy guidance for managing both connected and standalone privately financed highways in the evolving era of Smart Tolling.
