The Pal-Dang Reservoir suffers critical water pollution problems. In particular, water quality in terms of BOD was two times as poor as in 1991 and more severely polluted. Thus the availability and efficacy of mixed septic tank at a price lower than the previously available wastewater treatment plants motivate a new cost-effectiveness analysis in terms of wastewater options. This paper examines cost-effectiveness of applicability of two policy options, i.e, wastewater treatment plant and mixed septic tank. It uses Pal-Dang area as a case study. The conceptual framework for this study has been developed to estimate costs of using different strategies. The data were derived from government and product companies. They were used to calculate direct and indirect costs and effectiveness of two treatment facilities in defined area of the Pal-Dang Reservoir.
The main conclusion is that despite of almost same effectiveness mixed septic tank substantially reduces costs of preserving the water quality of Pal-Dang Reservoir. Consequantly the installation of new mixed septic tank is preferred.
