본 연구는 학교 밖 청소년 진로지원 강화 및 유관 기관 간 연계 활성화 방안을 모색함으로써 이들의 성인기 이행과 급변하는 사회에 대한 적응력을 제고하는 것을 목적으로 한다. 먼저 학교 밖 청소년의 현황과 진로발달 특성을 검토한 결과, 학령인구는 감소하고 있음에도 정서적 문제, 대안적 학습 추구, 가족 요인 등 다양한 이유로 학교를 이탈하는 청소년의 비중이 커지고 있었다. 진로발달 이론에 따르면 개인적 요인과 환경적 요인이 함께 진로를 형성하며, 노동시장 진입에 대한 준비 부족은 성인기로의 원활한 이행을 저해하는 것으로 나타났다. 선행연구는 학교 기반 지원의 한계, 가족 자원의 제약, 낮은 진로준비도를 지적하며 국가 차원의 체계적 개입 필요성을 제기해 왔다.
「2023 학교밖청소년실태조사」 분석 결과, 전체 학교 밖 청소년의 69.5%가 진로계획을 가지고 있었으며 90.9%는 취업·근로 경험이 있는 것으로 나타났다. 반면 진로미결정, 미준비 청소년은 학업성취 수준이 낮고, 가족지지와 심리적 안녕감도 열악한 경향을 보였다. 정부 진로지원 프로그램 참여율은 전반적으로 낮아, 정보 제공과 접근성 제고를 위한 적극적인 아웃리치가 요구된다. 반면, 진로결정 및 준비 청소년은 상대적으로 높은 생활 안정성을 보여, 적절한 진로 개입이 긍정적 효과를 가진다는 점을 재확인하였다.
정책 분석 결과, 우리나라 「학교 밖 청소년 지원에 관한 법률」은 취업 및 직업훈련을 중점적으로 규정하고 있으나, 진로발달의 발달적·과정적 측면을 충분히 반영하지 못하고 있었다. 또한 진로지원 프로그램이 여전히 학교 중심으로 설계·운영되는 경향이 강해, 학교 밖 청소년이 다양한 영역에서 통합적 진로서비스에 접근할 수 있도록 하는 법·제도적 장치가 미흡한 것으로 나타났다.
학교 밖 청소년 대상의 심층면접조사에서는 학교를 그만둔 사유가 매우 다양하게 나타났고, 정보 부족과 생활 불안정으로 인한 미래 불안이 공통적으로 확인되었다. 학업보충, 심리·진로 상담, 인턴십 및 현장체험, 학업·생계 관련 재정지원 등 개인의 상황과 욕구에 맞춘 맞춤형 지원이 특히 효과적인 것으로 드러났다. 실무자 설문조사에서는 진로서비스의 중요성에 대한 인식은 높으나 실제 활용과 참여는 낮은 편이며, 기관 간 파트너십 강화, 사례관리 체계 구축, 전문인력의 역량 개발이 필요하다는 요구가 제기되었다.
전문가들은 모든 학교 밖 청소년이 위기상황에 있는 것은 아니지만, 복합적인 취약성을 지닌 집단에 대해서는 국가의 집중적 개입이 필요하다고 보았다. 동시에 진로지원에 대한 국가 책임, 서비스의 전문직업화, 중앙·지방·민간의 다층적 협력체계 구축의 중요성이 강조되었다.
결론적으로 본 연구는 학교 안 중심의 좁은 관점을 넘어, 통합적이고 개인화된, 발달 이론에 기반한 진로지원 체계로의 패러다임 전환을 제안한다. 이를 위해 관련 법·제도의 정비, 부처 및 기관 간 연계·협력 확대, 생애주기 전반에 걸친 지속적 지원의 제도화를 통해 학교 밖 청소년의 사회적 포용과 성공적인 성인기 이행을 보장할 필요가 있음을 제안하였다.

This study explores strategies to enhance and institutionalize career support for out-of-school youth in Korea, aiming to improve their transition to adulthood and adaptability in a rapidly changing society.
It first reviews the status and career development of these youth, noting that despite a decline in the school-age population, the proportion of out-of-school youth has been rising due to varied reasons such as emotional issues, alternative learning, and family influence. Career development theories suggest that both personal and environmental factors shape outcomes, and lack of preparation for the labor market hinders adulthood transitions. Prior research highlights limited school-based support, scarce family resources, and low career readiness, pointing to the need for national interventions.
Analysis of the *2023 Out-of-School Youth Survey* found that 69.5% had career plans and 90.9% were working. Those without plans showed lower academic achievement, weaker family support, and poorer psychological well-being. Participation in government career programs was low, emphasizing the need for better outreach. Youth with plans and work experience showed greater stability, confirming the impact of career interventions.
Policy review revealed that while Korea’s *Out-of-School Youth Support Act* stresses employment and training, it neglects developmental aspects of career growth. Programs often remain school-centered, underscoring the need for broader legal and institutional reforms to ensure access to multi-sectoral career services.
In-depth interviews with out-of-school youth showed diverse dropout reasons and widespread anxiety about the future due to lack of information and stability. Personalized support—academic tutoring, counseling, internships, and financial aid—proved especially effective. Practitioner surveys found career services underutilized despite their importance, and called for stronger partnerships, case management, and professional development.
Experts noted that not all out-of-school youth face crisis; however, those with multiple vulnerabilities require targeted state intervention. They emphasized consistent national accountability, professionalization of services, and integrated multi-level cooperation.
In conclusion, the study calls for a paradigm shift toward integrated, personalized, and developmentally grounded career support beyond school settings. Strengthening laws, expanding interagency collaboration, and institutionalizing continuous support are essential to ensure social inclusion and successful transitions to adulthood.
