This study aimed to promote horizontal fiscal balance effect through collection grants of non-tax revenue in local government. The standard deviation and coefficient of variation are taken for the analysis of fiscal balance effect. At the 1999 has been reform of collection grants, but the fiscal balance effect would be limited. The horizontal fiscal unbalance have remained virtually unchanged. For there are many different among local governments (province tax scale, population and each local government's fiscal condition). Therefore, it seems to be better to change the current system. This paper recommends a new collection grants system for local government which includes revision of collection grants rate and control grants be based on fiscal condition of each local government's fiscal condition.
